This report discusses the proposed levels of revenue reduction in the President's budget and the congressional budget resolution for FY2004, the features of the budget reconciliation process, the inclusion of revenue reconciliation directives in the FY2004 budget resolution, and selected procedural issues pertaining to the consideration of the resultant reconciliation legislation.

Since its early uses in the early 1980s, the budget reconciliation process has played an important role in how the U.S. Congress legislates. Because the procedures protect certain legislation from a filibuster in the Senate, the reconciliation rules both shape, and are shaped by, the upper chamber in significant ways. After providing a brief overview of the process, I discuss first how partisanship in the Senate has affected the use of the reconciliation procedures. Next, I describe two sets of consequences of the contemporary reconciliation process, on negotiation and on policy design. I conclude with some observations about the relationship of reconciliation to the prospects for broader procedural change in the Senate.

The Senate and the House each passed spending reduction reconciliation bills. A conference agreement of approximately $40 billion in reductions was reached on December 19, but has yet to clear Congress. The Senate passed a five-year revenue reduction reconciliation bill on December 8. The net effect of the legislation on the budget would be to raise the deficit in fiscal year 2006 and over the five-year period covered in the legislation.

The 1981 Omnibus Budget Reconciliation Act (OBRA) called for important changes in the Aid to Families with Dependent Children (AFDC) program. This article reports the findings of a study that tracked two nationally representative samples of AFDC cases to learn about caseload dynamics prior to and following OBRA's implementation. Simple comparisons and the use of life-table techniques revealed that amendments to the AFDC program had a significant impact on program participation and costs that was not offset by any change in work behavior. Various features of the evaluation design and their relationship to the study objectives are described.
