Integrated Ecosystem Assessment is required by the Directive in order to assess Good Environmental Status (GES). Ecological modeling has a key role to play within the implementation of the MSFD, as demonstrated here by case studies covering a range of spatial scales and a selection of anthropogenic threats. Modeling studies have a strong role to play in embedding data collected at limited points within a larger spatial and temporal scale, thus enabling assessments of pelagic and seabed habitat. Furthermore, integrative studies using food web and ecosystem models are able to investigate changes in food web functioning and biological diversity in response to changes in the environment and human pressures. Modeling should be used to: support the development and selection of specific indicators; set reference points to assess state and the achievement of GES; inform adaptive monitoring programs and trial management scenarios. The modus operandi proposed shows how ecological modeling could support the decision making process leading to appropriate management measures and inform new policy.

Marine ecosystems are open systems with complex interactions within and among them. Impacts on or alterations to one ecosystem in one site of the marine environment will influence other sites, i.e: human activities, conducted in the coastal zone can have significant impacts on the offshore environment, and vice-versa. Within the European Union, bathed by two oceans (the Atlantic and the Arctic) and four seas (the Baltic, Black, Mediterranean and North seas) and with 22 coastal states, the Sixth Environmental Action Programme of the European Community set the process to establish an Integrated Maritime Policy (IMP) when it proposed the development of a strategy for marine protection identifying marine protection as one of its priority areas.
The IMP was adopted in 2007. The environmental dimension of the IMP is the Marine Strategy Framework Directive (MSFD). Its aim is to protect more effectively the marine environment across Europe through the achievement of good environmental status of the EU's marine waters by 2020 and to protect the resource base upon which marine-related economic and social activities depend. The purpose of this article is to analyse the main elements of the MSFD and to examine how Spain, as an EU country with 8000 km of coastal fringe, ist complying with it and will review its marine governance framework.

Our survey identified 44 ecological models being implemented in Europe, with a high prevalence of those that focus on links between hydrodynamics and biogeochemistry, followed by end-to-end, species distribution/habitat suitability, bio-optical (remote sensing) and multispecies models. Approximately 200 indicators could be derived from these models, the majority of which were biomass and physical/hydrological/chemical indicators. Biodiversity and food webs descriptors, with ∼49% and ∼43% respectively, were better addressed in the reviewed modelling approaches than the non-indigenous species (0.3%) and sea floor integrity (∼8%) descriptors. Out of 12 criteria and 21 MSFD indicators relevant to the abovementioned descriptors, currently only three indicators were not addressed by the 44 models reviewed. Modelling approaches showed also the potential to inform on the complex, integrative ecosystem dimensions while addressing ecosystem fundamental properties, such as interactions between structural components and ecosystems services provided, despite the fact that they are not part of the MSFD indicators set. In the European Union (EU), the ecosystem approach to fisheries is implemented through several directives and polices, which are overarched by the Marine Strategy Framework Directive (MSFD). The MSFD requires the assessment of the environmental status of exploited fish and shellfish stocks, among others, to advise the EU Common Fisheries Policy (CFP) on sustainable catch options. The stock assessments for the CFP and the MSFD are supposed to be congruent, yet they differ in several substantial subjects. While the annual CFP assessment is based on two indicators, fishing mortality (F) and spawning stock biomass (SSB), in its Descriptor 3 (D3) the MSFD requires the assessment of three criteria (F, SSB, and age or size structure) within a six year period. Assessing exploited fish and shellfish stocks under the MSFD by using existing CFP assessments has therefore been a half-completed task, which had to be fulfilled by the member states of the EU. This paper suggests six easy steps, referred to as "quick wins" (QW), which are based on existing information from CFP stock assessments. The implementation of these six QW would allow for assessments of exploited fish and shellfish stocks that are compliant to D3. These QW are to (i) assess length/age structure within a stock, (ii) analyse and assess selectivity by fisheries, (iii) use all available information to assess a stock, (iv) use response indicators to assess environmental targets, (v) provide integrated stock-specific advice, and (vi) provide assessments with a mid-term perspective over a-period of six years. International Council for the Exploration of the Sea (ICES) combines the infrastructure and expertise to produce stock-specific assessment products tailored to the requirements of MSFD D3. Thereby, ICES could provide a valuable service to EU member states in the north-east Atlantic region by providing scientifically validated, quality-assured, and MSFD-compliant single-stock assessment products. This would be a big advancement towards implementing the ecosystem approach to fisheries management within Europe.

Several initiatives have been taken worldwide to promote international coordination and integrated approach in marine management. At the European level, ten years after the adoption of the Marine Strategy Framework Directive (MSFD), the Member State strategies still present some ecological, economic and social challenges. This review identifies the minor, intermediate and major impediments (respectively defined as 'bottlenecks, showstoppers and train-wrecks') to marine management, resulting from a 4-year analysis of national, regional and European reports. Most of the problems are linked to the resistance of countries to collaborate and to the inability to integrate the work already carried out under other pieces of legislation. The European countries will need to better integrate and coordinate their actions in marine management in the second cycle of the MSFD, in order to achieve its final goal of Good Environmental Status as well as the objectives of other environmental policies.

The Marine Strategy Framework (Directive 2008/56/EC, MSFD) came into force in 2008, confirming the increased political interest in the oceans observed in recent years, and the change in the philosophy of environmental management, which has resulted in the development of many initiatives to guide the conservation, protection and sustainable management of marine ecosystems. This Directive is the key environmental instrument of the European Union (EU) maritime policy, and establishes that Member States shall adopt the necessary measures to achieve or maintain the Good Environmental Status of the marine environment by 2020. The central part of the MSFD is formed by the 'marine strategies', which have to be developed by the Member States for the marine waters under their jurisdiction. The implementation of the MSFD represents a demanding task in the integrative assessment of marine ecosystems.
