The quick setup and establishment of the operating capability of the Center for Transformation is a major prerequisite for a rapid innovation. The methods for realizing the transformation goals are quite obvious: concentrating available forces; establishing local points; putting up with risks. A transformation of this caliber serves the protection of Germany and its citizens, provides the German foreign and security policy with an increased capacity to act and, last but not least, gives the soldiers and the civilian employees of the Bundeswehr the necessary orientation and efficiency. The Bundeswehr is following the U.S. transformation processes with meticulous attention since 1999. The subjects primarily dealt with are the German participation in the "Multinational Interoperability Council (MIC)" and in the "Multinational Joint Concept Development & Experimentation (MN JCS&E)" as well as the integration into the NATO CD&E Program. Australia, Canada, France, Great Britain, and Germany have been invited by the U.S.A. in the understanding that, when related to their size and capacities, they would be capable of assuming the role of a lead nation in coalition operations. Germany takes part in the US CD&E Program in a partner status by having, on the one hand a say and the right to share in decisions on the shaping of the layout of experiments and on the preparation of concepts and doctrines as well as by employing substantial resources on the other hand. The following article provides an overview on the current state of the German participation in the U.S. multinational joint transformation. (Europäische Sicherheit / SWP)
