July 2000 Poverty in the developing world will decline by roughly half by 2015 if current growth trends and policies persist. But a disproportionate share of poverty reduction will occur in East and South Asia, poverty will decline only slightly in Sub-Saharan Africa, and it will increase in Eastern Europe and Central Asia. What can be done to change this picture? More effective development aid could greatly improve poverty reduction in the areas where poverty reduction is expected to lag: Sub-Saharan Africa, Eastern Europe, and Central Asia. Even more potent would be significant policy reform in the countries themselves. Collier and Dollar develop a model of efficient aid in which the total volume of aid is endogenous. In particular, aid flows respond to policy improvements that create a better environment for poverty reduction and effective use of aid. They use the model to investigate scenarios-of policy reform, of more efficient aid, and of greater volumes of aid-that point the way to how the world could cut poverty in half in every major region. The fact that aid increases the benefits of reform suggests that a high level of aid to strong reformers may increase the likelihood of sustained good policy (an idea ratified in several recent case studies of low-income reformers). Collier and Dollar find that the world is not operating on the efficiency frontier. With the same level of concern, much more poverty reduction could be achieved by allocating aid on the basis of how poor countries are as well as on the basis of the quality of their policies. Global poverty reduction requires a partnership in which "third world" countries and governments improve economic policy while "first world" citizens and governments show concern about poverty and translate that concern into effective assistance. In a context of growing interdependence, diversified possibilities for emerging powers to act and more commonly perceived transcendence of domestic subjects to the international arena, Brazil is a singular player: it is facing relevant internal transformations that allow the development of policies for mitigating historic inequalities, such as the ones to fight hunger and poverty; and aims at assuming greater responsibilities in an international arena characterized by growing multipolarity. Brazil's diplomatic corps tries to show the country as a necessary interlocutor and negotiator for the establishment of a more just and democratic world order. In this sense, many public policies associated with the agendas comprised by the concept of food security are instrumentalized by the policymakers as a means to assemble legitimacy, political support and economic opportunities for the South American powerhouse. These dynamics are clearly observed in the relations between Brazil and its African partners, which will be the focus of this paper.Keywords: Brazilian foreign policy; International development cooperation; Brazil-Africa relations; Lula da Silva's government; food security. Tesis por compendio ; [EN] The Non-Tariff Measures (NTMs) include a wide range of issues; those that cover food safety, animal health and plant protection, are known as Sanitary and Phytosanitary (SPS). SPS are a key element in the agrifood trade and a major challenge for trade policy and food safety. The application of the SPS is a dynamic and complex process due to the diversity of actors involved and the heterogeneity of objectives pursued: political, social, economic and environmental. In this global scenario, with increasingly complex regulations and organizations that affect the rules of agricultural trade, it is necessary to know more about its operation. This research aims to improve the understanding of the implementation of SPS in the agrifood trade. It challenges the assumption that the application of MNA is directly or exclusively linked to technical issues or others related to food safety, aiming to investigate other drivers that influence its application. An analysis of the implementation of SPS is carried out through two research questions: Q1) whether the implementation of NTMs is related to the elimination of trade tariffs, ultimately, the existence of policy substitution between NTMs and tariff; Q2) the application of NTMs is motivated by a systematic behaviour, guided by economic considerations and policies beyond the application of specific food notifications and health problems. The Q1 is studied in the countries of the South and East Mediterranean (SEMC) while Q2 is studied at the European Union (EU). The methodology used to address the first hypothesis, the policy substitution, begins with an analysis of the state of the art, continues with the classification into categories based on the use of NTMs and tariffs, and finally applies multiple regression models to test the hypothesis. In this commentary, we discuss a photography competition, launched during the summer of 2014, to explore the everyday stories of how