Z japońskiej perspektywy największym współczesnym zagrożeniem dla bezpieczeństwa państwa jest wzrost prowokacyjnych zachowań chińskich sił powietrznych i morskich w regionie spornych Wysp Senkaku/Diaoyu, położonych w południowej części Morza Wschodniochińskiego. Oceniane przez Tokio jako balansowanie na granicy pomiędzy pokojem a wojną, stanowią główną determinantę aktualnej oraz perspektywicznej polityki obronnej Japonii. Drugim, nie mniej ważnym czynnikiem, mającym fundamentalny wpływ na regionalne środowisko bezpieczeństwa Japonii, jest rozwój technologii nuklearnej Korei Północnej oraz realizacja od 2016 r. programu rakietowego tego kraju, ze szczególnym uwzględnieniem rakiet balistycznych, zdolnych do przenoszenia głowic nuklearnych. Deklarowany cel ich wykorzystania przeciw Korei Południowej, Japonii oraz amerykańskim bazom wojskowym w tej części Azji i Pacyfiku stanowi jedno z najważniejszych wyzwań w polityce i strategii obronnej Japonii. ; From the Japanese perspective, the greatest present-day threat to the country's security is the rise of provocative behaviour by the Chinese air and naval forces in the region of the disputed Senkaku/Diaoyu Islands, located in the southern part of the East China Sea. Deemed by Tokyo as treading a fine line between war and peace, it is the main determinant of Japan's current and future defence policy. The second, no less important, factor which has a fundamental impact on Japan's regional security environment is the development of North Korea's nuclear technology and the implementation, since 2016, of that country's missile programme, with particular emphasis on ballistic missiles capable of carrying nuclear warheads. The declared purpose of their use against South Korea, Japan, and US military bases in this part of the Asia-Pacific, constitutes one of the most significant challenges in Japan's defence policy and strategy. ; Aus japanischer Sicht besteht die aktuell größte Gefahr für die Sicherheit des Landes im zunehmend provokativen Verhalten der chinesischen Luftwaffe und Marine in der Region der umstrittenen Senkaku/Diaoyu-Inseln im südlichen Teil des ostchinesischen Meers. Von Tokio als Gratwanderung zwischen Krieg und Frieden betrachtet, stellt dieser Aspekt die Determinante der aktuellen und zukünftigen japanischen Verteidigungspolitik dar. Der zweite, nicht weniger wichtige Faktor mit fundamentalen Auswirkungen auf das regionale Sicherheitsumfeld Japans ist die Entwicklung der nordkoreanischen Nukleartechnologie und die Implementierung des Raketenprogramms dieses Landes seit 2016. Dabei spielen ballistische Raketen, die mit nuklearen Sprengköpfen ausgerüstet werden können, die größte Rolle. Das erklärte Ziel, diese gegen Südkorea, Japan und US-amerikanische Militärstützpunkte in diesem Teil der asiatisch-pazifischen Region einzusetzen, stellt eine der wichtigsten Herausforderungen für die Verteidigungspolitik und -strategie Japans dar ; С точки зрения Японии, наибольшая угроза для безопасности государства – это рост провокационных действий военно-воздушных и морских сил Китая в регионе спорных островов Сенкаку/Дяоюйдао, расположенных в южной части Восточно-Ки- тайского моря. Такие действия Токио расценивает как балансирование на границе между миром и войной и они являются основным фактором, определяющим те- кущую и долгосрочную оборонную политику Японии. Вторым, не менее важным фактором, оказывающим фундаментальное влияние на региональную среду безо- пасности Японии, является развитие ядерных технологий Северной Кореи и реали- зация с 2016 г. ракетной программы этого государства, в том числе создание балли- стических ракет, способных нести ядерные боеголовки. Заявления Северной Кореи, что они будут использованы против Южной Кореи, Японии и американских военных баз в этой части Азиатско-Тихоокеанского региона – это один из важнейших вызовов оборонной политики и стратегии Японии.

