To meet its overall objective of ensuring food security for all households, the Government of Bangladesh undertakes several activities: it intervenes in markets to stabilize prices, targets food distribution to poor households and provides emergency relief after natural disasters. This paper provides measures of the variability of domestic and international rice prices, and examines the mix of government intervention and private sector participation in rice markets. The analysis shows that the relatively high degree of price stability achieved in the 1990s was due in large part to private sector imports that stabilized markets following major production shortfalls. Domestic rice procurement contributed relatively little to raising domestic producer prices at harvest time, involved only a small percentage of farmers, and incurred excessive costs following successful harvests because of procurement prices set far in excess of market prices." ; Non-PR ; IFPRI1 ; MSSD

The current classification of land uses for residential and public development was analyzed and proved to be in need of improvement. Proposals for its improvement within the researched category of land based on current land legislation and other normative legal acts are given. It has been proven that the existing list of the main types of land plots (which are based on the content of Article 38 of the Land Code of Ukraine) in the current classification is incomplete and not fully justified. Examples of unjustified assignment of land plots of other land categories to the category of land for residential and public development were revealed. In accordance with this, a 4-level structure of the classification of types of land use for residential and public development is proposed.Taking into account the military aggression of the Russian Federation against Ukraine, it is currently impossible to use part of the land plots for their main purpose. From these positions, it is proposed to additionally highlight "technologically polluted lands as a result of hostilities" within the framework of the above-mentioned classifier. The existing scientific and methodological approaches to the classification of agricultural lands both in Ukraine and abroad are analysed. It is established that modern classifications of lands should be formed based on such principles as complexity, exhaustiveness, hierarchy and legality; meet the requirements of automated technologies for maintaining the state land cadastre and land monitoring; take into account the recommendations of the European Economic Commission at the UN.Comprehensiveness of identifying of all potentially possible land uses, which will facilitate effective state control over land use in accordance with their intended purpose will be ensured through a comprehensive approach to the development of land classification; its consistency with other current state classification systems in the field of nature management and the use of clearly defined target criteria, parameters and features, the system of which is determined by the specific scope and requirements of the relevant user groups – through a systematic approach.A fragment of 3-digit classification of agricultural lands is proposed, in which hierarchically placed interrelated indicators characterizing the legal regime of land use (legal block of land classifier) and their physical condition (physical block of land classifier) are placed hierarchically. In order to legally consolidate the categories "type, subtype, variety of lands" that form the basis of the physical block of the land classifier, it is necessary to make appropriate changes to the national land legislation.Key words: agricultural lands, land classification, land category, intended purpose. ; Проаналізовано існуючі науково-методичні підходи до класифікації земель сільськогосподарського призначення як в Україні, так і за кордоном. Встановлено, що сучасні класифікації земель повинні формуватись на основі таких принципів як комплексність, системність, вичерпність, ієрархічність та законність; відповідати вимогам автоматизованих технологій ведення державного земельного кадастру та здійснення моніторингу земель; враховувати рекомендації Європейської Економічної Комісії при ООН.Вичерпність та всеосяжність щодо визначення усіх потенційно можливих способів використання земельних ділянок, що сприятиме здійсненню дієвого державного контролю за використанням земель відповідно до їхнього цільового призначення забезпечуватиметься за рахунок комплексного підходу до розробки класифікації земель; її узгодженість із іншими чинними державними класифікаційними системами в галузі природокористування та використання чітко визначених цільових критеріїв, параметрів та ознак, система яких обумовлена конкретною сферою застосування та вимогами відповідних груп користувачів - за рахунок системного підходу.Запропоновано фрагмент 3-розрядної класифікації сільськогосподарських земель, в якій ієрархічно розміщені взаємопов'язані показники, що характеризують правовий режим використання земельних ділянок (правовий блок земельного класифікатора) і їхній фізичний стан (фізичний блок земельного класифікатора). Для юридичного закріплення категорій «вид, підвид, різновид земель», що складають основу фізичного блоку класифікатора земель необхідно внести відповідні зміни до національного земельного законодавства.Ключові слова: землі сільськогосподарського призначення, класифікація земель, категорія земель, вид цільового призначення.

