The theory of capital as power (CasP) offers a radical alternative to mainstream and Marxist theories of capitalism. It argues that capital symbolizes and quantifies not utility or labour but organized power writ large, and that capitalism is best understood and challenged not as a mode of consumption and production, but as a mode of power. Over the past decade, the Forum on Capital as Power has organized many lectures, speaker series and conferences. Our most recent international gatherings include "Capitalizing Power: The Qualities and Quantities of Accumulation" (2012), "The Capitalist Mode of Power: Past, Present and Future" (2011), and "Crisis of Capital, Crisis of Theory" (2010). The 2016 conference, to be held at York University on September 28-30, 2015, broadens the vista. With 25 papers on a wide range of topics, presenters extend and deepen CasP research, compare CasP with other approaches and critique CasP's methods and findings. The conference is open to everyone and is free to attend.

The role of communication in Poverty Reduction Strategy (PRS) processes has evolved since 2000. The introduction of new communication channels for public policy debate has empowered a wide array of stakeholders who previously were absent or marginal in the development agenda. Initially, consultations were mainly a donor-led requirement, often done to access Heavily Indebted Poor Country (HIPC) funding quickly. This experience led to the recognition that more can be gained by working in partnership with other stakeholders. This publication updates a 2005 review of communication in PRSs. It includes four country case studies (Ghana, Tanzania, Moldova, and Nepal) and a regional analysis of Latin America and the Caribbean. It explores how the use of strategic communication has expanded beyond the PRS and is now being integrated into national development planning and implementation. Many of these strategies are shifting their focus from a 'dissemination and publicity strategy' to a 'communication program' that emphasizes information intervention beyond the traditional campaign, workshop or seminars. Compared with the 2005 review, the main difference is the institutionalization of communication, moving beyond the one-time experience for the first set of PRSs to broader, deeper sustained communication in support of poverty reduction and national development strategies. A second major difference is expanding beyond communication and participation in PRS formulation to PRS implementation, monitoring, and evaluation. The challenges of communication in national development strategies both within and between government, civil society, and donors correspond to some of the key challenges of the PRS initiative, how to create a genuinely participatory, and comprehensive process. Donor harmonization and aid coordination have improved government-donor relations, but both parties need to forge a new relationship with civil society for the more ambitious agenda to promote good governance.

When they were no longer able to clearly distinguish between his politics and his antics, it was time for a change. Die Arbeit präsentiert die Geschichte der modernen Wirtschaftswerbung in der ersten Hälfte des 20. Jahrhunderts und zeigt, dass Werbung trotz kultureller Barrieren die Alltagswelten der Deutschen kolonialisierte und Einfluss auf die "deutsche Kultur" nahm. Die Arbeit zeigt, dass das Konstrukt der "deutschen Kultur" nicht ausschließlich durch die bürgerliche Hochkultur definiert wurde, sondern zunehmend auch durch Einflüsse der Konsumkultur bestimmt war. Die Bilderwelten der Werbung prägten nationale Ikonen, schufen (bspw. durch Leuchtwerbung) modifizierte "Oberflächen" und Raumwahrnehmungen, ebenso wie die Logik der Marktdifferenzierung und des Marketing soziale Interaktionen als auch die politische Kommunikation (Hitler als Marke) zu bestimmen begann. Diese Entwicklung verlief nicht konfliktfrei. Sowohl die Debatten über Werbung als auch die direkte Konfrontation zwischen Kulturkritikern und Werbern verdeutlichen den massiven Zusammenprall zweier Mentalitäten, die den Konflikt von traditionellem zünftigem Denken, hochkultureller Repräsentation sowie einer vermeintlich authentischen Ästhetik des Inhalts auf der einen Seite und einer "Welt des Scheins" und einer Ästhetik der äußeren Form auf der anderen Seite hervortreten ließ. In dieser Debatte spielte eine Frage eine zentrale Rolle: inwieweit Kapitalismus, Marktwirtschaft, Konsum und die Ästhetik der modernen Lebenswelt mit ihrer spezifischen (werblichen) Oberflächenstruktur mit Vorstellungen "des Deutschen" zu vereinbaren waren.