Ważną tego przyczyną był kryzys finansowy z 2008 r. i recesja, która utrzymywała się w kolejnych latach. Ta stagnacja jeszcze pogłębiła się w latach 2014–2016 w wyniku kryzysu migracyjnego i brytyjskiej decyzji o opuszczeniu UE. Czynnikiem stale zwiększającym trudności jest wzrost eurosceptycyzmu po rozszerzeniu Unii Europejskiej w 2004 r. Obecnie dominuje on w krajach Grupy Wyszehradzkiej, w tym w Polsce. Paradoksem w tej sytuacji jest to, że w warunkach kryzysu pojawiły się pomysły utworzenia armii europejskiej. Były one głoszone także przez wiodącego polskiego eurosceptyka Jarosława Kaczyńskiego. Zwolennicy rewitalizacji WPBiO zgłaszali propozycję utworzenia unijnego centrum operacyjnego (kwatery głównej) do kierowania operacjami zarządzania kryzysowego. Autor twierdzi, że Unia Europejska nie wykorzystuje szans ożywienia WPBiO oraz że w czasie kryzysu na Ukrainie, który wybuchł jesienią 2013 r., i kryzysu migracyjnego w latach 2014–2016 ujawniła się jej zasadnicza słabość. Próbami ożywienia polityki bezpieczeństwa i obrony UE są: Globalna strategia na rzecz polityki zagranicznej i bezpieczeństwa Unii Europejskiej (przyjęta w czerwcu 2016 r.) oraz utworzenie Europejskiego Funduszu Obronnego i ustanowienie inkluzywnego i ambitnego mechanizmu stałej współpracy strukturalnej – PESCO (w czerwcu 2017 r.). Trudno jednak ocenić, w jakim stopniu te ostatnie kroki zmobilizują państwa członkowskie UE do przerwania impasu w polityce bezpieczeństwa i obrony. ; The European Union's security and defense policy in the 21st century has been stagnant. An important cause was the financial crisis of 2008 and the recession that persists in the following years. This stagnation deepened in the years 2014–2016 as a result of the migration crisis and British decision to leave the EU. A factor that is constantly deepening the difficulties is the rise in Euroscepticism following the enlargement of the EU in 2004. It currently dominates the Visegrad Group countries, including Poland. The paradox of the situation is that in crisis conditions emerged ideas for the creation of the European army. They were also announced by the leading Polish Eurosceptic Jarosław Kaczyński. The constant demand put forward by supporters of the revitalization of the CSDP is the proposal to create an EU operational center (headquarters) to manage crisis management operations. The author argues that the European Union does not exploit the chances of reviving the CSDP and that the EU's essential weakness has emerged in terms of its security policy during the Ukraine crisis erupted in Autumn 2013 and the migration crisis of 2014-2016. The attempts to revive the EU's security and defense policy are: A Global Strategy for the European Union's Foreign and Security Policy (adopted in June 2016), the establishment a European Defence Found and an inclusive and ambitious Permanent Structured Cooperation – PESCO (both in June 2017). It is hard to expect, however, how this last steps will mobilize the EU member states to break the deadlock in security and defense policy.

АннотацияПравопорядок, будучи системным явлением организации общественной жизни, представлен как особая социально-психологическая реальность, предусматривающая не только возможность, но и необходимость его научного анализа. Понятие правопорядка созвучно с понятиями государства, власти, однако имеет не только институциональные, а и многомерные психологические аспекты в своем содержании. Динамика правопорядка тесно коррелирует с тенденциями социального развития, изменениями состояния социальной психики, культурными условиями, гуманизацией или дегуманизацией правовой политики на определенном историческом этапе.В представленной статье очерчено авторское видение социально-психологического содержания отдельных граней правопорядка. В частности уделяется внимание роли законодателя, несущего «повинность» за его нормативную регуляцию. С позиций защиты общественной безопасности делается вывод, что непродуманное, гносеологически неоправданное нормотворчество нередко также если не более разрушительно, нежели то Зло, которое породило «властный указ». В рамках социально-психологического дискурса и основываясь на гуманистической парадигме, безопасность человека базируется на устойчивом правовом фундаменте, способном обеспечить реальное создание и соблюдение условий для самоактуализации. Защита личности как общественной ценности, обеспечение ее права на развитие и счастье, по нашему мнению, является важнейшим условием формирования не формального, а истинного правопорядка. ; systemSummaryThe law and order, as a