gender plays out within health systems around the world. While no submission fees were charged nor financial awards involved, the winning entries were exhibited at the Global Symposium on Health Systems Research in Cape Town, South Africa, in October 2014, with credits to the photographers involved. Anyone who had an experience of, or interest in, gender and health systems was invited to participate. Underlying the aims of the photo competition was a recognition of the importance of participation of community members, health workers and other non-academics in our research engagement and in venues where their perspectives are often missing. The competition elicited participation from a range of stakeholders engaged in health systems: professional photographers, project managers, donors, researchers, activists and community members. In total, 54 photos were submitted by 29 participants from 15 different nationalities and country locations. We unpack what the photos suggest about gender and health systems and the pivotal role of community-level systems that support health, including that of close-to-community health providers. Three themes emerged: women active on the frontlines of service delivery and as primary unpaid carers, the visibility of men in gender and health systems and the inter-sectoral nature and intra-household dynamics of community health that embed close-to-community health providers. The question of who has the right to take and display images, under what contexts and for what purpose also permeated the photo competition. We reflect on how photos can be valuable representations of the worlds that we, health workers and health systems are embedded in. Photographs broaden our horizons by capturing and connecting us to subjects from afar in seemingly unmediated ways but also reflect the politics, values and subjectivities of the photographer. They represent stereotypes, but also showcase alternate realities of people and health systems, and thereby can engender further reflection and change. We conclude with thoughts about the place of photography in health systems research and practice in highlighting and potentially transforming how we look at and address close-to-community providers.

In the last several years, much has been written about growing economic challenges, increasing income inequality, and political polarization in the United States. Addressing these new realities in America's metropolitan regions, this book argues that a few lessons are emerging: first, inequity is bad for economic growth; second, bringing together the concerns of equity and growth requires concerted local action; and third, the fundamental building block for doing this is the creation of diverse and dynamic epistemic (or knowledge) communities, which help to overcome political polarization and to address the challenges of economic restructuring and social divides. Aim: The accurate mapping of forest carbon stocks is essential for understanding the global carbon cycle, for assessing emissions from deforestation, and for rational land-use planning. Remote sensing (RS) is currently the key tool for this purpose, but RS does not estimate vegetation biomass directly, and thus may miss significant spatial variations in forest structure. We test the stated accuracy of pantropical carbon maps using a large independent field dataset. Location: Tropical forests of the Amazon basin. The permanent archive of the field plot data can be accessed at: http://dx.doi.org/10.5521/FORESTPLOTS.NET/2014_1 Methods: Two recent pantropical RS maps of vegetation carbon are compared to a unique ground-plot dataset, involving tree measurements in 413 large inventory plots located in nine countries. The RS maps were compared directly to field plots, and kriging of the field data was used to allow area-based comparisons. Results: The two RS carbon maps fail to capture the main gradient in Amazon forest carbon detected using 413 ground plots, from the densely wooded tall forests of the north-east, to the light-wooded, shorter forests of the south-west. The differences between plots and RS maps far exceed the uncertainties given in these studies, with whole regions over- or under-estimated by >25%, whereas regional uncertainties for the maps were reported to be <5%. Main conclusions: Pantropical biomass maps are widely used by governments and by projects aiming to reduce deforestation using carbon offsets, but may have significant regional biases. Carbon-mapping techniques must be revised to account for the known ecological variation in tree wood density and allometry to create maps suitable for carbon accounting. The use of single relationships between tree canopy height and above-ground biomass inevitably yields large, spatially correlated errors. This presents a significant challenge to both the forest conservation and remote sensing communities, because neither wood density nor species assemblages can be reliably mapped from space.

