Street art is a way for people to express their emotions for the public to see. Sometimes it is used as a form of protest that gives a voice to the voiceless. The history of street art in Chile begins in the 1940s when it first appeared in the region. Since then, popularity of street art has grown particularly after the reestablishment of democracy in Chile during the 1990s. The city of Valparaíso, Chile is an international hub for street art. Many murals relate to the political, social, or economic environment in Chile. In this research, I discuss how even though many people view street art as vandalism, a part of urban landscapes, or an aesthetic form, it also exists as a means to communicate social, political, and economic problems, as well as generate emotional responses from the public at large. I do this by focusing on ten murals that appeared around Valparaíso in 2018.

In his day, Raphael Cilento was one of the most prominent and controversial figures in Australian medicine. As a senior medical officer in the Commonwealth and Queensland governments, he was an active participant in public health reform during the inter-war years and is best known for his vocal engagement with public discourse on the relationship between hygiene, race and Australian nationhood. Yet Cilento's work on tropical hygiene and social welfare ranged beyond Australia, especially when he served as a colonial medical officer in British Malaya and in the Mandated Territory of New Guinea. He also worked with the League of Nations Health Organization in the Pacific Islands and oversaw international social welfare programs for the United Nations. On one level, this professional mobility allowed ideas and practices of public health and government to circulate between colonial spaces of northern Australia, the Pacific Islands and Asia. On another, it meant that Cilento's Pacific colonialism and colonial experience shaped his understanding of Australian national health and welfare. Rather than attempt a comprehensive biography of Cilento, this book instead uses this border-crossing career as a means to explore several material and discursive facets of Australia's relationships to the Pacific and the world.

A Transformational Communications Architecture (TCA) has been proposed by the US government with the goal of creating "an Internet in the sky." This thesis presents a framework which places user requirements at the heart of routing and topological decision-making within the TCA. It provides new terminology to describe data transmissions and link characteristics and an approach to formulating cost functions to better meet user needs. The framework is intended to stimulate interest and focus efforts on how to meet military specific requirements by taking advantage of the TCA's diverse capabilities and topology. Cost functions using newly-defined parameters are simulated and shown to improve relevant performance over a traditional routing approach.