phenomenon system of organization public life, presented as a special socio-psychological reality, which contemplate not only ability, but also needs of its scientific analysis. The concept of law and order similar with concept of state, government, however, has not only institutional and multi-dimensional psychological aspects of its content. Dynamics of law and order is tightly correlates with trends of social development, changing of mental status, cultural terms, humanization or dehumanization of legal policy at definitely historical stage.In the presented article, the author's vision of socio-psychological content of the individual boundaries of law and order is defined. In particular the attention to the role of the legislator getting the "obligation" for its normative regulation is paid. With protection of position of public safety there is an output that unreasoned, epistemologically unjustified rule-making is often as, if not more than damaging than the evil, which generated "power decree".In the frame of the socio-psychological discourse and basing on the humanistic paradigm, safety of human is based on the sustainable legal fundament which can make real creation and conditions compliance for self-actualization. Protection of the individual as a social value, ensuring its right for development and happiness, in our opinion is the most important condition for the formation not formal but the true law and order. ; Praworządność, jako zjawisko systemowej organizacji życia społecznego, jest przedstawiona jako specyficzny element rzeczywistości społeczno-psychologicznej, która nie tylko stwarza możliwość, ale także wymusza konieczność analizy naukowej. Pojęcie praworządności jest zgodne z koncepcją państwa, rządu, obejmuje jednak nie tylko instytucjonalne, ale wielowymiarowe i psychologiczne aspekty. Dynamika praworządności jest ściśle skorelowana z trendami rozwoju społecznego, zmianami stanu psychiki społecznej, uwarunkowaniami kulturowymi, humanizacją i dehumanizacją polityki prawnej w pewnym historycznym etapie. W artykule autor przedstawił wizję społeczno-psychologicznej zawartości poszczególnych aspektów praworządności. W szczególności zwrócił uwagę na rolę ustawodawcy uzyskującego mandat dla regulacji normatywnych. W zakresie środków ochrony bezpieczeństwa publicznego stwierdzono, że nieprzemyślane, epistemologicznie nieuzasadnione reguły okazują się często bardziej szkodliwe niż narzucane odgórnie dekrety. W ramach dyskursu społeczno-psychologicznego i bazując na paradygmacie humanistycznym, bezpieczeństwo ludzkie opiera się na stabilnej podstawie prawnej zdolnej do zapewnienia warunków samorealizacji. Ochrona jednostki jako wartości społecznej, zapewnienie jej prawa do rozwoju i szczęścia jest najważniejszym warunkiem dla kształtowania, nie tyle formalnego, co rzeczywistego prawa i porządku.

The Republic of Belarus is a state that, through its location between the Russian Federation (RF) and the members states of the European Union (EU) and NATO, plays an important role in the security system in the region. On the one hand, through a number of dependencies it is closely related to the Kremlin authorities, on the other hand it tries to balance the influence of the larger neighbor through some steps towards closer cooperation with the West. Therefore, a closer look at the importance of Belarus in the European security system seems to be extremely vital, especially considering the current international situation – the annexation of Crimea and the conflict in eastern Ukraine, as well as the system of sanctions imposed on the Russian Federation as a result of these events. The abovementioned examples clearly indicate the direction of actions of the Russian authorities, which are increasingly defending their own interests in the post-Soviet area. All those decisive actions, that were undertaken in order to prevent even the threat of losing influence, must certainly be important for Belarusian security policy.The purpose of this article is to define the role and place of the Republic of Belarus in the global security system. The study was conducted on the basis of Barry Buzan's theory, which links issues of national and international security, while paying attention to a number of interdependencies resulting from the globalization process. Therefore, both the internal determinants of the Belarusian security policy and international issues were analyzed, including the role of state and non-state actors, having a direct impact on shaping the global security system. The applied research method is