Using individual-level data from a large number of countries, this paper examines how self-reported subjective well-being depends on own income and reference income, where reference income is defined as the income of professional peers. It uncovers a divide between "old" -low mobility- European countries versus "new" European post-Transition countries and the United States. Whereas in the old Europe, the income of my reference group exerts a negative effect on my individual welfare, it has a positive impact in the new Europe and the United States. This finding is interpreted as reflecting the relative importance of comparisons ("jealousy") versus information ("ambition"), which in turn depends on the degree of mobility and uncertainty in the economy. ; Cet article tente de vérifier la conjecture selon laquelle la répartition du revenu affecte le bien-être des individus de manière différente suivant le degré de mobilité et d'incertitude qui caractérise leur environnement économique. L'accent est mis sur le lien entre satisfaction subjective et revenu du groupe de référence professionnel. Une analyse micro-économétrique portant sur plus d'un million d'observations permet de mettre en évidence une différence transatlantique dans la perception subjective des inégalités, c'est-à-dire une opposition entre les économies stabilisées de la "vieille Europe" d'une part, et les environnements plus mouvementés de la "nouvelle Europe" (centrale et orientale) et des Etats-Unis d'autre part.

In der sozialgeografischen Studie geht es darum, den in der Sozialwissenschaft thematisierten sozialen Strukturwandel - weg von der Klassen- hin zu einer heterogenen Lebensstilgesellschaft - mit quantitativ für ein gesamtes Stadtgebiet verfügbaren Daten der amtlichen Statistik nachzuvollziehen. Als Basis für die analysierten 'Lebensformengruppen' werden aus soziologischen Lebensstilansätzen Selektionskriterien abgeleitet. Im Zentrum des Beitrags steht die Frage, wie sich das Phänomen der neuen Gesellschaftsstrukturen in Form neuer residenzieller Wohnstandortmuster im urbanen Raum abbildet. Es stellt sich heraus, dass für das Wohnstandortverhalten der Haushalte neben den Bedingungen des Wohnungsmarktes sowohl die Zugehörigkeit zu einer bestimmten sozialen Lage als auch die Zugehörigkeit zu einer bestimmten gesellschaftlichen Modernisierungsstufe von entscheidender Bedeutung ist.

Luego de un acelerado crecimiento económico en la segunda mitad del siglo XIX y la primera del siglo XX, el departamento del Atlántico ha experimentado un estancamiento social y económico en las últimas décadas. Los distintos indicadores sociales muestran un deterioro en las condiciones de vida de sus habitantes y en el aparato productivo departamental, lo que no le ha permitido recuperar el papel protagónico de otros años. Se ha generado un proceso de desindustrialización en la estructura económica departamental, el cual, a su vez, ha estado acompañado de una terciarización espuria. Este estancamiento se explica por diferentes factores: el proceso de aglomeración regional que ha experimentado el país, la baja formación del recurso humano, la deficiente infraestructura de servicios y portuaria, la poca vinculación del aparato productivo departamental con los mercados externos y los cambios organizacionales al interior de los grupos económicos nacionales. La consolidación de una zona portuaria sin restricciones de calado, un programa de mejoramiento de la educación departamental y una mayor inserción de la economía local en el mercado internacional serían fundamentales para retomar una senda de crecimiento sostenido. Esta tarea exige la presencia de unos gobiernos locales con balances fiscales sólidos que les permita financiar los proyectos de inversión requeridos.

"German structural policy is characterized by a composite indicator with three targets: (1) minimization of unemployment, (2) maximization of GDP, and (3) equalization of regional unemployment rates. The composite indicator with given target weights is maximized subject to budget constraints and some administrative restrictions. The optimal combinations of target indices obtained for variable weight ratios are to be considered by a policy maker who thereby makes the final choice among already optimized outcomes, not being burdened with adjusting the target weights. The optimization is performed for econometric predictions-2004 which are derived from regional data for 1994-2002. Comparing with the optimal budget distribution, the effciency of the actual 'manual' budget distribution in 2000-2002 is about 4 per cent, that is, the results actually obtained for 6 Bio. EUR could be obtained for 241 Mio.EUR (= 4 per cent of the actual budget). Such a bad implementation of active labour market policies can be responsible for their low efficiency reported in some empirical studies and misinterpreted as their uselessness. Besides, it is found that the most productive jobs (most contributing to GDP) require least subsidies. Finally, taxes expected from new jobs allow to consider the problem from a managerial viewpoint. In particular, the government can maximize tax returns from investments in labour market policies." (author's abstract)

"A composite indicator 'Working conditions' for comparing European countries is constructed from data of the Third European Survey on Working Conditions. The main findings are as follows: (a) European countries differ with respect to working conditions statistically more significantly than with respect to earnings; it implies a quite accurate discrimination threshold in ranking countries with respect to working conditions, (b) working conditions and earnings positively correlate over the whole of Europe but correlate little within single countries; it indicates at the prevailing role of national determinants over professional or social specificities as contributing to the average working conditions, and (c) earnings play no essential role in subjective estimations, including job satisfaction, which mainly depends on working conditions; consequently, more attention should be paid to improving the latter. The same approach is applied to constructing a three-dimensional indicator of Working time, reflecting its aspects duration, location (abnormality), and flexibility. It is found that abnormality and flexibility compensate each other, whereas the duration is not affected by two other factors." (author's abstract)
