The effort to increase policy formation efficiency has led to the integration of social sciences, cost-effectiveness analyses, & related areas into 'policy science'. An approach is outlined, under the title 'situational normativism', by which these subjects can be applied effectively to actual decisions. It can be seen as a generalized heuristic method, but is situational in approaching each problem individually. This technique begins with a descriptive model of an actual decision situation in terms of participants' values, & applies formal techniques such as mathematical programming to generating prescriptive alternatives which can attain these values in a preferred way, or can attain new values generated during analysis. Consideration of change, implementation, & political feasibility can be incorporated explicitly in the form of constraints to be satisfied. Modified HA.