a method of system analysis in its macro approach, which allows the presentation of the global security system as a series of separate, but closely related elements, additionally supported by a quantitative method in relation to the security system's conditions.As a result of the conducted research, the significance of the Republic of Belarus in the global security system was considered high, mainly due to the geopolitical location of that specific country. Following thesis was formulated on the basis of a number of factors, the most important of which are: 1) the remain of Belarus in the Russian sphere of influence, for which the Moscow authorities are not afraid to pay with numerous crises in the international arena (the case of Ukraine); 2) a high level of integration of both countries in the field of security policy; 3) the key significance of the government's rhetoric and political decisions in Minsk, relevant not only to the policy making of this particular country, but also to security in Europe. At this stage, however, it is difficult to talk about the Belarusian will to integrate with Western structures, because this step would, first of all, require significant internal changes, for which the regime of Alexander Lukashenko is not ready. In connection with the above, it is likely that Belarus will remain in alliance with the Russian Federation and that cooperation between the two countries will further tighten.Key words: Republic of Belarus; Russian Federation; NATO; Ukraine; security; armament. ; Republika Białorusi to państwo, które poprzez swoje położenie pomiędzy Federacją Rosyjską (FR) a państwami-członkami Unii Europejskiej (UE) i NATO, odgrywa istotną rolę w systemie bezpieczeństwa w regionie. Z jednej strony jest powiązane szeregiem zależności z władzami na Kremlu, z drugiej stara się równoważyć wpływy większego sąsiada kolejnymi ukłonami w stronę Zachodu. W związku z tym, bliższe przyjrzenie się znaczeniu Białorusi w europejskim systemie bezpieczeństwa wydaje się niezwykle istotne, szczególnie jeśli weźmiemy pod uwagę obecną sytuację międzynarodową – aneksję Krymu oraz konflikt na wschodzie Ukrainy, a także system sankcji nałożonych na FR w skutek niniejszych wydarzeń. Przytoczone przykłady jasno wskazują na kierunek działań rosyjskich władz, coraz silniej broniących własnych interesów na obszarze postradzieckim. Interwencje tego typu nie mogą pozostać bez wpływu na politykę bezpieczeństwa Białorusi.Celem niniejszego artykułu jest określenie roli i miejsca Republiki Białorusi w systemie bezpieczeństwa światowego. Badanie przeprowadzone zostało w oparciu o teorię Barrego Buzana, która wiąże ze sobą kwestie bezpieczeństwa narodowego i międzynarodowego, zwracając jednocześnie uwagę na szereg współzależności, wynikających z procesu globalizacji. Analizie poddano więc zarówno wewnętrzne uwarunkowania białoruskiej polityki bezpieczeństwa, jak też kwestie międzynarodowe, w tym rolę aktorów państwowych oraz niepaństwowych, mających bezpośrednie przełożenie na kształtowanie systemu bezpieczeństwa światowego. Zastosowaną metodą badawczą jest metoda analizy systemowej w jej ujęciu makro, pozwalająca na przedstawienie systemu bezpieczeństwa światowego jako szeregu oddzielnych, acz ściśle powiązanych ze sobą elementów, dodatkowo wsparta metodą ilościową w odniesieniu do uwarunkowań systemu bezpieczeństwa.W wyniku przeprowadzonych badań znaczenie Republiki Białorusi w systemie bezpieczeństwa światowego uznane zostało za istotne, głównie ze względu na położenie geopolityczne tego państwa. Niniejsza teza sformułowana została w oparciu o szereg czynników, z których najważniejsze to: 1) pozostawanie Białorusi w rosyjskiej strefie wpływów, której utrzymania władze w Moskwie nie boją się okupić licznymi kryzysami na arenie międzynarodowej (przypadek Ukrainy); 2) wysoki poziom integracji obu tych państw w zakresie polityki bezpieczeństwa; 3) kluczowe znaczenie retoryki i decyzji politycznych władz w Mińsku, mogących znaleźć przełożenie nie tylko na kształtowanie polityki tego konkretnego państwa, ale również na kształt bezpieczeństwa w Europie. Na obecnym etapie trudno jednak mówić o chęci integracji Białorusi ze strukturami zachodnimi, gdyż krok ten wymagałby przede wszystkim znaczących zmian wewnętrznych, na które reżim Aleksandra Łukaszenki nie jest gotów. W związku z powyższym prawdopodobne jest pozostanie Białorusi w aliansie z Federacją Rosyjską i dalsze zacieśnianie współpracy między oboma państwami.Słowa kluczowe: Republika Białorusi; Federacja Rosyjska; NATO; Ukraina; bezpieczeństwo; uzbrojenie.

