The Vice Presidency of the State, with the help of the GeoBolivia project, is building the Spatial Data Infrastructure of the Plurinational State of Bolivia (IDEEPB by its Spanish initials). The first phase of the project has already been completed. It consisted in implementing an infrastructure and a geoportal that nowadays gives access to the reference geographic information of Bolivia, through WMS, WFS, WCS and CSW services. The project is currently in its second phase dedicated to decentralizing the structure of IDE-EPB and promoting its use throughout the Bolivian State. The whole platform uses free software and open standards. As a complement, an on-line training module was developed to undertake the transfer of the knowledge the project generated. The main software components used in the SDI are: gvSIG, QGis, uDig as GIS desktop clients; Post-GreSQL and PostGIS as geographic database management system; geOrchestra as a framework containing the GeoServer map server, the GeoNetwork catalog server and the OpenLayers and Mapfish GIS webclient; MapServer as a map server for generating OpenStreetMap tiles; Debian as operating system; Apache and Tomcat as web servers.

Bolivia's distinct characteristics and aspirations are a key for understanding its development trajectory. Bolivia is one of the countries with the highest share of indigenous population, representing a tapestry of different groups with different historical, cultural and economic features, with a significant influence in policy decision making. The country is landlocked and one of the most sparsely populated in the world. As a result, long distances to the nearest seaports and markets and a challenging topography pose important natural constraints to economic expansion, and hamper broad-based and inclusive growth. Bolivia is also wealthy in natural resources, not only in hydrocarbon and in mining but in forestry and arable land, with high potential for growth, which make it vulnerable to commodity price shocks. In addition, in the last decade, the country has experienced a profound economic and political paradigm shift, enshrined in the 2009 Constitution, which has been predominantly driven by a state-led development model geared at addressing the social aspirations of Bolivians. The Agenda Patriótica provides the overall policy vision to 2025 and includes 13 strategic pillars. The PDES contains a five-year rolling plan with policy actions and budgets to operationalize the Agenda Patriótica. The overarching development agenda of the Government is still, by and large, based on an economic model that emphasizes state-led public investment, but which is increasingly opening up to private investment in important areas.

Latin America in general today lives a paradoxia political reality. The most complex paradox is the implementationof pluralism in a state that calls itself plurinational. This study examines this type of state, underthe new constitutions and precisely in the Bolivian Constitution. It also seeks to answer to the followingtwo questions: what are the implications of a state pluricultural diversity? and is it pluralism relevant in aplurinational state? ; Latinoamérica, en general, vive hoy una realidad política donde aparecen nuevas paradojas. Tal vez una de la más compleja es la de la aplicación del pluralismo en un Estado que se autodenomina "plurinacional". El estudio de esta paradoja es el cometido del presente texto, en el marco de las nuevas constituciones y de manera muy puntual en la Constitución boliviana. Además, se pretende responder a las siguientes dos preguntas: ¿Qué implicaciones tiene en el Estado pluricultural la diversidad? y ¿es pertinente el pluralismo en el marco de un Estado plurinacional?

This article reviews the movements of codification, decoding, recoding and the irruption of plurinationality, which is a novelty in the Ecuadorian Constitution since 2008. It addresses the concept of codification and explores its limits; the role of concordances in interamerican codifications seen from the perspective of the legislator, independence, to plurinationality, as elements that give it its characteristic and differentiating features, the importance of the decoding process and the appearance of recoding as a phenomenon from which Latin America does not escape. Ecuador is the last of the countries to become a republic, in 1830 when it became independent from Greater Colombia. ; Este artículo hace un repaso sobre los movimientos de codificación, descodificación, recodificación y la irrupción de la plurinacionalidad, que es una novedad en la Constitución ecuatoriana a partir del año 2008. Se aborda el concepto de codificación y se exploran sus límites; el papel de las concordancias en las codificaciones interamericanas vistas desde la óptica del legislador, la independencia, a la plurinacionalidad, como elementos que le dan sus rasgos característicos y diferenciadores, la importancia del proceso descodificador y el aparecimiento de la recodificación como fenómeno del que no escapa América latina. Ecuador es el último de los países que se convierte en república, en 1830 cuando se independiza de la Gran Colombia.

This article presents and discusses the deep contradictions and paradoxes that indigenous social movements face in their struggles to reverse the republican colonial order in Bolivia and to share the exercise of political power with the two hundred year old elite groups. Here the complexity is toask oneself about what type of society is being built in Bolivia. Are we moving toward a pluralist society of an Indian-popular type, toward a liberal multicultural mestizo-style society, or toward a monocultural society? ; Este trabajo expone y discute las profundas contradicciones y paradojas por las que atraviesan los movimientos sociales indios-originarios-campesinos en sus luchas por revertir el orden republicano colonial en Bolivia y compartir, con los grupos bicentenarios, el ejercicio del poder político. Aquí lo complejo es preguntarse por el tipo de sociedad que se está construyendo en Bolivia. ¿Nos encaminamos hacia una sociedad plural de tipo indio-popular, hacia una sociedad de estilo multicultural liberal mestizo, o hacia una sociedad monocultural?

This report by the Independent Evaluation Group (IEG) summarizes the experiences of and draws lessons from the country program evaluations of four natural resource-rich countries: the Plurinational State of Bolivia, Kazakhstan, Mongolia, and Zambia. It concludes that although the challenges identified in these countries are not unique, they manifest themselves with particular intensity in three closely interrelated areas that need to be defined and structured as a coherent strategy: (i) management of revenues from an exhaustible resource; (ii) growth and employment in the non-extractive sectors, and (iii) inclusive growth and reduction of poverty. Overall, looking at the four resource-rich countries in this evaluation, one does not see the World Bank Group as having a consistent framework for engagement, driven by the defining characteristics of these countries—their rich endowment with non-renewable natural resources and dependence on revenues from their exploitation. Each of the four stories evolved in a unique way that depended on how the country teams decided to react to differing country circumstances. The main challenge for the Bank Group in these countries today is how to stay relevant and competitive, as its value proposition is no longer its financial resources, but its knowledge and global experience, which may call for a more modest scope of interventions while keeping the focus on key challenges.

In 2015, while the town of Potosi was beginning its longest blockade in history to denounce lack of public investment, rumor spread that the government was sending witches to stem the discontent. Therefore, a group of healing women decided to organize a counter attack. In October 2019, during the controversial presidential elections, they got back into action. The purpose of th is article is to analyze Bolivia's former government witchcraft allegations and the responses they brought forward as a political and moral discourse about the State in the context of Evo Morales's declining popularity.