Introduction Designating and outlawing enemies of the state - the act of proscription - has a long and ignoble political history that stretches back to the industrious empirebuilding of pre-Christendom Rome. In 82 bc Lucius Cornelius Sulla published lists of those he considered enemies of the state, stripping them of their Roman citizenship, confiscating their wealth, and sanctioning their extrajudicial killing. Cicero, the classical philosopher and statesman was killed under such an order at Sulla's command. Similar proscriptions, under the rubric of "outlawry", were apparent in Britain a millennium later. Before the Magna Carta was signed by King John in 1215, the British sovereign could outlaw foes with the declaration of caput lupinum: literally, "May his be a wolf's head". As with Sulla's proscriptions, a declaration of caput lupinum withdrew state protections from the unfortunate subject, placing him or her on an equal footing with wild animals and thus likewise be killed as such. These are more than interesting historical footnotes. Today, variations of Sulla's proscription have been used energetically in pursuit of today's class of (those designated) terrorist. The powers to outlaw organisations and target extremists employed in Australia, Canada, the UK, US and elsewhere bear a striking resemblance to Sulla's proscriptions. Powers to strip citizenship are already partly in place; the confiscation of wealth is lawful in all Anglosphere states; and extrajudicial killing via drones in the Middle East, North Africa and South Asia is a routine feature of the worldwide campaign by US, UK and allied countries' campaign against Islamic extremism. Since the beginning of the millennium, the upsurge in international terrorism has propelled a radical global revision of anti-terrorism laws, in which proscription plays a central role, funnelling decision-making powers upwards into the hands of the executive and away from the legislature and the judiciary. This is a feature common to the four countries considered in this chapter: Australia, Canada, the UK and US. Referred to here as Anglosphere states (Bennett 2004, 2007), they share a political, legal and institutional framework built on common law principles, a shared language and a commitment to liberal democratic ideas stemming from the Westminster style of government.

Laos is a poor and aid-dependent country in South-East Asia. Its primary education development has depended heavily on external assistance, which has caused some scholars to argue that education policy is shaped by this influence. While major donors have played a significant role in driving Lao primary education development, NGOs are increasingly engaging in the process since Laos has adopted global commitments, particularly the Education for All goals of the Millennium Development Goals. While the Government of Laos values NGOs' contributions as equally to those of major donors, it commonly views NGOs as 'service providers' and major donors as 'policy counterparts'. The government is wary of NGOs' mission and this has also shaped NGOs' space in the policy arena. This thesis has examined the extent to which NGOs have influenced Lao primary education policy since the adoption of the Vientiane Declaration on Aid Effectiveness in 2006. This research draws on a social constructivist epistemology, and data collection employed qualitative methods including semi-structured interviews, analysis of relevant policy documents, and participant observation. The interviews involved 24 participants representing government agencies, NGOs, donor organisations and education specialists. The main focus of interviews was to explore the degree of NGOs' influence on primary education policy, the mechanisms and strategies that NGOs use to exercise their influence, and how such mechanisms and strategies have impacted on their role at policy level. The findings indicate that NGOs have limited influence on Lao primary education policy. Although they have some influence through participating in policy dialogues, they have minimal influence on the outcomes of policy development. The fact that NGOs have limited influence on policy outcomes is attributed partly to their limited financial capacity and partly the limits of their specialised expertise to support and convince the government for policy change. The deciding factor, nevertheless, is the government's reluctance to integrate NGOs' advice and recommendations into Lao primary education policy due to its wariness of NGOs' influence, particularly on politically sensitive issues.