Based on the fulfilled researches, it was found that the state land cadastre system's fullness with respect to the land cadastre objects envisaged by the legislation does not meet the modern needs, which does not allow state and local governmental bodies, individuals and legal entities to make management decisions at the appropriate levels. Two of the most difficult problems are the absence of institutions of scientific cadastre support among the cadastre institutions and the removal of territorial communities as consumers and customers of land cadastral information from the land cadastre. It is revealed that the cadastre information contains a large number of errors and inaccuracies, and its structure, organizational and legal frameworks, and information processes require significant improvement. In view of this, the authors present proposals to correct deficiencies in the functioning of the land cadastre system on the basis of complex scientific research of lands of institutions, organizations and enterprises of NAAS. These proposals include improvement of the methodology of the land cadastre maintenance, of the methods, rules, standards and classifiers used in land management and cadastre in current economic conditions; restoration of the state statistical report on land resources in the cadastre; development of information and analytical support for managing land resources at different levels through appropriate electronic offices; cadastre development as a basis for national geospatial data infrastructure. Particular attention is paid to the application of scientific principles in conducting the land cadastre (completeness, mirror image, trust, insurance, continuity, consent, publicity) in the light of world trends.Keywords: state land cadastre, scientific substantiation, principles, methodology of land cadastre management, mistakes, inaccuracies ; Аннотація. На підставі проведених досліджень з'ясовано, що наповненість системи Державного земельного кадастру стосовно передбачених чинним законодавством об'єктів земельного кадастру не відповідає сучасним потребам, що не дозволяє органам державної влади та органам місцевого самоврядування, фізичним та юридичним особам здійснювати управлінські рішення на відповідних рівнях. Однією із визначальних проблем є те, що серед інституцій кадастру відсутні установи з наукового забезпечення ведення земельного кадастру та відсторонення територіальних громад як споживачів та замовників земельно-кадастрової інформації від ведення земельного кадастру. Виявлено, що у відомостях кадастру міститься велика кількість помилок і неточностей, а його структура, організаційно-правові засади та інформаційні процеси потребують суттєвого удосконалення. З огляду на це, авторами наведені пропозиції з виправлення недоліків у функціонуванні системи земельного кадастру на підставі проведення комплексних наукових досліджень на базі земель установ, організацій та підприємств НААН, серед яких пріоритетну позицію займають: удосконалення методології ведення земельного кадастру, методик, правил, стандартів, класифікаторів, які використовуються у землеустрої та кадастрі у сучасних економічних умовах; відновлення державної статистичної звітності з земельних ресурсів у складі кадастру; розвиток інформаційно-аналітичного забезпечення управління земельними ресурсами на різних рівнях через відповідні електронні кабінети; розвиток кадастру як основи національної інфраструктури геопросторових даних. The article analyses the state of the most popular and least popular professions and specialties in Ukraine. It's found that there are no specialties in the field of land management among them. It is also noted that at the legislative level the specialties "Land Management and Cadastre" and "Evaluation of land and real estate" were replaced by the specialty "Geodesy and land management", which belongs to the field of knowledge "Architecture and construction" (technical sciences). It is substantiated that the profession of land manager should relate to the field of knowledge of "Social and behavioural sciences". It's based on the provisions of the Law "On Land Management" and the study of world experience of the essence of the concepts of land management and land management planning (both have technical, socio-economic, legal and environmental focus).It is proved that the profession of land manager needs to be reprofiled. In this regard, there is a need to identify new specialties and specializations and add them into the state classifier DK 003: 2010. It's important to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of landuse", 3) specialty 051 "Economics" specialization "Economics of land management and land use". Formulation of the problem. The development of society at all times was associated with the arrangement of lands, which today remains the main means for the existence of mankind and a source of social wealth. The need to establish the limits disturb landowners from ancient times. This function is performed by land surveyors. When the first representatives of this profession appeared, it is certainly not known. But the land surveyor is now a profession demanded both in the village and in the city. In our country, the profession of land surveyor always respects honour because it is devoted to the invaluable treasures of Ukraine - land, which has always attached special significance.According to the research conducted in Ukraine, soon, the 10 most demanded professions include: programmers (C++, Java), food industry technologists, construction engineers, architects, designers of offices and interiors, personnel managers, recruiters, energy engineers, journalists, technologists of light industry products, financiers (specialization "banking") [1]. In addition, prospective include: hotel business managers, accountants, auditors, lawyers, marketers.According to the Ministry of Education and Science of Ukraine, according to the results of the 2017 admission, the most popular specialties among the entrants for the Bachelor in Ukraine were Philology, Law, and Management. 