A pesar de la evidente falta de intención de dañar al feto, las mujeres embarazadas que consumen drogas han sido construidas como criminales sin que exista reconocimiento legal del delito. Sin embargo, el uso de drogas no llega a ser evidencia suficiente de la intención de dañar, particularmente en contextos donde la economía del consumo de drogas es habitual. Los casos judiciales examinados en este artículo la naturaleza cada vez más condicional del estado de bienestar de EE.UU., al incrementarse el número de madres urbanas, y abuelas, incapaces de cuidar de sus hijes. Estos casos reflejan también el rol que tienen los centros de salud y los tribunales en la formulación de políticas cuando existen vacíos legales.

However,drug use falls short of being prima facie evidence of intent to harm, particularly in social circumstances where drug-using economics are endemic. The cases in this article signal the limits of tolerance and the increasingly conditional nature of public welfare provision by raising the specter of a generation of urban mothers – and grandmothers - unable to care for their kids. These cases also reflect the policy- making role into which hospitals and the courts have stepped in the face of a legislative void.

During the last three years, university systems in three Canadian provinces were the object of review, the vehicle in each case a Royal Commission. That these reviews were undertaken hints at a degree of anxiety in the mind of government and public, an attitude replacing the acceptance and support which characterized the previous decade. They suggest, moreover, the need for reassurance in the public mind of the efficiency and the effectiveness - of universities and of their relevance in a period characterized by basic shifts in society and thus of society's requirements. In general tone, they are remarkably similar. In a particular matter, they articulate an almost identical view: that higher education should be mademore accessible, more flexible, and its outreach in public service more substantial.

This essay argues that analysis of Mexico's visual culture generally, and the graphic novels of Edgar Clement specifically, can be usefully situated within the politics of patrimonio cultural. Mexico's 20th century graphic arts heritage has undergone a transformation during the past several decades, elevating the commercial comic book tradition to a greater position of prestige and public visibility than the more politically engaged revolutionary art forms inherited from the same period. In this context, Clement's Los perros salvajes (2012) appropriates the comic book character Memín Pingüín in the service of social and political critique. La cultura visual de México y, por ende, las novelas gráficas de Edgar Clement, pueden ubicarse de manera útil dentro de la política del 'patrimonio cultural'. La herencia gráfica mexicana del siglo xx ha experimentado una transformación durante las décadas más recientes, elevando la tradición comercial de la historieta a una posición de prestigio y de visibilidad pública mayor que la de las formas revolucionarias heredadas del mismo período. Dentro de este contexto, Los perros salvajes (2012) de Clement se apropia de la figura de la historieta Memín Pingüín para plantear una crítica social y política de las condiciones nacionales.