this contribution, presented in the context of the Colloquium Vins, Vignes and Civilisation held in Bordeaux in 2005, is the result of anthropological work, the context of which is a public health study. Based on the findings of several studies, there seems to be a clear correlation between moderate alcohol consumption and particularly wine, with better brain ageing. In order to try to understand whether these are only benefits from wine, or rather associated factors, we have carried out qualitative ethnographic research among around sixty people over the age of 70 in the border. Its purpose is to link the consumption and representation of wine with the organisation of the daily lives of these people. ; This paper was presented during the International Conference Wine, Vineyards and Civilisations held in Bordeaux in 2005. It is the result of an ethnographic study performed as a complement within the context of a wide-scale public health survey, the object of which was to examine a possible correlation between a moderate consumption of wine and better cerebral ageing. FROM THE BACK COVER: Over the past century, Israel has been transformed from an agricultural colony, to a welfare-warfare state, to a globally integrated "market economy" characterised by great income disparities. What lies behind this transformation? Why the shift in emphasis from "war profits" to "peace dividends" – and back to conflict? How did egalitarianism give rise to inequality? Who are the big winners here, and how have they shaped their world? Never before have these questions been answered as they are in this highly original book. Während auf zwischenstaatlicher Ebene kein Gewaltmonopol besteht, gibt es innerstaatlich ein staatliches Gewaltmonopol und damit 'legale gewalttätige Gruppen', die 'illegalen gewalttätigen Gruppen' gegenüberstehen. Unter diesem Aspekt werden, beginnend mit dem deutsch-französischen Krieg 1870/71, Aspekte einer 'Biographie der Staatsgesellschaft Deutschland' entworfen. Der Adaption des Bürgertums an die adlige Oberschicht und der 'Verbürgerlichung des militärischen Ethos' nach 1871 folgt nach 1918 ein 'Machtverlust des ehemaligen Establishments', der wesentlich zum Aufkommen des aus Offizierskorps und Studentenschaft sich rekrutierenden Rechts-Terrorismus der Weimarer Republik beiträgt. Die Identifikations- und Sinnkrise, die diesem Terrorismus zugrundeliegt, macht ihn vergleichbar mit dem Terrorismus in der BRD nach 1968. (WZ)

Task. The phenomenon of human capital in line with socio-philosophical analysis requires multilateral study, where intellectual development comes to the fore. Indeed, the decisive role in the development of any country in the world belongs to man as a bearer of wealth [10: 108]. The concept of human capital is gradually acquiring the status of a general scientific concept (it is already more and more often used in pedagogy, sociology, political science, cultural studies and other social sciences with a humanitarian profile). In a post-industrial society, the sphere of culture is revealed in its new state, including family, education, science, computer science, art, acquiring a qualitatively new role, becoming an increasingly leading sector of production, its "basis" and driving force [5: 6]. It follows that philosophy plays a methodological, integrative role in the origin and development of human capital. Based on the analysis of the work of domestic and foreign researchers, as well as the ideas of classics and contemporaries of philosophical thought, the prerequisites for the formation of the concept of human capital, and their basic theoretical approaches are shown. Methodology and research methods. The study traces the idea that human capital in conditions of rapid change determines the dynamics and direction of social development. Ensuring its compliance with social values and the requirements of the time becomes an important task of the targeted socio-cultural development of the individual and society [15: 1]. To clarify the content of the concept of "human capital", the author uses a historical analysis and a content analysis method as a scientific method of cognition. Based on these methods, text data was studied, the essence of which is to divide text data into structural elements, detect keywords in documents, and determine the frequency of their references. These methods are the main ones in the study of the essence of concepts, the content of media messages, answers to questions of sociological research [11: 29]. Conclusions. In a modern transformational society, in the subtext of human value in the role of capital and resource, positive and negative contradictory directions arise, and their solution requires socio-philosophical research. The ambiguity of the wording of the category"human capital" is based on the categorical relationship between its forms in science and the leveling in the interpretation of the concept of the fact of profitability. As a key evidence, the idea that human capital is a multifaceted socio-cultural resource of society is substantiated. It is regarded as an engine of historical progress in the social and cultural spheres. In the system of views, the role of man in society allows us to distinguish the objective basis of the modern theory of human capital, its historical roots, its scientific logic of significance as the fundamental basis of historical progress. The scope of the study / the possibility of subsequent use of the results of scientific work. The main form of the country's wealth is the leading level of intellectual and spiritual development of the citizen, taking the form of human capital, ensuring the innovation process in every area of its activity. A measure of human innovative capital, vitality and resilience of a society becomes its ability to provide a social space for creative, creative activity of people [14: 1181]. Human capital, like all internal personal wealth, cannot be imagined without the spiritual and moral component of the essence of man and his being. Spirituality is the basis of almost everything, everything that has to do with the self-realization of a person. It can be argued that certain spiritual attitudes explicitly or discreetly direct any activity of each person and all social structures. The absence of the spiritual and moral component of technogenic civilization has led mankind to a standstill. Now more than ever, a qualitative shift in the human mind is required, fundamentally changing his worldview. In the system of education and upbringing, it is necessary to return to the thoughts and ideas of great thinkers, starting from antiquity and ending with modernity in the spiritual and moral elevation of man. Practical value. Today, increased attention to the socio-philosophical aspects of human capital comes down to the practical significance of the identified problem. Therefore, the proposed topic can be applied as a theoretical instruction for social research institutes. The conceptual results of the study provide a theoretical basis for a deeper understanding of social transformationsin society, and on the other hand, it can be used as a theoretical basis for future comparative socio-philosophical studies of human capital. Research materials may be useful in the preparation of textbooks, courses in social philosophy. The author proposes the introduction of a special course for undergraduates and doctoral students"Human capital and its manifestations in the development of the Republic of Kazakhstan". And also in universities, in the process of teaching social sciences and humanities, to practice conducting scientific discussions on the above topic. Originality / value. We believe that the topic of the article touched upon will give an impetus to reflection and encourage the writing of articles on the development of human capital from a position of socio-philosophical analysis. As for the concept of the phenomenon under study, its extrapolation opportunities will be realized on the "reciprocal flows" of the economy and other important areas of social life - science, culture, education, politics, etc. The problem under study is addressed to social scientists, employees of the management system, university professors and doctoral students, as well as all those who are interested in the problems of the formation and development of human capital in the world.