85 thousand, 74 thousand and 59 thousand applications have been filed for the stated above specialties respectively. In addition, among the leaders are "Medicine", "Computer Science", "Tourism", "Secondary Education", "Psychology", "Economics". These specialties were desirable to enter by 40 to 46 thousand of entrants. The last step in the TOP-10 was "Software Engineering" with the result of 33 thousand applications (Fig. 1) [9]. Despite the stated above facts, it has been revealed that such specialties as "Law", "Management", "Tourism" and "Economics" remain among the most popular among entrants even though they are not in demand in the labour market. At the same time, the high levels in the ranking are occupied by important for the economy specialties, such as "Computer Science" and "Software Engineering". The least popular specialties are (fig. 2) "Theology" (185 applications excluding spiritual higher educational institutions) and "Hydropower" (193 applications for entry).However, specialties for the preparation of a specialist in land management are absent among the most and least popular. Therefore, with a caution we have to perceive the situation.The list of required occupations in the labour market is changing. Focus magazine has ranked the professions that will be promising in 5-10 years [10]. Before allocating the most promising specialties, the publication together with experts identified the areas of the economy that will actively develop in the near future. So, at first there was a list of 40 spheres of the economy, which, according to Focus, will successfully develop in the next 5-10 years. Experts evaluated the prospects for the development of these industries on a 10-point scale, giving each sector a mark from 1 to 10 points. At the same time, each expert could add to the list the industry that was not among the 40 listed, but whose potential he considers rather large.According to the obtained data, the rating of 15 most promising industries has been designed, and include: information technologies, telecommunications and communications, agriculture, pharmaceutical production and pharmacy business, banking, frying and processing industry, transport services, financial services, legal services, household services, metallurgy, alcohol production, energy, livestock, utilities.So, the 20 most promising professions of the next decade will be the following: the seller, the IT specialist, the automation engineer, the marketer, the municipal services engineer, the aeroengineer, the technologist in the production and processing of food products, the technologist of consumer services, logistics, the lawyer (economic and land law), power engineer veterinarian, pharmacologist, financier, communication engineer, practical psychologist, geneticist, biochemist, robotic technician, nanoengineer.In addition, agrarian countries are actively developing organic and farm farming. This will require the involvement of a large number of employees who are able to work on the ground - and thus, forms a serious niche. In general, the labour market trends in the coming years can be reduced to nine main directions [5]: engineers, IT specialists, nanotechnology specialists, marketers, service providers, logistics, environmentalists, chemists, and physicians.The Resolution of the Cabinet of Ministers of Ukraine dated December 30, 2015, No. 1187, approved new Licensing conditions for the conduct of educational activities [7] concerning the further conduct of educational and scientific work in educational institutions. By the order of the Ministry of Education and Science dated November 6, 2015, No. 1151 "On the peculiarities of the introduction of the list of branches of knowledge and specialties [6], which are the training of applicants for higher education, approved by the Cabinet of Ministers of Ukraine from April 29, 2015, No. 266" [8] approved Table of correspondence List of directions for training of specialists in higher educational establishments for the educational-qualifying level of bachelor (List 1), List of specialties, which was carried out training of specialists in higher education institutions for educational and qualification levels of a specialist and a master's degree (List 2).In the stated above Resolution, it is defined that instead of the specialties "Land Management and Cadastre" and "Land and Real Estate Valuation" – the specialty "Geodesy and Land Management" is established. The latter belongs to the field of knowledge "Architecture and Construction", which belongs to the technical sciences.At the same time, the Law of Ukraine "On Land Management" stipulates that land management is a set of socio-economic and environmental measures aimed at regulating land relations and rational organization of the territory of administrative-territorial units, economic entities carried out under the influence of social and productive relations and development of productive forces [2]. The same law (Article 1) stipulates that activities in the field of land management are the scientific, technical, production and management activities of state authorities, local governments, legal entities and individuals, which is carried out under land management. Land-use documentation (land management documentation) is the text and graphic materials approved in accordance with the established procedure, which regulate the use and protection of lands of state, communal and private property, as well as survey and land survey materials, author's supervision of project implementation, etc. Measures on land management – provided