InThe last days of its life, the 85th Congress gave its approval to the joint United States-Euratom research and power reactor program, in the legislation known as the Euratom Cooperation Act of 1958. This law provides that the United States will assist the European Atomic Community in attaining its goal of a total installed capacity of approximately 1 million kilowatts of electricity by December 31, 1963, by bringing into operation power plants using nuclear reactors. In addition, the legislation authorizes an initial appropriation of $3,000,000 for a cooperative research and development program, and provides for sale or lease to the Community of fissionable uranium 235 and one kilogram of plutonium. This law was implemented by the agreement for cooperation containing provisions for financing, which entered into force on February 18, 1959. This legislation marked the high point of American collaboration with the latest institution of the European Community. As such, it is a logical point of departure for recapitulating the current status of that Community and its relations with the United States.

Presentation made at Latinos in Missouri (2nd : 2007 : Kansas City, Mo.) and published in the annual conference proceedings. ; Within the last decade, the growth of the Latino population in the midwestern United States--often termed the "browning" of the Midwest (Aponte and Siles, 1994; Rochin, Siles, and Gomez, 1996; Rosenbaum, 1997; Rural Migration News, 1996)--has received much attention. Consequently, much discussion has focused on how the increase in Latino residents is affecting education, health care, housing and other public issues. While these concerns are important, little research has investigated what impact the population growth has on the criminal justice system, specifically police-community interactions. This focus is particularly important for rural communities in the Midwest where law enforcement is faced with new challenges in addressing the needs of Latino immigrant communities while maintaining current relationships with majority communities. This essay is based on the Cambio de Colores 2003 conference presentation "Latinos and Law Enforcement: A Report Card," which highlighted the findings from research conducted on police-Latino relations in three mid-Missouri communities--Warrensburg, Knob Noster, and Sedalia (Herbst, 2002). An overview of relations between the police and Latino community is provided followed by a discussion of problem areas in this relationship. The essay concludes with suggestions on how these problem areas can be mitigated to help develop and strengthen police-Latino community interactions.

AbstractIn 2014, police responses to protests and riots in Ferguson, Missouri, prompted an unprecedented level of news coverage on the phenomenon of police militarization. Though the increased attention to police militarization and governmental programs thought to facilitate it (e.g., the 1033 Program) may give the impression that police militarization is a recent phenomena, social scientists have been documenting trends in police militarization for decades. This article provides an overview of the social science research literature on police militarization, starting with a discussion of a theory informed conceptualization of police militarization. We next discuss the major normative debates that have guided research on police militarization. We then review the empirical literature that focuses on the methodological approaches and findings of extant work on police militarization. Finally, we close with an overview of the state of the literature and suggestions for future research. Our major suggestion for future work is to consider the dimensions of police work that police militarization can occur in while continuing to engage with the normative debates of previous scholars so as to improve the overall quality of police work and public safety in the United States.
