Proto-straw polls appeared in the presidential election of 1824. These originated out of a combination of the end of the first American party system, the demise of the congressional caucus system of nomination and long-term developments associated with growing democratization, centralization, and quantification. Analysis of 455 survey trends shows that liberal trends outnumbered conservative ones and were particularly strong in race relations and women's rights. Cross-national perspective to the analysis of attitudes toward the welfare state. The data are drawn primarily from the International Social Survey Program (ISSP) (Smith, 1986a, 1986b), as well as from the earlier Political Action study (Barnes et al., 1979; Zentralarchiv fur Empirische Sozialforschung, 1979). ISSP is a continuing annual program of cross-national collaboration. It brings together preexisting national social science projects and coordinates research goals, thereby adding a cross-national perspective to the separate national studies. Topics of collaboration are selected by the group, and a draft questionnaire is designed in British English. (Abstract amended)
