This article assesses the contribution of existing work on policy transfer to our understanding of policy change on the international stage. It explores the impact of American ideas and practices on aspects of social policy in the UK. It argues for a focus on the role of 'epistemic communities' and policy learning in the development of generic international agendas such as the 'Americanized medical model' of evidence-based practice adopted by the New Labour government in health and education. It argues that international social policy analysis should take account of the movement of ideas and practices at three levels: global/international, national and inter-organizational.

Decisions in the context of Climate Engineering (CE), the deliberate large-scale manipulation of the Earth's climate, are decisions made under uncertainty. CE options are associated with a broad range of environmental and societal risks that raise complex questions: How can the risks be assessed and evaluated when balanced against the risks of alternative strategies to counteract climate change? What are the strategic implications for climate politics against the background of insufficient scientific knowledge? Can we estimate the ethical implications of the risks involved for society? Uncertainties and risks represent a central aspect of the issue but cannot be reduced to the traditional technical orientation of risk terminologies. The article elaborates on the specific characteristics of the risks and uncertainties associated with CE technology from six different disciplinary viewpoints. It thereby seeks to reveal chances for a mutual enrichment of these individual viewpoints since each discipline experiences boundaries while examining the complex risks of CE. In this way, the article redefines disciplinary boundaries without entirely dissolving them and without disregarding the valuable contribution every individual viewpoint can make. This aim is realized by means of the identification of new approaches to central questions regarding the risks and uncertainties involved in CE that can only be addressed from an interdisciplinary perspective.

There are good reasons to be initially hesitant about shaping criminal law rules to track the justice judgments of ordinary people. People seem to disagree about many criminal law issues. Their judgments, at least as reflected in many aspects of current law such as three strikes and high penalties for drug offenses, seem harsh to many. Effective crime control would seem to require the expertise of trained experts and scholars who understand the complexities of general deterrence and the identification and incapacitation of the dangerous. But this brief Essay, which reviews some previous studies and analyses, argues that distributing criminal liability and punishment according to the shared judgments of the community—so-called "empirical desert"—does not have the failings that many assume, such as those described above, and indeed ought to be preferred by both moral philosophers and crime-control utilitarians. It represents the best practical approximation of deontological desert. And it offers the greatest potential for effective crime control because, by tracking community views, the criminal law can build its moral credibility with the community and thereby harness the potentially enormous powers of social influence and internalized norms.

This paper discuss biolegitimacy as an instrument and device for the production of rights, recognition and access to services and care from the state, as a means to demand and conquer rights and as an expression of a new biopolitical regime. Biolegitimacy is articulated with a broader context of political shift, with an emphasis on the processes of pathologization, medicalization or biologization of social experiences, particularly concerning the production of public policies and actions of the state in the field of rights and citizenship. Despite the breadth of the issues that can be addressed through this concept in its formulation by Didier Fassin, the focus of this article is mental health policies in Brazil in the context of Brazil's Psychiatric Reform program, particularly those policies aimed at women. If on one hand the Psychiatric Reform is based on the principles of the human rights of the ill and of psychiatric patients, and on the democratization and universalization of access to healthcare, on the other hand, in various aspects these same policies reproduce the device of biolegitimacy. The focus is the notion of the "life-cycle" of women, a principle widely used in the documents and guidelines mainly in those specifically aimed at women's health.

We show that fertility and consumption behavior harbor a class of externalities that have not been much noted in the literature. Both are driven in part by attitudes and preferences that are not egoistic but socially embedded; that is, each household's decisions are influenced by the decisions made by others. In a famous paper, Garrett Hardin [G. Hardin, Science 162, 1243-1248 (1968)] drew attention to overpopulation and concluded that the solution lay in people "abandoning the freedom to breed." That human attitudes and practices are socially embedded suggests that it is possible for people to reduce their fertility rates and consumption demands without experiencing a loss in wellbeing. We focus on fertility in sub-Saharan Africa and consumption in the rich world and argue that bottom-up social mechanisms rather than top-down government interventions are better placed to bring about those ecologically desirable changes.

This article focuses on cultural identity-building in the cross-border merger context. To provide an alternative to the dominant essentialist analyses of cultures and cultural differences, cultural identity-building is conceptualized as a metaphoric process. The focus is on two processes inherent in the cross-border merger context: construction of images of Us and Them and construction of images of a Common Future. Based on an analysis of a special metaphor exercise carried out in a recent Finnish-Swedish merger, the article illustrates how the metaphoric perspective reveals specific cognitive, emotional and political aspects of cultural identity-building that easily remain `hidden' in the case of more traditional approaches.

Abstract  The author makes the point that there were two aims for considering cultural and social aspects with respect to the extant research on inellectual disabilities. The first is to compare how different societies perceive the value of life for people with intellectual disabilities and to recognize the presence of basic societal traditional values. The second is to raise the awareness and perception of the differences evident in various societies' policies toward their populations of persons with intellectual disabilities and to focus on the reality of daily life for people with intellectual disabilities. These two facets, cultural diversity and national social aspects, were foundational to the structure of the 2005 Asia‐Pacific IASSID conference program, both by how these themes were integrated into the keynote addresses and focal presentations, and how they were promoted through the social program and delegate activities. Within this context, the author describes how these themes, addressed at the conference, could be used to help develop a better understanding of how cultural differences affect research.
