This paper explores what makes dictators survive in power focusing on the strategies to buy-off loyalty. It is shown that dictators who are able to incorporate into the regime structure those he needs in order to stabilize his rule & some potential opposition members stay longer in power. To do so he resorts to the distribution of resources and, in case he need to incorporate larger sectors, to the creation of institutions. However, it is shown that the different actors that may oust the autocrat are conditioned by different considerations and, hence, variables. Deliver resources from commodity exports diminishes the probability of being deposed by the regime elite, while institutions prevent interventions both by the elite as well as the military. This article examines the politics of urban refugees in South Africa. It shows that despite South Africa's adoption of an encompassing rights-regarding legal framework that has the potential to be inclusive towards asylum seekers and refugees in the country and afford them basic human rights and protection, asylum seekers and refugees nonetheless remain "internally excluded," predominantly as a result of practices adopted by a nationalist Department of Home Affairs to implement refugee legislation and by the UNHCR in its quest to prioritize the safeguarding of the institution of asylum. The article also shows how the adoption of these practices has been facilitated by a construction of asylum seekers and refugees as "bogus" claimants who have no place in post-apartheid South Africa. ; Cet article examine la politique sur les réfugiés urbains en Afrique du Sud. Il démontre que malgré l'adoption par l'Afrique du Sud d'un cadre juridique englobant le respect des droits, qui a le potentiel d'être inclusif envers les demandeurs d'asile et les réfugiés dans le pays et de leur assurer les droits fondamentaux et la protection, les demandeurs d'asile et les réfugiés restent néanmoins des « exclus internes », principalement en raison des pratiques adoptées dans l'implémentation de la législation concernant les réfugiés par un Département des affaires intérieures nationaliste, et par le HCR, dans sa quête de privilégier la sauvegarde de l'institution du droit d'asile. L'article démontre aussi comment l'adoption de ces pratiques a été facilitée par le fait de dépeindre les demandeurs d'asile et les réfugiés comme de « faux » demandeurs n'ayant pas leurs places dans une Afrique du Sud post apartheid.

The purpose of Making National Museums (NaMu) is to develop the tools, concepts and organisational resources necessary for investigating and comparing the major public structure of National Museums, as created historically and responding to contemporary challenges of globalisation, European integration, and new media.What are the forces and values of traditional national display in dealing with challenges to national, cultural and political discourse? This will be achieved by a series of conferences providing a venue for younger scholars and eminent researcher to gather and develop the multi-disciplinary competence necessary to understand and compare the dynamics of national museums in a framework of a broadly understood historical culture and identity politics Setting the Frames was the first workshop in a series of six international conferences. The research precises the use of the words democracy, enemy, independent, liberation, liberty, fight, people, population, power, reconciliation, revolution, reconstruction, andet unity in political discourse of nationalists leaders of Congos leaders, from 1958 to 2000. The political leaders P.E.Lumumba, C.Gbenye, G.Soumialot, Mobutu Sese Seko, Tshisekedi and L.D.Kabila are the principal subject of this research. This research contributes to political ideas story of Congo and presents country linguistics uses. ; Cette recherche tend à déterminer, au travers de l étude des contextes et des occurrences, la valeur d emploi des mots démocratie, ennemi, indépendance, libération, liberté, lutte, peuple, population, pouvoir, réconciliation, reconstruction, révolution et unité, dans les discours politiques des leaders nationalistes congolais, de 1958 à 2000. P.E. Lumumba a marqué depuis 1958 la politique du Congo: C. Gbenye (1964), G. Soumialot (1964) et L.D.Kabila (1997) ont emprunté théoriquement ses principes idéologiques; Mobutu Sese Seko (1965) a privilégié l autocratie aux valeurs démocratiques de Lumumba: Tshisekedi (1982) s est résolument opposé à Mobutu. Des éléments lexicaux (linguistiques et métalinguistiques) construisent chez ces dirigeants des discours et des stratégies discursives dont les propriétés sont diverses ou divergentes; ces discours peuvent (être): - motivants chez Lumumba et chez Tshisekedi, qui cherchent à légitimer leurs opinions et à les identifier à celles du peuple congolais; - directifs chez Lumumba, Gbenye, Soumialot et Mobutu, qui cherchent à gagner l estime et la confiance; - recourir à des formes d intimation chez Tshisekedi, Kabila, vu le caractère injonctif de leurs messages.
