Data sinks, carbon services: Waste, storage and energy cultures on Ireland's peat bogs

This article examines strategies by the Irish state to phase out the extraction and burning of peat as a carbon fuel source in relation to the growing energy demands of data centres. One of the major proposals within the 'just transition' for post-extractive peat boglands is to incentivise the construction of data centres and associated energy infrastructures alongside bog reclamation projects to encourage carbon sequestration. These entangled plans for data, energy and carbon 'storage', driven by large-scale and transformative relations to boglands, inherit colonial ways of valuing bogs as 'wastelands' that must be put to work for industrial capital. We argue that through paired digital and green industrial strategies, the transformative energy cultures and frontiers of capital continue to expand beyond the apparent sites of data and energy infrastructural development, penetrating deeper into the earth and its atmosphere.

Closing the deal: What role for the provinces in the final stages of the CETA negotiations?

Why have the negotiations of a Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union taken so long? We argue that the delay is in good part the result of a weakly designed process for intergovernmental decision making: the role for provincial and territorial governments in international trade negotiations is still too limited and does not extend to final decisions about the text of any agreement. The limited role for provinces and the fact that there is no process that requires them to formally commit to an agreement leave open the real possibility that one or more provinces could choose not to fully implement any deal that is concluded. As a result, provinces possess negotiating leverage vis-à-vis Ottawa, thereby making it difficult for the federal government to agree to the trade-offs—which are of a geographical nature in CETA's case—that are necessary for reaching a positive agreement.

KORUS, KOREU und darüber hinaus: Südkoreas Freihandelspolitik in voller Fahrt
Am 1. Januar 2012 tritt das KORUS-Freihandelsabkommen zwischen Südkorea und den USA in Kraft. Mit dem KORUS-Freihandelsabkommen und dem vergleichbar umfangreichen, bereits seit Juli 2011 rechtskräftigen Abkommen mit der EU (KOREU) verfügt Südkoreas exportorientierte Volkswirtschaft über einen nahezu uneingeschränkten Zugang zu den beiden stärksten Wirtschaftsräumen der Welt, die gemeinsam mehr als 50 Prozent des weltweiten Bruttoinlandsprodukts (BIP) erwirtschaften. Nicht zuletzt angesichts der jüngsten globalen Finanz- und Wirtschaftskrise sowie des Stillstands der multilateralen Doha-Verhandlungsrunde zur globalen Handelsliberalisierung, setzen zahlreiche Staaten in Ostasien wie auch Südkorea auf eine expansive und vor allem bilaterale Freihandelspolitik. In Seoul hat diese Politik mit den beiden jüngsten Abkommen ihren vorläufigen Höhepunkt erreicht. Die weitere Handelsstrategie des Landes sieht eine Diversifizierung und Ausweitung der Freihandelspolitik vor. * Insbesondere die jüngeren Abkommen mit Indien, den USA und der EU stellen eine Weiterentwicklung der bisherigen Freihandelspolitik Südkoreas dar. Verglichen mit den anfänglichen Abkommen mit Chile oder auch Singapur haben diese umfangreichen und tiefgreifenden Vereinbarungen eine neue Qualität. * In den neueren bilateralen Freihandelsprojekten Südkoreas mit dem Golfkooperationsrat oder Australien werden zunehmend auch Themen wie Rohstoff- und Ernährungssicherung in den Blick genommen. Mit dem Abschluss der Freihandelsabkommen werden auch politische Ziele verfolgt, wie zum Beispiel die Stärkung der Allianz mit den USA oder das Knüpfen strategischer Partnerschaften über die ostasiatische Region hinaus. * Vor allem für Japan stellen KORUS und KOREU eine ökonomische Herausforderung dar. Es ist möglich, dass nun in Ostasien, wie auch im gesamten pazifischen Raum, weitere große Freihandelsabkommen folgen werden.

