U radu autori tematiziraju pojam ruski svijet kao vrijednosni i civilizacijski koncept u službi ruske vanjske politike. Glavna ideja ruskog svijeta je da postoji odjelita ruska civilizacija koja je dominantna kulturi susjednih država, ali i zapadnoj civilizaciji od koje se bitno razlikuje u kulturnim i moralnim vrijednostima. Pojam ruskog svijeta ima dugu povijest koja počinje 1990-ih godina. Već u prvom desetljeću Putinove vladavine sadržajno se mijenja i promiče među središnje pojmove ruske vanjskopolitičke doktrine i prakse. Pojam ruskog svijeta je fluidan, njegovi su elementi često međusobno proturječni, a uživa značajnu podršku Ruske pravoslavne Crkve koja mu daje duhovni blagoslov i omogućava njegovo šire prihvaćanje. Također je prijeporan jer zemljama u susjedstvu ostavlja tek ograničenu suverenost u donošenju odluka, dok Rusiji služi kao sredstvo opravdanja intervencija u njihove unutrašnje poslove.

Taking its departure from the debate on the Iraq war, the article examines three so-called "doctrines" on European foreign policy. According to the first one, there is no such thing as an EU foreign policy. This may come as a surprise for policy-makers but is a common view among media commentators, analysts and some diplomats. The second doctrine holds that the EU's foreign policy has been, is, and always will be a failure. Reasons for this gloomy view show considerable variations and are most likely unsustainable in the long run. The third approach is more optimistic, counting on the EU's material volume, yet often ignoring the need to politically cash in if international clout is the quest.

This study is comprised of two parts. In the first, the relationship between the belief system of official decision-makers and the behaviour of states in the realm of foreign policy, as well as the problems and limitations inherent in this type of explanatory model, are discussed. In the second part, an alternative model is presented in which the official foreign policy doctrine is treated as a central independent variable. Parti cular attention is given to the possible usefulness of this model for predictive purposes.