by documentation on land management on the rational use and protection of land, the formation and organization of the territory of the object of land management, taking into account their purpose, restrictions on the use and restrictions (encumbrances) on the rights of other persons (land servitudes), preservation and increase of fertility soils.This is evidence that the profession of land surveyor is more likely to belong to the field of knowledge of "Social and behavioural sciences" than to "Architecture and construction". Architecture (Greek αρχιτεκτονικη - construction) is both a science and the art of designing buildings, as well as a system of buildings and structures that form a spatial environment for the lives and activities of people in accordance with the laws of beauty. Land management, as stated in the Law of Ukraine "On Land Management" – a set of socio-economic and environmental measures aimed at regulating land relations and rational organization of the territory of administrative-territorial entities and economic entities on the ground.As the research of A.M. Tretiak and V.M. Tretiak shows, the concept and essence of land management has both a technical direction and socio-economic, legal and environmental.Land managers have worked and work in the structural subdivisions of the State Committee for Land Resources of Ukraine, the State Land Agency of Ukraine and the State Audit Office of Ukraine, state authorities and local self-government bodies, and ministries (where there are departments of land resources); in public and private design and valuation companies, real estate firms, agroholdings, agricultural enterprises; territorial communities, scientific institutions, institutions of legal direction. civic organizations.The land manager learns not only his professional knowledge, but also legal and natural sciences. For a profession it is necessary to have mathematical abilities, engineering approach, spatial imagination, ability to understand the legislation. The profession is extremely interesting and creative, which requires the ability to make informed decisions, communicate with people, requires care, clarity and responsibility. To become a successful specialist in this field, you need to be persistent, self-confident, active, have a well-developed intuition and logical thinking.According to the classification of professions, the professional activity of the land manager relates to professions such as "human-nature". To date, the land manager must have a higher education in the field of "Architecture and Construction" from the specialty "Geodesy and Land Management", according to the educational qualification level: a junior specialist, a bachelor's or a master's degree.Currently, land managers use modern equipment in their work: electronic instruments; new technologies of geographic information systems. Significant problems arise when making managerial decisions due to the imperfection of the regulatory framework - when three different land managers can have three different views on the same issue. At the same time, for professionals it is extremely important to come to a joint decision. But how can the problems of legislation be explained to an ordinary peasant? It's a shame when you can not help a person in solving his question, and even more - when you do not know how to explain the impossibility of solving a particular problem. The disadvantage of the profession is also that there is little free time for personal life, family and wage mismatch in modern times. The advantages include: work is interesting, lots of communication, new knowledge in land law, and more.At the same time, we consider it necessary to stay on the proposals of A. Martyn outlined in the scientific paper "Directions of adaptation of the content of land management education to the needs of the national and world economy" [3], where he publishes "bad news" for land management education – whether we are ready for them? He states: "Most of our graduates will not develop landuse documentation at all; the number of jobs in the industry is quite limited; the overwhelming part of the "modern" Ukrainian land management is a terrible mix of fairly archaic rules, a crazy bureaucracy and meaningless rituals, in order to master the development of primitive land management documentation, it takes 2-3 weeks of practical training, but not 5 years at the university, and a significant part of cadastral registrar are lawyers.Some of these reservations agreeable. Therefore, his thoughts emphasize once again the need for serious changes in the training of land management specialists.Thus, all of the above stipulates the need for changes in the classification of occupations DK 003: 2010 and the definition of new specialties and specialization training of land management specialists.In our opinion, it is expedient to extend the training of specialists in land surveying in the following areas: 1) specialty 193 "Geodesy and land management" of the specializations "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use".At the same time, we consider it expedient to add the following qualifications to the classifier of professions DK 003: 2010: in section 8 "Main specialists – heads of scientific research units and subdivisions on scientific and technical preparation of production and other managers" – Chief land surveyor; in section 14 "Managers of enterprises, institutions, organizations and their subdivisions" – Manager of land management, Manager in the field of operations with land, Manager in the field of research in the land market; in section 25 "Agronomists, hydraulic engineering, forest managers and professionals of related professions" – Land manager; in section 33 "Assistant veterinarians, junior specialists in agronomy, forestry, water management and