AbstractLegal separation is a crucial step in the dissolving of marriages in Italy. Marriage and legal separation data come from administrative data sources and have been part of the civil registration and vital statistics system for a long time. These data make it possible to constantly monitor evolution of marital unions formation and dissolution over time and space. This study highlights the potential of combining administrative data at a macro level, aggregated by selected characteristics of the marriage and of the spouses. Data collection on legal separations is a complex process that brings together records from different administrative sources that have different transmission procedures. The system has rapidly evolved in recent years because of important normative changes. Pooling the two exhaustive data sources on marriages and separations we calculate duration-specific separation rates by selected spouses' and wedding characteristics and estimate survival curves for 1975 marriage cohorts onward. Although the propensity to separate is increasing across marriage cohorts, the most recent first-marriage cohorts—those celebrated since the beginning of the new millennium—show a decreasing tendency to separate after short marriage durations. The most fragile unions are those celebrated in a civil ceremony in the north of Italy and that choose the separation of property regime. Couples in which the bride is more educated than the groom show a higher risk of separating. Differences by geographical area and celebration rite tend to reduce over time. This study contributes to existing information about the propensity to separate in Italy and the role that some characteristics of weddings and spouses play. It shows the potential for integrating information from marriage and separation registers when dealing with a relatively rare phenomenon at the population level and with information not usually collected in social surveys.

In Africa, decentralization takes place in contexts that vary from country to country: the need to reform the Government following a crisis, the desire to establish local democracy to compensate for central or even dictatorial power, sometimes even the Government 's inability to provide basic socio-economic services such as health, education, drinking water, etc.In West Africa, decentralization was often accompanied by a redrawing of territories in the 1990s. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. Publisher's version (útgefin grein) ; Impact assessments for sonar operations typically use received sound levels to predict behavioural disturbance in marine mammals. However, there are indications that cetaceans may learn to associate exposures from distant sound sources with lower perceived risk. To investigate the roles of source distance and received level in an area without frequent sonar activity, we conducted multi-scale controlled exposure experiments ( n = 3) with 12 northern bottlenose whales near Jan Mayen, Norway. Animals were tagged with high-resolution archival tags ( n = 1 per experiment) or medium-resolution satellite tags ( n = 9 in total) and subsequently exposed to sonar. We also deployed bottom-moored recorders to acoustically monitor for whales in the exposed area. Tagged whales initiated avoidance of the sound source over a wide range of distances (0.8-28 km), with responses characteristic of beaked whales. Both onset and intensity of response were better predicted by received sound pressure level (SPL) than by source distance. Avoidance threshold SPLs estimated for each whale ranged from 117-126 dB re 1 µPa, comparable to those of other tagged beaked whales. BackgroundOver 130,000 children are born in Europe every year with congenital anomalies which are a major cause of infant mortality, childhood morbidity and long-term disability. A European data linkage study (EUROlinkCAT) aims to investigate the health and educational outcomes of children up to 10 years of age with congenital anomalies, born between 1995 and 2014. While congenital anomaly data including information on potential risk factors are standardised across the EUROCAT network, information on mortality, morbidity and educational outcomes are not.
ObjectiveTo create a common data model that transforms key variables in local databases to standardised formats enabling data on health and educational outcomes to be pooled and analysed across multiple registries.
MethodTwenty-two EUROCAT registries in fourteen countries are participating in the study. Each registry records uniformly coded data on cases of congenital anomaly registered in their local population using the EUROCAT Data Management Program. The registries will link their congenital anomaly data to their local mortality, hospital discharge, prescriptions and educational data. The linked individual case data cannot leave the local institution or "safe haven" environment, therefore verification and validation of all derived variables, data transformations and proxy variables must be performed locally.
FindingsCreating a common data model is challenging as there are diverse coding classification systems, languages, healthcare and educational systems in Europe. As with many administrative datasets, the common data model is based on coded data rather than the often richer "free text" information.
ConclusionThe use of administrative datasets across Europe enables pooling of data on rare outcomes and allows hypotheses on the health and education of children to be investigated. However, a common data model must be applied to ensure that data from multiple sites conform to a standard format.

Due to the major economic and social role of ERPs particularly targeted by terrorist acts, the Government has legislated for the safeguarding of persons and the protection of property against fire risks and threats. This work deals with legally imperfect regulatory texts, whereas before the administrative courts the liability of the State is incurred in the event of a dispute. This research diagnoses areas of this administrative law that have reached their limits. Administratively and technically, this legislation has become complex and difficult to assume from an institutional, financial and legislative point of view. An interministerial mission concluded that a major reform of the enforceable rights against ERPs is not feasible. However, since recently changes have been undertaken in the french law that this study takes into account and proposes another way to simplify, modernize and correct the existing law. This study examines inter-linkages between the financing and development of Arab power sectors. These sectors are now operating in a difficult global financial market characterised by investors' retrenchment and risk aversion. This market has also moved away from the notion of a struggle between private and public finance, towards a strategy that emphasises the co-ordination of public, private, and multilateral players, to ensure successful delivery of services. Consequently, the current modus operandi in funding power projects worldwide is 'hybrid forms of co-operation'. Recently, Arab power sectors have witnessed the entry of private sponsors and financiers, both domestic and foreign, as a result of two policy responses. Firstly, power sector regulations were adjusted to allow private operators to participate in power generation. Secondly, the reform and development of Arab financial sectors allowed an expansion of participation by Arab banks, the use of new instruments, and the entry of new players. Though the change is not overwhelming quantitatively, it allowed private power to make a palpable contribution to the expansion of power generation capacity. Arab power infrastructure will also benefit from a number of intra-regional power pools and grid inter-connection projects, whose financing has been led by multilateral regional funds. Thus, there is a case for pursuing policies that build on the region's strength and match the current emphasis on resource pooling, namely: strengthening regional co-operation; maintaining flexibility about the range of sponsors allowed to operate; furthering financial development. Conversely, power sector financing should shift away from an emphasis on supply shortages, towards managing demand and addressing operational and qualitative deficiencies.
