Analyses of academic networks typically rely on bibliometric data to reveal intellectual structures and communication links. Using data compiled from Journal Citation Reports, this research reports the key networks of seven general public policy journals: Journal of European Public Policy, Journal of Policy Analysis and Management, Journal of Public Policy, Policy Sciences, Policy Studies, Policy Studies Journal, and Public Choice. Two journals had strong links to economics journals, three had moderately strong links to political science journals, and two were highly multidisciplinary. Articles in these seven journals seldom referenced each other but more often cited prominent political science and economics journals; self‐citations were comparatively high. Often cited by journals across a wide range of fields, six of these seven policy journals have achieved high citation rates that put them in the top tiers of journals.

Academic journals may especially influence the development of an emerging field; early editors of public policy journals were explicit about that goal. Two leading journals—the Journal of Policy Analysis and Management and the Policy Studies Journal—were compared for changes between the early 1980s and 2007–2010. Over time, both journals published far fewer research articles by practitioners, and the non‐university share of both editorial boards also declined. The journals continued to focus largely on the United States. Both showed a dramatic increase in the proportion of co‐authored articles. Over time, JPAM became far more likely to publish studies by economists and far less likely to publish political scientists while PSJ increasingly published political scientists. JPAM authors now primarily reference economics journals. PSJ authors often cite political science, public administration, and other public policy journals. Both journals moved away from broad policy essays, with JPAM heavily trending to multivariate (essentially econometric) secondary analyses of large data sets and PSJ including a broader range of methodologies. Contrary to early predictions of a progressively more interdisciplinary field, the opposite trend—stronger alignments with specific disciplines—reflects public policy's ongoing challenge in transcending long‐standing academic legacies and boundaries.

Over 80 million Americans watched The Day After, the American Broadcasting Corp's (ABC) controversial TV drama about the horror & devastation of nuclear war. Many people expected a compelling indictment of the folly of the arms race that could create a significant shift in public attitudes. On the evening of the broadcast, researchers conducted random nationwide telephone surveys both before & after (N = 510 & 418, respectively) the drama's broadcast. In addition to examining attitudinal changes, behavioral changes were appraised by investigating communications to the White House, Congress, the ABC network, counseling services, & antinuclear groups. Results show that the program did not transform views of defense armaments or nuclear war, nor did it mobilize a new antinuclear weapons crusade. The one surprising change was a "rally-round-the-flag" effect that helped President Reagan, an illustration that unanticipated public interpretations can create quite unexpected consequences. To test whether docudramas -- hybrids of melodramatic fiction & news documentaries -- have the power to mold viewer conceptions of the political world, 966 interviews were conducted with people who were about to see or had already seen The Right Stuff, a film that lionized the heroics of a presidential candidate, at the start of the 1984 presidential campaign. Pretests, posttests, & delayed posttests of separate samples of moviegoers in Va, Md, & Washington, DC, showed that the film successfully reinforced positive images of John Glenn & sustained those impressions over time. Significant proportions of the audience thought more highly of Glenn as a person & as a politician after viewing the film. Posttest Rs were also significantly more likely to prefer Glenn for the Democratic nomination & to prefer Glenn over Ronald Reagan. 4 Tables, 7 References. AA
