"Elisabeth Scheibelhofer untersucht die sozialen Kontakte und Konfigurationen von jungen, im Ausland lebenden und arbeitenden Wissenschaftlerinnen im Spannungsfeld von selbstbestimmter Transnationalität und ungewollter Arbeitsmigration. Der Beitrag basiert auf den Ergebnissen einer qualitativen Untersuchung, die sich mit den Handlungs- und Mobilitätsorientierungen junger Wissenschaftlerinnen aus Österreich beschäftigte, die zum Untersuchungszeitpunkt in den USA arbeiteten. In der Interpretationsarbeit kristallisierten sich drei Muster von Mobilitätsperspektiven heraus: Neben einer transnationalen Perspektive scheint es den Typus des kurzfristigen Auslandsaufenthalts und der Auswanderung im herkömmlichen Sinn zu geben. Im Beitrag wird anhand von drei exemplarischen Fallbeispielen dargestellt, inwiefern sich die jeweiligen Beziehungsnetzwerke sowohl auf beruflicher als auch privater Ebene komplementär zu den rekonstruierten Mobilitätsperspektiven (Migration, transnationale und kurzfristige Mobilität) gestalten. Für den Typus der transnationalen Mobilität zeigt sich, dass sowohl privat als auch beruflich vielfältige Kontakte zu Personen in beiden Ländern von großer Bedeutung sind, während im Fall des kurzfristigen Aufenthalts in den USA die als wichtig empfundenen Bezugspersonen innerhalb der Familie, die in Österreich lebt, wahrgenommen werden. Für den Fall der Migration wird klar, dass Mobilitätsentscheidungen u. a. nicht von den wichtigsten privaten Interaktionspartnerinnen abhängig gemacht werden können, weil sich der Freundeskreis inzwischen über zwei Kontinente verteilt. Dahingegen werden berufliche Chancen in den USA und die damit verbundenen Netzwerke als tragend erlebt, womit auch die Entscheidung, in den USA zu bleiben, eng verbunden ist - trotz einer weiter bestehenden starken Rückkehrorientierung." "Es werden Ergebnisse einer qualitativen Untersuchung über Mobilitätsorientierungen österreichischer WissenschaftlerInnen diskutiert, die zum Untersuchungszeitpunkt in den USA arbeiteten. Anhand von 21 Fallgeschichten wird eine Typologie von Mobilitätsorientierungen konstruiert, die drei Extreme enthält: Personen, die nach einem begrenzten Aufenthalt wieder nach Österreich zurückkehren; ForscherInnen, die sich transnationale Lebensstile aufgebaut haben (transnationale Mobilität); und eine dritte Gruppe, die dem Typus langfristiger Migration ohne klare Rückkehrabsicht entspricht. Einerseits werden die Ergebnisse mit einschlägigen europäischen Studien zum Thema verglichen, andererseits wird die spezifische Situation der InterviewpartnerInnen in Österreich beleuchtet: Da sie für sich selbst in der österreichischen Forschungslandschaft keine Möglichkeiten sehen, ihre Arbeit adäquat fortzusetzen, entwickeln sie spezifische Strategien, die etwa zu einer Verfestigung ihres Aufenthalts in den USA oder überhaupt zum Ausscheiden aus der Forschung führen können." The European Union has given itself unique worldwide regulations so that EU citizens can port their social rights transnationally in case of migration. Yet this political and legal statement becomes flawed once a sociological perspective is adopted to look into the actual experiences of migrants. TRANSWEL (2015–2018), an ongoing international research project—applying a mixed-method approach to compare four country-pairs (Bulgaria-Germany, Estonia-Sweden, Hungary-Austria, Poland-UK)—has shown that mobile EU citizens are confronted with exclusion and discrimination and that their belonging is put into question. Based on qualitative interviews with migrants, we argue that welfare institutions in the 'old' EU member states (partially) exclude and potentially discriminate against mobile EU citizens. Exclusion and discrimination are mainly based on two types of experiences: First, the difficulty to navigate through a complex system of (transnational) regulations and administrative structures, and second, the burden to prove that one falls into the competency of the member state in question. The article points out that the EU—commonly referred to as the global best-practice example in terms of the portability of social rights—reveals its flaws and limitations once the actual experiences of migrants are scrutinized in this multilevel system of governance.

Based on our longitudinal, in‐depth qualitative research focusing on the social construction of deskilling among highly educated migrants from Central and Eastern European (CEE) member states of the European Union, we will discuss in this article the positioning of the interview partners within the interview situation as interrelated to societal racialised power asymmetries. In this contribution, we exemplify that critical migration research can only be carried out when we reflect on our methods accordingly. To do so, we discuss actual evidence from this ongoing research project: While we see that many of our interview partners from new EU member states are reluctant to point to negative experiences in our conversations, we want to highlight that the potentiality of discrimination is part of the interview setting in our research and thus co‐constructs the empirical data. By analysing a variety of discursive positioning strategies employed by our interview partners that can be understood as strategies to avoid anticipated discrimination, we aim to fulfil the promise of methodological reflexivity and thus contribute to the quality of interview research in the context of migration studies. The aim of this contribution is thus twofold: We want to contribute to methodological discussions as well as refine current research focussing on the racist experiences of CEE migrants.

Migration-induced diversity has led to the global emergence of multilingual life worlds in which language regimes are particularly intertwined with labour markets. Thus, state institutions such as national unemployment services must fulfil a special role in society. In a qualitative research project (2019–2021), we interviewed employees at the Austrian Public Employment Service (AMS) at multiple organisational levels. The results demonstrate diverging and (apparently) contradicting approaches and strategies throughout the organisation concerning the appropriateness of using German exclusively during interactions with clients. This is illustrated along a continuum, ranging from a reflective, critical approach towards linguistic diversity that is at least partly based on ideas promoting the value of multilingualism to frequently encountered notions of the need for monolingualism. Such a framework must be understood by considering the coexistence of diverging ideas and ideologies surrounding multilingualism, as well as a neoliberal working context characterised by new public management and activation policy.

"This edited collection contributes to studies of intra-EU migration and mobility, welfare and European social citizenship by focusing on transnational labour movements from new to the old EU member states (Hungary-Austria, Bulgaria-Germany, Poland-UK and Estonia-Sweden). The volume provides a comparative analysis of formal organization and mobile individuals' use of European social security coordination, which involves mobile Europeans access to and portability of social security rights from the sending to the receiving country (and back). The book discloses the selectivity criteria of welfare provision in four areas (unemployment, family benefits, health insurance and pensions) that lay at heart of European cross-border social security governance. It also identifies specific discourses of belonging (gendered, ethnicized/racialized and class-related images of 'Us' and 'Them') that frame the institutional selectivity by constructing images of mobile EU-citizens 'deserving' or 'non-deserving' social membership. The collection offers a detailed examination of inequality experiences mobile EU citizens from the new EU countries encounter while accessing and porting social security rights across borders. It will be of interest to a wide range of social science and interdisciplinary researchers, students and practitioners as well as those interested in intra-EU migration and mobility, social security, European social citizenship and transnational studies"--
