Few studies have theorized and empirically tested variation in location of decision making in NGOs and relationship of decision location choices to accountability dimensions. Using a sample of Lebanese NGOs legally registered as membership organizations, we examine if their budget size and level of member dues, along with dependence on donors interested in democratic governance, predict who participates in their decision‐making process through involvement in preparing and formally approving the annual budget, financial records, and work plan. Our study reveals the reality of shared leadership in these organizations and suggests the value of considering the location of decision making for NGO leaders and the government regulators and funders who wish to encourage democratic processes within membership organizations.
Millennials are a substantial segment of the workforce; they are perceived to be driven by higher pay, quick to be dissatisfied and leave a job, and committed to volunteering. This article examines how these perceptions translate to job mobility in terms of job switching within and across sectors, without drawing cross-generation comparisons. Using data from the National Longitudinal Survey of Youth 1997 cohort (NLSY97) from 2008 to 2013, we notice a trend among millennials of frequent job switching within rather than across sectors. Job dissatisfaction is the strongest predictor of public-sector employees switching jobs within the sector. For sector switching, we find some variation: Low pay corresponds with exiting the nonprofit sector, whereas job dissatisfaction is the strongest predictor of leaving the public sector. Millennials working in the public and nonprofit sectors are less likely to switch sectors if they volunteer. Implications for theory and practice are discussed.
Relevance was a central issue at the Minnowbrook I Conference in 1968, reflecting a long-standing concern prior to that seminal gathering. It has also repeatedly been raised, debated, and investigated at follow-up meetings, including the Minnowbrook II and III Conferences, and in relevant publications. In this piece, we want to keep the conversation going and reflect the discussions and comments by scholars from various subfields of our discipline and at various stages in their careers.
AbstractThis article examines the bridging role non‐governmental organizations (NGOs) can play between a divided public administration in a conflict‐ridden country. Based on interviews with various stakeholders in Yemen, we argue that NGO might need to mediate between conflicting authorities to effectively carry out their activities. By doing so, they serve as a bridge that could help maintain relations between the two fragmented administrations and possibly facilitate the process of post‐conflict state building. While not all NGOs are capable or required to fulfill this role, we identify four enabling factors: (1) the readiness of stakeholders to engage; (2) public support for the NGO; and (3) NGOs' adequate capacity; and (4) the donor's support.

This analysis tests fundamental nonprofit theory using individual-level demand-side data, which complements existing studies that have relied on organizational- and community-level variables alone. We use survey and administrative data to test the relationship between individuals' perceptions and use of local government services and their reported use of nonprofit services, controlling for the density of organizations around respondents' addresses. Individuals who report being better served by government services are significantly more likely to report using nonprofit services—while individuals who report being unserved by government are also less likely to report access to nonprofits, despite the actual density of organizations around them. These findings support theories of interdependence between government and nonprofit sectors. However, income-based disparities in perceived access to nonprofit services highlight persistent gaps in serving all individuals on the local level.
AbstractResearch focuses on various macro and meso aspects of collaboration and less on the individuals who make decisions about their organizations' collaborations. Organizational leaders make these decisions based on their interpretations, influenced by their personal characteristics. Existing studies examining organizational outcomes such as a decision to collaborate typically consider these characteristics separately and independently, ignoring the reality that a leader's characteristics jointly and interactively shape perspectives, attitudes, and behaviors. We focus on five prominent characteristics in the literature—gender, educational attainment, prior cross‐sector experience, current cross‐sector affiliation, and tenure in position—and study their configurational dynamics regarding the organization‐level outcome—the propensity of cross‐sector collaboration. We employ qualitative comparative analysis to develop and test a configurational model for cross‐sector collaboration, using survey data of local government and nonprofit leaders in Lebanon. The analysis offers exploratory insights into four configurational types of leaders whose organizations opt to collaborate at the local level.
Background Surgery is the main modality of cure for solid cancers and was prioritised to continue during COVID-19 outbreaks. This study aimed to identify immediate areas for system strengthening by comparing the delivery of elective cancer surgery during the COVID-19 pandemic in periods of lockdown versus light restriction. Methods This international, prospective, cohort study enrolled 20 006 adult (≥18 years) patients from 466 hospitals in 61 countries with 15 cancer types, who had a decision for curative surgery during the COVID-19 pandemic and were followed up until the point of surgery or cessation of follow-up (Aug 31, 2020). Average national Oxford COVID-19 Stringency Index scores were calculated to define the government response to COVID-19 for each patient for the period they awaited surgery, and classified into light restrictions (index 60). The primary outcome was the non-operation rate (defined as the proportion of patients who did not undergo planned surgery). Cox proportional-hazards regression models were used to explore the associations between lockdowns and non-operation. Intervals from diagnosis to surgery were compared across COVID-19 government response index groups. This study was registered at ClinicalTrials.gov, NCT04384926. Findings Of eligible patients awaiting surgery, 2003 (10·0%) of 20 006 did not receive surgery after a median follow-up of 23 weeks (IQR 16–30), all of whom had a COVID-19-related reason given for non-operation. Light restrictions were associated with a 0·6% non-operation rate (26 of 4521), moderate lockdowns with a 5·5% rate (201 of 3646; adjusted hazard ratio [HR] 0·81, 95% CI 0·77–0·84; p<0·0001), and full lockdowns with a 15·0% rate (1775 of 11 827; HR 0·51, 0·50–0·53; p<0·0001). In sensitivity analyses, including adjustment for SARS-CoV-2 case notification rates, moderate lockdowns (HR 0·84, 95% CI 0·80–0·88; p<0·001), and full lockdowns (0·57, 0·54–0·60; p<0·001), remained independently associated with non-operation. Surgery beyond 12 weeks from diagnosis in patients without neoadjuvant therapy increased during lockdowns (374 [9·1%] of 4521 in light restrictions, 317 [10·4%] of 3646 in moderate lockdowns, 2001 [23·8%] of 11 827 in full lockdowns), although there were no differences in resectability rates observed with longer delays. Interpretation Cancer surgery systems worldwide were fragile to lockdowns, with one in seven patients who were in regions with full lockdowns not undergoing planned surgery and experiencing longer preoperative delays. Although short-term oncological outcomes were not compromised in those selected for surgery, delays and non-operations might lead to long-term reductions in survival. During current and future periods of societal restriction, the resilience of elective surgery systems requires strengthening, which might include protected elective surgical pathways and long-term investment in surge capacity for acute care during public health emergencies to protect elective staff and services.
