The Tanzania News Agency, SHIHATA, began 'licensing' all local and foreign journalists from 1 July 1985, with the full authority of a 1967 law that empowers the Agency to issue press cards to newsmen. The card costs 40,000 Tanzania shillings (about $250).

Just as society protects its members by insisting that automobile drivers be licensed, showing that they have demonstrated certain competencies & are of sufficient age, perhaps it should also require persons to qualify for a license before they could become parents. This license would require a minimum age & the possession of basic skills & knowledge, & would be backed by a system of insurance to protect children against various failures of parents. It is suggested that such requirements already exist for parents adopting children, & that such a policy might ultimately become necessary, considering the unbridled liberties parents take. D.