nature conservation" – Land Resources Inspector; in section 34 "Other technical specialists in the field of management" – State Inspector for the use and protection of land; in section 249 "Professionals not included in other classification groups". Land manager-ecologist, Land manager-designer.Conclusions.Summing up, we note that the assignment of the specialty "Geodesy and land management" to the field of knowledge "Architecture and Construction" (engineering science) does not comply with the provisions of the Law "On Land Management", the study of world experience of the essence of the concepts of land management, which determined that they are inherent in technical, as well as socio-economic, legal and environmental trends. In this connection it is proved that the profession of land manager belongs to the field of knowledge of "Social and behavioral sciences".In view of this, the need for re-engineering the directions of land management training is urgent. Therefore, we must work ahead and make changes to the classification of professions DK 003: 2010 regarding the definition of new specialties and specialization training of specialists in land management. We consider it expedient to expand the training of specialists within: 1) specialty 193 "Geodesy and land management" of the specialties "Land Management and Land Use Administration" and "Cadastral Registrar"; 2) specialty 101 "Ecology" specialization "Land management and ecologization of land use"; 3) specialty 051 "Economics" specialization "Economics of land management and land use" (qualification "Land Management Manager"). It is proposed to make changes to the list of qualifications. ; У пропонованій статті проаналізовано стан найзатребуваніших і найменш популярних професій, спеціальностей в Україні та виявлено, що спеціальності для підготовки фахівців землевпорядного профілю серед них відсутні. Також відзначено, що на законодавчому рівні спеціальності «Землеустрій та кадастр», «Оцінка землі та нерухомого майна» з підготовки зазначених фахівців замінено на спеціальність «Геодезія та землеустрій», яку віднесено до галузі знань «Архітектура та будівництво» (технічні науки). Обґрунтовано, що професія землевпорядника має відноситись до галузі знань «Соціальних та поведінкових наук», підставою чого слугували положення ЗУ «Про землеустрій» та дослідження світового досвіду сутності понять землеустрою і землевпорядкування (мають як технічне, так і соціально-економічне, правове й екологічне спрямування). Доведено, що професія землевпорядника потребує перепрофілювання. У цьому зв'язку існує необхідність у визначенні нових спеціальностей і спеціалізацій та внесенні їх до класифікатора професій ДК 003:2010. Вказано на доцільність розширення підготовки фахівців в межах: 1) спеціальності 193 «Геодезія та землеустрій» спеціалізацій «Землеустрій та адміністрування землекористування» і «Кадастровий реєстратор»; 2) спеціальності 101 «Екологія» спеціалізації «Землевпорядкування та екологізація землекористування», 3) спеціальності 051 «Економіка» спеціалізації «Економіка землевпорядкування та землекористування». Запропоновано внести до класифікатора й перелік нових кваліфікацій.Ключові слова. Economic development transforms an economy from one that is largely agricultural to one that is largely manufacturing and services. Since agriculture currently dominates Ethiopia's economy and employment, however, there is an issue as to what its role should be in getting from here to there. In the normal process of economic growth, non-agricultural sectors grow more rapidly than the agricultural sector. The slower growth of agriculture, its relative decline, concern about the difficulty of modernizing agriculture and pessimism about the potentials for technological change in agriculture suggest to some that agriculture should not be given priority for scarce resources in the interests of rapid overall growth. There is substantial evidence, however, that raising agricultural productivity is possible and that agricultural growth plays a key role in economic growth, particularly in low income countries. Moreover, the Government of Ethiopia is committed to rapid growth of agriculture as a means of accelerating the economic transformation and reducing poverty. This paper examines the implications of this commitment to both growth and reduction in poverty, analyzes the progress underway, and diagnoses the critical elements of change in policy required to reach the objectives. Combining a review of experiences of other developing countries with an analysis of growth multipliers for Ethiopia, the paper argues that a high rate of agricultural growth has far-reaching positive implications for increasing employment and accelerating poverty reduction. High agricultural growth also helps avoid the creation of megacities with large slum populations. In order to achieve this rapid agricultural growth with positive economy-wide linkages, however, it is necessary to engage �middle farmers�, large enough to adopt new technologies and produce significant marketed surpluses, but small and numerous enough to have spending patterns that drive a vibrant rural non-farm sector. Finally, public and private investments in road, electricity and telecommunications are also needed to reduce marketing costs and enable growth in rural market towns and secondary cities, and provide social services to rural people. Maintaining a growth rate in agricultural GDP of six percent would provide enough employment growth to contribute to rapid economic transformation of the economy and rapid decline in poverty. Given the low level of crop yields relative to those of other countries with comparable resources, and relative to best farmers and experiment stations, a high rate of growth in agricultural productivity appears to be feasible. Current government policies are generally consistent with attaining continued high agricultural growth rates. Здійснено наукове обґрунтування змістовної складової понять «обмежень у використанні земель», «обтяжень прав на земельну ділянку» із позицій економічної та правої категорій. На основі систематизації поглядів вітчизняних учених, чинних норм законодавства України та особистих міркувань виокремлено загальні характеристики вищезазначених понять і доведено необхідність у їх розмежуванні. В статті запропоновано авторське визначення досліджуваних понять.