Dokumentiert werden zwei Thesenpapiere, die anläßlich einer amerikanisch-sowjetischen Expertentagung zum Thema "The Place and Role of Eastern Europe in the relaxation of tensions between the USA and the USSR" (Alexandria/Virginia, 6.-8. Juli 1988) vorgelegt wurden. Für die amerikanische Seite formuliert James F. Brown eine Einschätzung der politischen, sozialen und ökonomischen Krise sowie die Reformansätze in den Ländern Osteuropas, um abschließend notwendige Hilfestellungen seitens des Westens wie seitens der UdSSR aufzulisten. Die sowjetische Seite verweist in ihrem Gemeinschaftspapier zunächst auf die Entwicklungsgeschichte des Ostblocks und das Verhältnis der UdSSR zu den sozialistischen Ländern Osteuropas, um im Anschluß daran die Auswirkungen der osteuropäischen Perestrojka und der Umstrukturierung des Kooperationsmechanismus des RGW auf die Ost-West-Beziehungen zu beleuchten.