Proposed by Finland, the so-called "Northern Dimension of the EU" was a response to the absence of a Union strategy for dealing with Russia. For Finland itself the initiative was an instrument by means of which it could effectively promote and secure its national interests. The Northern Dimension was adopted as a EU initiative forming the overarching element of policy towards northern Europe by which is meant Iceland. Norway, the Baltic Sea region and the north-European expanses of Russia. Its main aims arc to develop regional cooperation among all the countries of the region and provide a platform for interaction between the Union and Russia, such cooperation intended to be not only of regional significance but also to advance one of the E U s strategic aims in the 21st century, which is rapprochement with Russia. The principal actors in implementations of the Northern Dimension are the European Council, the Barents Sea Council, the Arctic Council and the Council of Baltic Sea States. Expansion of cooperation on the ground involves such areas as environmental protection, nuclear safety, energy, infrastructure, human resources development, health, education, and the rule of law. To an ever growing extent the Northern Dimension is becoming an instrument stimulating the integration of Baltic Europe. The Kaliningrad Region has, potentially, a chance of becoming a template for cooperation between the EU and Russia. But this will require clear-cut decisions on the part of Moscow, of which at present there are no signs. It is in Poland's interest to take full advantage of the opportunities offered by the Northern Dimension initiative for expansion of contacts with Russia and Baltic cooperation. Poland has a stake in the creation in this region of conditions for enduring stability and mutual confidence. The Northern Dimension marks a shift in the focus of EU interest from the Mediterranean to the Baltic and the Barents Sea. ; W "Wymiarze Północnym" mieści się całokształt polityki Unii Europejskiej wobec Europy Północnej, obejmującej Islandię, Norwegię, region Morza Bałtyckiego oraz północnoeuropejskie obszary Rosji. Główne jego cele to rozwijanie współpracy regionalnej między wszystkimi państwami tego obszaru oraz stworzenie platformy współpracy Unii Europejskiej z Rosją. Ma to znaczenie nie tylko regionalne, ale służy również osiągnięciu strategicznego celu, jakim dla UE w XXI wieku jest zbliżenie z Rosją. Javier Solana uznał stosunki Unii z Rosją za najważniejszą kwestię w Europie w XXI wieku. W implementacji "Wymiaru Północnego" największy udział mają: Rada Europejska. Rada Morza Barentsa, Rada Arktyczna i Rada Państw Morza Bałtyckiego. Praktyczną współpracę należy podjąć głównie w takich dziedzinach, jak ochrona środowiska, bezpieczeństwo jądrowe, energetyka, infrastruktura, współpraca transgraniczna, rozwój zasobów ludzkich, zdrowie, edukacja i praworządność. "Wymiar Północny" w coraz większym stopniu stymuluje integracją Europy Bałtyckiej i stanowi wspólną platformą dla różnych polityk i instrumentów finansowych, w których uczestniczą nawet organizacje i inicjatywy nie będące integralną częścią UE. Finlandia zaproponowała "Wymiar Północny" ze względu na brak strategii UE wobec Rosji. Dla Finlandii, bezpośredniego sąsiada Rosji i do 2004 r. jedynego państwa członkowskiego UE graniczącego z tym krajem, wdrażanie tego projektu jest bardzo korzystne; dzięki niemu promuje i realizuje swoje narodowe interesy. Kaliningrad ma szansą stać się w ramach "Wymiaru Północnego" regionem modelowym współpracy między UE a Rosją. Wymaga to jednak zdecydowanych decyzji Moskwy, których jak na razie nie widać. W interesie Polski leży jak najlepsze wykorzystanie tej inicjatywy dla rozwijania kontaktów z Rosją oraz współpracy bałtyckiej. Dla naszego kraju szczególnie istotne było włączenie Obwodu Kaliningradzkiego do "Wymiaru Północnego" UE. Polska zainteresowana jest stabilizacją w tym rejonie i umacnianiem wzajemnego zaufania. Obecnie "Wymiar Północny" stanowi mocno ugruntowaną, oficjalną część polityki zagranicznej UE, której zadaniem jest zapewnienie trwałego pokoju poprzez współpracą gospodarczą i pozytywne współzależności. Koherentna polityka Unii w tym regionie będzie nadal rozwijana. "Wymiar Północny" przesuwa kierunek zainteresowania UE z basenu Morza Śródziemnego w kierunku Bałtyku i Morza Barentsa. ; Marcin Polom