Animal production and health (APH) is an important sector in the world economy, representing a large proportion of the budget of all member states in the European Union and in other continents. APH is a highly competitive sector with a strong emphasis on innovation and, albeit with country to country variations, on scientific research. Proteomics (the study of all proteins present in a given tissue or fluid - i.e. the proteome) has an enormous potential when applied to APH. Nevertheless, for a variety of reasons and in contrast to disciplines such as plant sciences or human biomedicine, such potential is only now being tapped. To counter such limited usage, 6 years ago we created a consortium dedicated to the applications of Proteomics to APH, specifically in the form of a Cooperation in Science and Technology (COST) Action, termed FA1002 - Proteomics in Farm Animals: www.cost-faproteomics.org. In 4 years, the consortium quickly enlarged to a total of 31 countries in Europe, as well as Israel, Argentina, Australia and New Zealand. This article has a triple purpose. First, we aim to provide clear examples on the applications and benefits of the use of proteomics in all aspects related to APH. Second, we provide insights and possibilities on the new trends and objectives for APH proteomics applications and technologies for the years to come. Finally, we provide an overview and balance of the major activities and accomplishments of the COST Action on Farm Animal Proteomics. These include activities such as the organization of seminars, workshops and major scientific conferences, organization of summer schools, financing Short-Term Scientific Missions (STSMs) and the generation of scientific literature. Overall, the Action has attained all of the proposed objectives and has made considerable difference by putting proteomics on the global map for animal and veterinary researchers in general and by contributing significantly to reduce the East-West and North-South gaps existing in the European farm animal research. Evidence shows telehealth has been used in essentially all countries of the world, but is embedded in few. Uses and needs of telehealth vary between the developed and developing world; the latter struggles with both communicable diseases and noncommunicable diseases, and with very few resources. Common clinical applications include teleconsultation, telecardiology (transmission of ECGs), teleradiology, and teledermatology. Many telehealth projects exist throughout Latin America and the Caribbean, Asia, and Africa, but there is little published evidence and only isolated examples of sustained programs, although several sustained humanitarian networks exist. Application of mobile solutions (m-health) is on the rise in many developing countries. Telehealth is still not integrated into existing health care systems globally. Reasons vary: lack of proven large-scale operations, poor evidence base, inadequate implementation, lack of attention to the "soft side" of implementation (readiness, change management), and many others. For the developing world, reasons can be more pragmatic, including limited resources, unreliable power, poor connectivity, and high cost for the poverty stricken – those most in need. Telehealth is poised to improve health and health care in the developing world, driven by both altruistic and profit motives. But to have the desired effect, telehealth must address very specific and evidence-based health "needs" of each facility, region, or country; the shortage of health workers and specialist services; and the required skills upgrading and training, allowing the developing world to establish its own critical mass of experts. This will only be achieved by raising awareness, understanding, and ability regarding telehealth capability and limitations, and by the coordinated political and professional will of all those involved to guide public and private innovation and telehealth integration.Keywords: telehealth, telemedicine, developing countries, e-health, review

The trends indicate increasing prosperity which could lead to welfare gains if a sustained effort is made to reduce income inequality. The patterns in real investment and government consumption are more heterogeneous across countries. The majority of the South American economies, Panama, Mexico and most Caribbean economies have either maintain or increase real levels of investment. International audience ; Housing policies have been at the very core of the national ideology of Singapore since the time of independence in 1965. The task of providing a flat to citizens and permanent residents thanks to the efforts of a public institution has not only been one of pragmatic realism, or an aspect of the application of economic theories pertaining to the sphere of developmentalism, it also constituted a central feature in the collective project of a City-State in which social engineering was conceived as a global duty of the ruling party and comprised various aspects of the organization of everyday life, from urban planning to housing or from education to leisure and civic engagement. With about 80% of the population (5.5 million inhabitants in 2015) housed in flats built by the Housing and Development Board ( HDB), Singapore remains in 2015, in spite of the recent diversification of the housing market, one of the cities in the world in which the share of population housed in publicly built estates is the highest. 95% of the inhabitants of Singapore that are housed in such HDB flats, though, own them on a 99-year lease agreement. In the stronghold of capitalism in South-East Asia, social housing was conceived, since the time of independence, as a way to reinforce private property and the familial values that are attached to it. The object of the present paper is to analyze the evolution of this ideology of social housing in Singapore from the moment of the invention of the HDB as an instrument of national development and social balance to the period of the necessary adaptation of this heritage to the new needs that emerged twenty years after independence and up to more recent challenges posed by the concurrence of alternative models and social imaginaries of housing, such as those embodied by condominiums. ; A Singapore la questione dell'abitare è stata al centro delle politiche pubbliche sin dal periodo del self government nel 1959.