Розглянуто теоретичні підходи до здійснення публічних послуг у сфері публічного управління. Проаналізовано різні підходи до трактування сутності поняття "публічні послуги" і на основі цього представлено авторське розуміння згаданого поняття. Розглянуто класифікаційні підходи до розуміння публічних послуг. Представлено алгоритм надання публічних послуг у сфері публічного управління. Обґрунтовано процедуру здійснення публічних послуг, враховуючи надавачів та споживачів у сфері публічного управління. Аргументовано, що публічні послуги є ширшим поняттям, аніж державні послуги. ; Problem setting. The Institute of Public Services is a determining factor in the development of civil society and an indicator of the effectiveness and efficiency of public administration. An aspire of the Ukrainian state to implement the European integration course involves significant reforming in the system of public services performance, as the absence of democratic traditions in the relationship between government structures and society and also the shortcomings of the public administration system lead to levelling the overall image of the state on the world stage and the decrease of social and economic development of society. Therefore, the regulation of public services, their content and types within the context of public administration requires completeness in accordance with contemporary challenges and the need for reforming pursuant to the European integration aspirations of the Ukrainian state.Recent research and publications analysis. However, the development of scientific idea, the expansion of terminological tools and the need to take into account the world's experience encourages the deepening of research works on understanding of the public services and their place in the system of public administration at the present stage of Ukrainian society development.Highlighting previously unsettled parts of the general problem. The purpose of this article is to assess the degree of scientific development of the concept of public services, clarify the concept and essence of these services, as well as the algorithm for their implementation, and determine the role of public services in ensuring the quality of public administration.Paper main body. Public services are provided not only by public authorities, but also by regional and local, as well as various organizations and associations, which are established by legislation that determines their universality, flexibility and complexity. It is the regionalization that makes it possible to distinguish public services from purely state ones, significantly expanding the understanding of given concept and enabling consumers to receive more specific types of services.The concept of "public services" is much more wide-ranging and involves much more components and interactions than "state services", as they can be provided by both governmental and non-governmental structures. The process of providing the public services is a complex system based on components that harmonize with each other. At the same time, it is necessary to follow the sequence of decision-making, providing particular services to the consumers. The peculiarity of this process is that the managers in such case are not only the state and its authorities, but also non-governmental structures, but all of them must act in a coordinated and purposeful manner for the interests of the state and its population.Public services in the field of public administration should be considered as a set of focused actions of state and municipal government authorities, enterprises, citizens and their associations, public organizations and other state entities, which are authorized under the applicable law to provide services, the aim of which is to meet requirements and basic needs of natural and legal persons and full-fledged social and economic development of the state.The availability of public services provides the cooperation of public authorities and those entities that receive such services by purposeful, full-fledged and reasonable public administration, which is intended to guarantee high-quality consumer services. The quality of administrative public actions in this particular case provides the result, which is expressed in meeting the basic requirements of those who need them, regardless of political, economic, social, cultural, mental and other circumstances, the development of the legal framework, etc.Public services is a complex concept that can be viewed from many points of view and different perspectives by many scientists and researchers. The existence of this concept is due to the objective circumstances of the development of modern society, whereby it must operate on the basis of democracy and taking into account the interests of all members of society. Service consumers must have guarantees of receiving all necessary services from the state, which will give them confidence in the future meeting of their requirements and successful self-perfection. A wide range of public services in a particular country testifies to its civilized and progressive development and also the ability to confidently face up to the challenges that constantly arise at the present stage of civilization development.Conclusions of the research and prospects for further studies. The complex procedure of providing public services in the field of public administration permits to claim that they are aimed to solve many problems that modern society faces. Meanwhile, they are not a strictly prerogative of the state, as this concept is more wide-ranging than the state services. The ability of non-governmental entities to provide public services indicates a high level of public administration and steady development of the state as a whole.