The aim of the article was to present the contemporary challenges of agricultural law in relation to sustainable development of rural areas, taking into account agricultural policies implemented at the local, regional, international and global level. In particular, the article focuses on the impact of the territorial approach on sustainable development of rural areas and its importance for the agricultural law. The implementation of the concept of sustainable agriculture in Cuba requires consistent implementation of the technological progress as well as a certain moderate, rational and economically justified intensification of production followed by a reduction in the degradation of soil production potential. It is also necessary to develop and modernise the technical infrastructure of rural areas and of the farms themselves. These activities must aim at increasing the level of education and expertise among farmers and their environmental awareness, and they require financial support from the state budget and regional funds. It is also necessary to improve the revenue-related situation of agriculture, as it determines the possibilities of investment and pro-ecological activity, and in consequence ensures the food security of the country. According to the author, the territorial approach is an effective instrument facilitating public management of rural areas and contributing to the further socio-economic development of the rural population. ; El objetivo del artículo fue presentar los desafíos contemporáneos del derecho agrario en relación con el desarrollo sostenible de las zonas rurales, teniendo en cuenta las políticas agrarias implementadas a nivel local, regional, internacional y global. En particular, el artículo se centra en el impacto del enfoque territorial en el desarrollo sostenible de las zonas rurales y su importancia para la ley agraria. La implementación del concepto de agricultura sostenible en Cuba requiere una implementación consistente del progreso tecnológico, así como una cierta intensificación de la producción moderada, racional y económicamente justificada seguida de una reducción en la degradación del potencial de producción del suelo. También es necesario desarrollar y modernizar la infraestructura técnica de las zonas rurales y de las propias fincas. Estas actividades deben tener como objetivo aumentar el nivel de educación y experiencia entre los agricultores y su conciencia ambiental, y requieren apoyo financiero del presupuesto estatal y fondos regionales. También es necesario mejorar la situación fiscal de la agricultura, ya que determina las posibilidades de inversión y actividad proecológica, y en consecuencia asegura la seguridad alimentaria del país. Según el autor, el enfoque territorial es un instrumento eficaz que facilita la gestión pública de las zonas rurales y contribuye a un mayor desarrollo socioeconómico de la población rural. ; L'obiettivo dell'articolo è di presentare le sfide contemporanee del diritto agrario in materia di sviluppo sostenibile delle zone rurali, tenendo conto delle politiche agricole attuate a livello locale, regionale, internazionale e globale. Nello specifico si è cercato di approfondire l'influenza del c.d. approccio territoriale allo sviluppo sostenibile delle zone rurali e la sua importanza per il diritto agrario. Per attuare il concetto di agricoltura sostenibile a Cuba è necessaria un'implementazione decisiva del progresso tecnologico, una moderata, razionale ed economicamente giustificata intensificazione della produzione e un contenimento del degrado della produttività potenziale del suolo. È inoltre inevitabile ampliare e modernizzare l'infrastruttura tecnica delle zone rurali e delle aziende agricole stesse. Oltre alla necessità di aumentare il livello di istruzione e di conoscenza professionale da parte degli agricoltori, come anche il livello di consapevolezza ecologica, queste azioni richiedono un sostegno finanziario tramite stanziamenti del bilancio pubblico e dei fondi regionali. È anche necessario migliorare il reddito agricolo, in quanto esso determina le possibilità di intraprendere investimenti e attività pro-ecologiche, che a loro volta determinano la sicurezza alimentare del Paese. Secondo l'autore, l'approccio territoriale è uno strumento efficace che facilita la gestione pubblica delle zone rurali e contribuisce a un ulteriore sviluppo socio-economico della popolazione rurale. ; Celem artykułu jest przedstawienie współczesnych wyzwań prawa rolnego w odniesieniu do zrównoważonego rozwoju obszarów wiejskich, z uwzględnieniem polityk rolniczych realizowanych na poziomie lokalnym, regionalnym, międzynarodowym i globalnym. Artykuł skupia się na wpływie podejścia terytorialnego na zrównoważony rozwój obszarów wiejskich i jego znaczeniu dla prawa rolnego. Realizacja koncepcji zrównoważonego rolnictwa na Kubie wymaga konsekwentnego postępu technicznego oraz umiarkowanej, racjonalnej i ekonomicznie uzasadnionej intensyfikacji produkcji, a następnie ograniczania degradacji potencjału produkcyjnego gleby. Konieczny jest także rozwój i modernizacja infrastruktury technicznej terenów wiejskich i samych gospodarstw. Działania te muszą mieć na celu podniesienie poziomu edukacji i wiedzy rolników oraz ich świadomości ekologicznej i wymagają wsparcia finansowego z budżetu państwa oraz funduszy regionalnych. Konieczna jest także poprawa sytuacji dochodowej rolnictwa, gdyż determinuje to możliwości inwestycyjne i proekologiczne, a tym samym zapewnia bezpieczeństwo żywnościowe kraju. Zdaniem autora podejście terytorialne jest skutecznym instrumentem ułatwiającym publiczne zarządzanie obszarami wiejskimi i przyczyniającym się do dalszego rozwoju społeczno-gospodarczego ludności wiejskiej.