Ключові слова: обмеження у використанні земель, обтяження прав на земельну ділянку, режим землекористування. ; Scientific justification of substantial part of the concepts of "restrictions in land use", "encumbrances of land rights" as economic and legal categories is done. The common characteristics of these concepts are singled out based on the analysis of current legislation of Ukraine. These characteristics are following: 1) the restrictions and encumbrances are established for the use of land by its owners and users; 2) they are established in the framework provided by law or agreement; 3) they stay in force within the term established by law or contract; 4) change of legal of the land plot title does not terminate the established restrictions or encumbrances; 5) All restrictions in land use are a subject to state registration (Art. 110 Land Code of Ukraine).Based on the views systematization of domestic scientists and own views there are obvious need to justify a separation of overall concept of "restrictions in land use" and "encumbrances of land rights" into two separate concepts, taking into account the target criteria as the primary and as well the forms and grounds of their establishment to develop scientifically grounded definitions that reflect the specific attributes of these restrictions and encumbrances.Consequently, restrictions in land use and the encumbrances of land rights are separate economic and legal categories that do not depend on each other and limits of land rights and other natural resources.The author's definitions of the studied concepts are suggested.Restrictions in land use is a definition of the limits and conditions of land use and other natural resources (mode of land use) in socially significant interests (public benefit and safety, environmental, historical and cultural values, creating the necessary conditions for other state needs) in land management documentation on the basis of local authorities decisions or in court order. Restrictions in land use have territorial and individual character on a specified land plot.Encumbrance of land rights is the restriction of land rights by the law or act of authorized authority, by official or contract in the way of imposing a ban on the use of the land, including through its alienation as servitude or obligation adopted by land user voluntarily or in court order to ensure the legitimate interests of stakeholders, which are expressed in granting them additional rights and in laying the responsibilities on land user. Encumbrances of land rights arise only individually on specifically identified land plot and are in direct connection with this land plot and follow it in case of transfer of ownership of such land plot to another person.Using these concepts in research and law-making will differentiate the scope of their application in land and other relations.Keywords: restrictions in land use, encumbrance of land rights, land use regime.

The article analyses the regulatory and legal support for the organization of organic land use in Ukraine. It is established that the current regulations in the field of organic production are aimed mainly at regulating the technological processes of organic production, the procedure for its certification and the market of organic products. At the same time, the legislators did not pay attention to the issues related to the organization of the territory of agricultural enterprises for the production of organic products in order to meet the requirements of the relevant standards and rules of IFOAM.It is proved that for the organization of the territory of organic land use and land tenure it is necessary to develop and implement appropriate land management projects. In view of this, it is necessary to amend the Law of Ukraine "On Land Management", supplementing Article 25 with a new type of land management documentation: land management projects for the organization of organic land use (land tenure), and to enshrine the composition and content of such land management projects.Key words: normative-legal regulation, organic land use, buffer zone, crop rotation, land management project. ; У статті проаналізовано нормативно-правове забезпечення організації органічного землекористування в Україні. Встановлено, що нині діючі нормативно-правові акти в галузі органічного виробництва спрямовані в основному на регулювання технологічних процесів виробництва органічної продукції, порядку його сертифікації та ринку органічної продукції. Водночас, поза увагою законодавців залишились питання, що стосуються організації території аграрних підприємств для виробництва органічної продукції з метою забезпечення вимог відповідних стандартів та правил IFOAM.Доведено, що для організації території органічних землекористувань та землеволодінь необхідна розробка та реалізація відповідних проектів землеустрою. Зважаючи на це, потрібно ввести зміни до Закону України «Про землеустрій», доповнивши Статтю 25 новим видом документації із землеустрою: проектами землеустрою щодо організації території органічного землекористування (землеволодіння), і закріпити законодавчо склад та зміст таких проектів землеустрою.Ключові слова: нормативно-правове регулювання, органічне землекористування, буферна зона, сівозміна, проект землеустрою.

