The transition of world energy to renewable energy sources is changing the geopolitical importance of both countries exporting fossil fuels and importing ones. The energy map of the world is being redrawn; the geography and structure of energy supplies are changing. The essence of energy security is changing radically.

The article describes the dutch energy transition approach as an example of an industrial policy approach for sustainable growth. It is a corporatist approach for innovation, enrolling business in processes of transitional change that should lead to a more sustainable energy system. A broad portfolio of options is being supported. A portfolio of options is generated in a bottom-up, forward looking manner in which special attention is given to system innovation. Both the technology portfolio and policies should develop with experience. The approach is forward-looking and adaptive. One might label it as guided evolution with variations being selected in a forward-manner by knowledgeable actors willing to invest in the selected innovations, the use of strategic learning projects (transition experiments) and the use of special programmes and instruments. Initially, the energy transition was a self-contained process, largely separated from existing policies for energy savings and the development of sustainable energy sources. It is now one of the pillars of the overall government approach for climate change. It is a promising model but economic gains and environmental gains so far have been low. In this article i give a detailed description of the approach and an evaluation of it.

By examining how power is constructed and maintained in Russia with the help of hydrocarbons—oil and gas—this article shows why this system is detrimental to Russia in the context of global environmental, technological, and geopolitical changes. While promoting a hydrocarbon culture as central to national identity, the Kremlin has failed to adapt to the global transition toward renewable energy. But external actors such as the European Union could encourage change from within to develop Russia's untapped potential as a green power, given its vast endowments of renewable resources. ; Peer reviewed

AbstractEnergy transitions are fiercely contested. The incumbents of the fossil‐ and nuclear‐based energy systems have much to lose from a transition to a sustainable and decentralized energy system. They therefore employ their material and political resources to reverse, halt, or slow down this transition. They also attempt to stop and reverse the decentralization of energy production. This article provides a framework that can be used to analyze the contestation that surrounds energy transitions. The analytical framework breaks apart the macro paths of energy transitions, and differentiates between three meso‐paths (political, economic‐technological, and legitimation), emphasizes the feedback processes between these paths, and acknowledges the crucial role that actors play in engendering these feedback processes. It uses Germany as a case study to illustrate the analytical model. It also provides hypotheses that will be tested in the subsequent contributions to this special issue.

With its twin objectives of phasing out nuclear power and decarbonising the energy supply, the German energy transition is of worldwide significance. All the more so if the challenges of climate change and sustainable energy security are taken seriously, for they can only be tackled globally. Although the international dimension of the energy transition has been largely ignored to date, internationalisation - alongside Europeanisation - represents an important aspect of climate protection and security of supply, as well as cost efficiency and competitiveness. If the energy transition succeeds, it will serve as an international model, demonstrating the objectives, options and development paths that are needed to deal with the unparalleled imponderables and growing heterogeneity of the global energy system. The allure of the German energy transition represents an important foreign policy resource, of which full use should be made. That means applying and refining a variable geometry of bi- and multilateral energy relations. If the energy transition is successful, it will raise Germany's international profile, while failure would have significant international repercussions

AbstractMarket rules, changes in regulations for users and producers, technological innovation and economic development are important factors shaping energy transitions. Therefore, explaining energy transitions requires a multidisciplinary insight to investigate these factors. The study of energy transitions faces an analytical and methodological challenge, particularly in communicating trends shaping the energy systems in developing economies. The existing literature is not consistent in identifying these disciplines nor proposing how they can be combined. In this sense, this paper proposes a new and simple methodological path to assess variables and theories. It conceptualizes energy transitions as a co-evolution of two types of systems: system innovation with its roots in evolutionary, institutional economics, science and technology studies (STS); and energy systems with its roots in neoclassical and evolutionary economics. From how to conduct a systematic literature review, to how best integrate theories and the analytical framework in which key questions can be answered, the paper elevates the role of political science, as policies play a prominent role in shaping energy transitions. This paper responds to those who have pointed out that the political economy of energy transitions is a vastly understudied area.
