This book traces the evolution of concessional financing to Third World countries from its postwar origins in the Marshall Plan to the debt crisis that engulfed virtually the entire Third World in the early 1980s. It documents the evolution of a system of aid provision, of structured access to concessional external financing. The central focus is on how this structure of access to aid has changed over time and shaped development options an choices in the Third World. From this perspective, the emergence of the debt crisis is closely connected to the role of aid in the world economy. Although the debt crisis had other roots as well, this book elucidates an important set of determinants, generally overlooked, within the systems of aid provision itself. It further seeks to show that the debt crisis defines a new era, not simply a set of discrete and extraordinary events beween, say, Mexico's request for rescheduling in August 1982 and Argentina's coming to terms with the International Monetary Fund in September 1984. The debt crisis has profoundly altered the international environment tha Third Wold countries face, and the legacy of debt will continue to be a central focus of international relations and development choices for years to come. "This volume assesses China's Belt and Road Initiative (BRI) as it approaches its tenth year in operation. The programme has gone through a difficult transition since its inception in 2013, with an environment developing in a way utterly unanticipated by Chinese decision-makers. Despite pragmatic adjustments to the BRI, the lack of a firm empirical base has impeded the BRI and led to its demise in many countries. With the accumulation of nearly ten years of project and economic data, it is possible to make an in-depth assessment of the BRI. For this purpose, the study examines the infrastructure component of the BRI in 39 countries, stretching from the Americas to Oceania and, finally, South Asia. The study finds a strong relationship between a country's progress in improved governance and the quality of its infrastructure. Countries that have benefited from the BRI have simultaneously achieved progress in governance areas, such as the rule of law and control of corruption. By not emphasizing improved governance structures, China condemns many of its partners to failure. Researchers, students, and economic development specialists from Latin America to South Asia and Oceania will find this study a useful departure from the volumes of anecdotal BRI assessments"--

This book examines the measurement efforts of several government agencies responsible for some of the most widely watched social indicators on unemployment, life expectancy, crime, and population. It argues these official statistics are dubious at best, not so much objective barometers of social life but socially-constructed metrics.

Robert Goodin passionately and cogently defends the welfare state from current attacks by the New Right. But he contends that the welfare state finds false friends in those on the Old Left who would justify it as a hesitant first step toward some larger, ideally just form of society. Reasons for Welfare, in contrast, offers a defense of the minimal welfare state substantially independent of any such broader commitments, and at the same time better able to withstand challenges from the New Right's moralistic political economy. This defense of the existence of the welfare state is discussed, flanked by criticism of Old Left and New Right arguments that is both acute and devastating. In the author's view, the welfare state is best justified as a device for protecting needy--and hence vulnerable--members of society against the risk of exploitation by those possessing discretionary control over resources that they require. Its task is to protect the interests of those not in a position to protect themselves. Communitarian or egalitarian ideals may lead us to move beyond the welfare state as thus conceived and justified. Moving beyond it, however, does not invalidate the arguments for constantly maintaining at least the minimal protections necessary for vulnerable members of society