Проаналізовано нормативно-правові акти та наукові публікації стосовно проведення робіт із інвентаризації земель державних установ та підприємств Національної академії аграрних наук України (далі ― НААН) та встановлено, що в чинному законодавстві та щойно прийнятому «Порядку проведення інвентаризації земель» згідно Постанови Кабінету Міністрів України № 476 від 5 червня 2019 р. відсутні норми, які б враховували специфіку використання земель науковими організаціями та мають у своєму складі дослідні поля та цінні землі для ведення наукових досліджень, які необхідно враховувати при внесенні даних до Державного земельного кадастру, а також реєстрі речових прав на них. Акцентовано увагу на проблемі правової невизначеності меж земель державних установ та підприємств НААН. Розглянуто специфічні функціональні особливості використання сільськогосподарських земель державних установ та підприємств НААН. У цьому зв'язку запропоновано структуру, зміст та склад основних положень галузевого стандарту із інвентаризації земель державних установ та підприємств НААН, який стане регулівним інструментом для виготовлення технічної документації із землеустрою щодо здійснення такого виду робіт, а отримана інформація буде основою для розв'язання назрілих проблем стосовно сільськогосподарських земель, що перебувають у користуванні цих державних установ та підприємств НААН.Ключові слова: стандартизація, галузевий стандарт, інвентаризація земель, науково-дослідне землекористування ; Regulatory acts and scientific publications relating to the works on inventory of lands of state institutions and enterprises of the National Academy of Agrarian Sciences of Ukraine (hereinafter – NAAS) have been analyzed. It was revealed that the current legislation and just adopted "Procedure of Inventory of Lands" subject to the Decree of the Cabinet of Ministers of Ukraine No.476 of June 5th, 2019 does not include any norms that would consider the specifics of the land use by scientific organizations; their research fields and valuable lands for conducting scientific research should be taken into account when entering the data in the State Land Cadastre, as well as the property rights to them should be registered. The attention is drawn to the problem of legal uncertainty concerning boundaries of lands of state institutions and enterprises of NAAS. The specific functional peculiarities of agricultural land use by state institutions and enterprises of NAAS are considered.In this regard, the structure, content and composition of the main provisions of the industry standard for land inventory of state institutions and enterprises of the NAAS are proposed, which will become a regulatory tool for the preparation of the technical documentation on land management for the implementation of this type of work, and the information obtained will be the basis for the resolution of mature problems concerning the agricultural lands used by these state institutions and enterprises of NAAS.Key words: standardization, industry standard, land inventory, land use for scientific research.

"Higher world food prices have led many governments in developing countries to adopt policy measures to mitigate the adverse impact on low-income households. This paper sets out a partial equilibrium framework to evaluate the relative efficiency, distributional, and revenue implications of alternative policy responses. The model is applied to Madagascar data to evaluate the net welfare impact of reductions in rice tariffs and to compare this to the alternative policy of targeted transfers. Lowering tariffs is not a cost-effective approach to protecting low-income households due to substantial leakage of benefits to higher income households and an adverse impact on poor net rice producers even when the substantial efficiency gains from such tariff reductions are incorporated into the analysis. Developing a system of well-designed and -implemented targeted direct transfers to poor households is thus likely to be a substantially more cost-effective approach to poverty alleviation, especially if these can be linked to productivity-enhancing investments. Such an approach should be financed by switching revenue raising from rice tariffs to more efficient tax instruments. For a long time the issue of socio-economic development of rural areas, which have their characteristics, has not lost its relevance but also is united by common unsolvable problems that restrict their development in Ukraine. The socio-economic decline of the village can not only reduce economic performance in agriculture but will also have a negative impact on depopulation, environmental deterioration, reduce the efficiency of natural resources, as well as the destruction of the cultural environment. The article presents the results of a study of the socio-economic situation in rural areas, analysis of economic and environmental indicators of the use of agricultural resources in the production of crop and livestock products in villages by different categories of producers. The publication provides information on the profitability of production in agricultural formations from 2010 to 2020. It has been established that the reason for the lack of growth in production in households is the irrational and economically unjustified use of resources and the lack of modern technologies. The publication also reveals the trends in the production output of livestock and crop production by different categories of producers. The indicators of production profitability were analyzed by agricultural enterprises during 2010-2020. The ways and means of improving the