"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal. ; Wydawany przez Zakład Badań Wschodnich od 2007 r. rocznik "Wschodnioznawstwo" powstał jako forum debaty nad wielowymiarowością przemian w regionie Europy Środkowej i Wschodniej oraz Azji, ze szczególnym uwzględnieniem obszaru postradzieckiego. Koncepcja merytoryczna periodyku zrodziła się dzięki profesorom Zdzisławowi J. Winnickiemu oraz Walentemu Balukowi, którzy redagowali wspólnie pierwsze trzy tomy, wydane jeszcze z formalnego punktu widzenia jako odrębne monografie, ale już pod szyldem "Wschodnioznawstwa". Od 2010 r. rocznik posiada status czasopisma naukowego, a dwa lata później trafił na listę czasopism punktowanych Ministerstwa Nauki i Szkolnictwa Wyższego. Ponadto periodyk jest indeksowany w krajowych i międzynarodowych bazach, takich jak Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum czy Polska Bibliografia Naukowa. Profil naukowy periodyku, który konsekwentnie jest realizowany od początku działalności "Wschodnioznawstwa", koncentruje się wokół dziedziny nauk społecznych, ze szczególnym uwzględnieniem nauk o polityce i nauk o bezpieczeństwie. Ogromnym atutem rocznika jest jego umiędzynarodowienie, które przejawia się zarówno w aspekcie składu rady naukowej, recenzentów, jak i autorów tekstów zamieszczanych na łamach "Wschodnioznawstwa" w językach polskim, angielskim i rosyjskim. Do tej pory na kartach periodyku publikowali naukowcy z Polski, Azerbejdżanu, Białorusi, Czech, Gruzji, Japonii, Kazachstanu, Łotwy, Macedonii, Niemiec, Rosji, Słowacji, Ukrainy i Węgier.

This paper starts with a dilemma. How to ensure the adequate protection of individual health data and privacy in a global pandemic, which has intensified the use of digital applications for the purposes of data sharing and contact-tracing? There is no simple answer to this question when choosing between the protection of public health and individual privacy. However, the history of the existing case-law regarding infectious diseases control, both Polish and European, teaches about numerous examples in which health data and privacy were not adequately protected, but, on the contrary, were misused leading to human rights infringements. In light of this case law and public health ethics, this paper argues radically that the use of digital applications to fight the Covid-19 pandemic has not been sufficiently justified at least in the Polish context. Especially, unconvincing benefits from the use of these tools do not outweigh the likelihood of human rights infringements with far-reaching consequences for political, social and economic rights now and in the future. In its novelty, this article combines a historical-legal method with the concept of public health ethics and a human rights-based approach and to foster further research and discussion. Today's diplomacy is an ambiguous phenomenon which involves many diverse tools and actions undertaken by national and international actors. Diplomacy is undoubtedly one of a key element of international peace and security as it enables disputes and conflicts to be prevented . There is a host of measures and instruments that can be exercised at any stage of a crisis, among which are special political missions. This paper is an attempt to discuss the nature and role of a special political mission in preventive actions. The main attention is paid to the missions established by the United Nations and by the European Union.
