Administrative capacity depends on the nature of the state of which the administrative system is an integral part. In recent years, there has been a revival of debates on the role of public administration under developmental states in Southeast Asia and Latin America. A major analytical component of developmental states has been their administrative capacity and how to build it. There are significant variations in administrative capacity among developmental states caused by divergences in their historical, economic, political, and cultural contexts. This article compares two cross-continental cases (Singapore and Chile) with regard to the formations of developmental states shaping their administrative systems and capacity-building initiatives. It examines the divergences in their state formations and the contextual factors affecting their administrative capacity. The article concludes by making some generalizations, offering an analytical framework for further research, and suggesting policies needed for building effective administrative capacity.Points for practitionersThis article highlights the significance of administrative capacity-building for development. It explores how this capacity is shaped by the formation of the state under which public administration functions. In explaining this relationship between state formation and public administration, the article specifically focuses on the "developmental" state, compares two cross-continental cases (Singapore and Chile) as regards how these two developmental states differ and cause variations in their administrative systems, and explains the major contextual factors leading to such variations. This understanding is crucial to designing effective policies for building administrative capacity in any country depending on its state formation and context.

This paper examines the political economy aspects, particularly the influence of the Clean Development Mechanism, in clean energy and climate change policies in the states of Bahia and Rio Grande do Sul in Brazil. The different mechanisms for responding to climate change are financing opportunities in some of the 'green' industries, but the results show a gap between the initial objectives of global policies and their results. The research identified pitfalls and opportunities for new strategies and mechanisms for boosting clean energy in Brazil and the role that the Clean Development Mechanism and future mechanisms can play in the political economy of clean energy transitions. The paper concludes with a discussion on the lessons learned from experience of the Clean Development Mechanism and its implications for the future of the Paris Agreement.

AbstractUnderstanding the effects of different sources of knowledge acquisition in public organizations has become widely promoted for overcoming sociotechnical challenges through innovation. This study divided the sources of knowledge into external and internal learning mechanisms to assess their divergent effects on incremental and transformative innovations in 82 local governments involved in green and blue infrastructure projects. First, the study tests whether more diverse external sources of knowledge acquisition are more effective in increasing transformative innovation than internal learning mechanisms. The second proposition tests whether internal changes in organizational routines are associated with incremental rather than transformative innovation. Results from mediation analysis using structural equation models confirm that the initial negative effect of external and internal learning mechanisms on innovation can be eliminated, on the one hand, by engaging in more diverse cross-sector collaborations to increase transformative innovations and, on the other hand, by focusing on changing administrative routines to support incremental innovation.

SummaryFor more than six decades, Public Administration and Development has witnessed the way practitioners' and scholars' understanding of public administration for development has evolved. This issue has the objective of reviewing the general trends and knowledge gaps and pinpointing new research topics. Several key aspects of public administration for development were discussed in the 'Symposium on Public Administration for Development: Trends and the Way Forward'. It was held at Fudan University in Shanghai in May–June 2014 to celebrate the 65th anniversary of the journal. This opening essay captures the global trends, setting out its implications for the search into alternative models of public administration and development, particularly reflecting on Asia. The forthcoming Post‐2015 Development Agenda and the Sustainable Development Goals (SDGs) promoted by the United Nations will pose major challenges as the public administrations are ill‐prepared to deal with it. The seven essays themselves engage in key areas of unfinished businesses in setting a research agenda for debates in the future. The authors present a comprehensive, state of the art of the knowledge and the main debates in their areas of expertise. In doing so, they cover a wide range of topics that are relevant for practitioners, students and scholars interested in public administration in both transitional and developing countries. This paper assesses barriers to local biodiversity and ecosystem (BES) governance within cities, drawing on findings from an international expert survey encompassing 45 cities in 25 countries. BES is recognised as a key foundation for sustainable cities, yet current literature indicates that more clarity is needed on the factors which may undermine BES initiatives. Survey findings show broad agreement that officials in development sectors have inadequate BES knowledge, budgets for BES are insufficient, and planners in the locality lack knowledge about BES. Respondents not working for local governments were more likely to see policy change with administrations, budget limitations, and lack of expertise as barriers. Respondents for cities in less-developed countries agreed significantly more that there were harmful cultural activities, and were more concerned that inadequate consideration from governments at different scales and poor internal communication were barriers. Based on the findings, we suggest (a) a need to evaluate the effectiveness of collaboration both within government and between sectors; (b) the importance of building capacity within local government staff, both in techno-scientific knowledge and in engaging the policy landscape with this knowledge; and (c) the importance of further considering how BES conservation may relate to culturally meaningful practices.

AbstractSince 1949, the journal Public Administration and Development has gone through changes in name and scope, in author demographics and background, and in readership and the topics covered. The professional‐oriented articles in the first years of the journal have evolved to become more academic theory‐oriented articles in recent years. Drawing on mixed methods, the authors conducted in‐depth analyses using data from the journal to highlight changes in research themes and geographic foci. The study provides insights into the historical development of public administration in developing contexts, the journal's contributions to the field, and maps out potential future research trends.

Climate change mitigation strategies offer significant societal co-benefits such as improvement in public health, air quality, local economy, and even safety. By considering these co-benefits during the transportation planning process, local governments would be able to link their local appreciate mitigation actions into the Sustainable Development Goals (SDGs), where diverse objectives should be achieved simultaneously. This study first clarifies the co-benefits approach to climate change mitigation in the transport system, by introducing an integrated multiple-impact framework known as A-S-I (Avoid-Shift-Improve) to evaluate the co-benefits. Thereafter, it applies the quantitative modeling approach to assess public health and environmental co-benefits of the implementation of the Tehran Transportation Master Plan, "the TTMP" in the city of Tehran, Iran, which includes targeted interventions such as shifting from private vehicles to the urban transport system, improving vehicle technologies and introducing alternative fuels. The results from the application of "the TTMP" reveal a significant reduction of CO2 and other local air pollutant emissions by 12.9 and 1.4 million tons, respectively, prevention of about 10, 000 mortality cases, and more than USD 35 million savings by 2030.