situation of using the natural resources by private agricultural enterprises, increasing economic indicators in the rural sector, and increasing production in agricultural enterprises are given. The results of the previous research show the possibilities and prospects for the implementation of the economic potential of rural areas based on the efficient and economically structured governance on the given territories. In addition, in modern realities, there may be an inflow to the mainstream of the investment climate due to the process of decentralization of the local government, receiving investment in the community, and, the increasing of the economy as a result. The research has shown that the development of social and economic infrastructure depends on investment activity. ; Тривалий час в Україні не втрачає актуальності проблематика соціально-економічного розвитку сільських територій, які мають свої особливості, але також об'єднані спільними невирішними питаннями, які гальмують їх розвиток. Соціально-економічний занепад села може привезти не лише до зниження економічних показників в аграрній сфері, але й матиме свій негативний вплив на процеси депопуляції населення, погіршення екологічної ситуації, зменшення ефективності використання природніх ресурсів, а також на знищення культурного середовища. У статті представлено результати дослідження соціально-економічної ситуації у сільській місцевості, аналіз економічних та екологічних показників використанням сільськогосподарських ресурсів під час виробництва рослинницької та тваринницької продукції на сільських територіях різними категоріями виробників. Встановлено, що причиною відсутності росту виробництва продукції у господарствах населення є нераціональне і економічно не обґрунтоване використання ресурсів, відсутність сучасних технологій. Виявлено тенденції у зміні обсягів виробництва тваринницької та рослинницької продукції різними категоріями виробників. Проаналізовано показники рентабельності виробництва продукції сільськогосподарськими підприємствами Львівської області протягом 2010 року та 2020 року. Наведено шляхи та способи удосконалення ситуації із використанням природних ресурсів особистими господарствами населення та сільськогосподарськими підприємствами, підвищення економічних показників в агарній сфері та збільшення виробництва у сільськогосподарських підприємствах. Результати проведеного дослідження свідчать про можливості і перспективи реалізації економічного потенціалу сільських територій на основі ефективного те економічно обґрунтованого господарювання на даних територіях. До цього слід додати, що у сучасних реаліях, у контексті процесу децентралізації місцеві громади мають вплив на створення інвестиційного клімату, залучення іноземних та вітчизняних інвесторів за участі місцевих органів управління та жителів, і як наслідок активізації економічного середовища у сільському населеному пункті. Як показали результати досліджень, саме від активізації інвестиційної діяльності залежить розвиток соціально-економічної інфраструктури.

The article analyzes the main legal conflicts that arose as a result of the adoption of changes to the land legislation of Ukraine during 2020-2021.It was found that the transfer of land for use requires a permit for the development of technical documentation on land management to establish (restore) the boundaries of land in kind (on the ground). At the same time, there is another conflict - the specified technical documentation performs the same function as the land management project for the allocation of land for use.As a result of the analysis of amendments to the Law of Ukraine "On Land Management", it is established that the wording of the text of the article in terms of the basis of work has two interpretations, the first of which concerns privately owned land, and the second - state and municipal land in use.In addition, it was found that in the latest versions of regulations, the terms "owner" and "owner (manager)" meet next to each other, which allows us to state that the authors of the regulation aimed to separate the disposal of private land from one on the one hand and state and communal - on the other.Key words: legislative acts, land plots, land management, division (association) of land plots, privatization of land plots. ; У статті проаналізовано основні правові колізії, що виникли у результаті прийняття змін до земельного законодавства України протягом 2020-2021 років.З'ясовано, що передача земельної ділянки у користування передбачає наявність дозволу на розробку технічної документації із землеустрою щодо встановлення (відновлення) меж земельних ділянок в натурі (на місцевості). Водночас при цьому виникає інша колізія – вказана технічна документація виконує таку ж функцію як і проект землеустрою щодо відведення земельних ділянок у користування.У результаті аналізу змін до Закону України «Про землеустрій», мовстановлено, що формулювання тексту статті в частині підстави виконання робіт має два шляхи трактування, перший з яких стосується земельних ділянок приватної власності, а другий – державних та комунальних земельних ділянок, які перебувають у користуванні.Крім того, виявлено, що в останніх редакціях нормативно-правових актів поняття «власник» та «власник (розпорядник)» зустрічаються поруч один з одним, що дає змогу констатувати, що автори нормативного акту мали на меті розділити розпорядження земельними ділянками приватної власності з одного боку та державними і комунальними – з іншого.Ключові слова: законодавчі акти, земельні ділянки, землеустрій, поділ (об'єднання) земельних ділянок, приватизація земельних ділянок.