From 1940 to 1944 on the plateau Vivarais-Lignon in
southern France, several thousand relatively isolated mountain people
risked their lives and those of their children by sheltering thousands
of refugee Jews from the Nazis and French police. We now know a great
deal more about what happened on that plateau than when Philip Hallie
wrote his famous Lest Innocent Blood Be Shed. Without rejecting
Hallie's brilliant ethical analysis of the nonviolent rescue mission,
this article takes into account twenty years of historical research
unavailable to Hallie in 1979. Finally, it elucidates what we can learn
from these French peasants and other rescuers about creating a world in
which another Auschwitz would be unthinkable.
Contribution de la recherche agricole au développement régional. Le cas des zones de savanes d'Afrique Centrale
Le développement économique de la zone de savanes d'Afrique centrale (800-1400 mm de pluviométrie) est fortement lié à l'amélioration de la production agricole et à l'accroissement des ventes des produits à l'exportation et sur les marchés urbains dans la zone ou en dehors. Les principales contraintes rencontrées par les producteurs sont d'une part la fragilité des écosystèmes (baisse de fertilité du soi, dégradation des parcours) et d'autre part l'instabilité de l'environnement institutionnel et politique (insécurité en milieu rural, faiblesse des services d'appui à l'agriculture et à l'élevage). La filière coton (dont la production a doublé depuis 1993) constitue le principal pôle de stabilité de l'économie régionale. Dans ce contexte. les structures de recherche agronomique du Tchad, de République centrafricaine et du Cameroun. l'IRD, l'Université de Leyde (PaysBas) et le CIRAD ont mis en place un pôle de recherche appliquée. le PRASAC, afin de proposer une offre globale de recherche pouvant traiter des questions communes aux trois pays. L'originalité du pôle est dîntervenir à des échelles complémentaires : la région PRASAC prise dans son ensemble. le terroir villageois. les exploitations agricoles. les systèmes de culture et d'élevage. Les objectifs du PRASAC en matière de gestion de terroir sont abordés en insistant sur les nécessaires collaborations à développer avec les structures de développement intervenant dans ce domaine. A partir d'une approche "gestion de terroir", il sera possible dans une deuxième phase d'intervenir sur un ensemble de terroirs contigus ou emboités constituant une petite région et ensuite d'aborder les problèmes d'appui à la planification régionale qui intéresse des espaces plus vastes. Bien que le PRASAC soit encore au stade de mise en place de ses activités. on aborde en conclusion les points à priori positifs d'un tel dispositif régional de recherche et les contraintes que l'on a pu entrevoir.

The Character of Soviet Economic Relations with Third World Countries

The hypothesis examined here is that the U.S.S.R.'s economic ties with the Third World have essentially the same character as Western-Third World ties. The first section presents data to demonstrate that the U.S.S.R. draws considerable economic advantage from its large trade and loan (aid) activ ity in the Third World. The second section argues that Soviet-Third World eco nomic relations share three important characteristics with Western-Third World economic ties: high profits earned from high prices, reinforcement of an unequal international division of labor, and export of capital. The concluding section has some comments on the principles of socialist foreign economic relations and sug gests that the U.S.S.R.'s behavior is inconsistent with these principles. An appen dix presents evidence that the Soviet economy requires relations with the Third World to provide a market for Soviet output, a source for raw materials, and a site for superprofitable investment.

Late Capitalism, Ernest Mandel's latest and most rigorous work, makes a substantial contribution towards analyzing the dynamics of monopoly capitalism Mandel draws attention to the importance of the distinction between "many capitals" and "social capital " While Mandel begins by rejecting left Keynesianism, he unfortunately reverts in the latter part of Late Capitalism to his earlier underconsumptionism and general equilibrianism His discussion of the "realization problem" ignores capital's nature as self-expanding value Besides its left Keynesiamsm, the other major shortcoming ofLate Capitalism is its view of technol ogical change. The theory of capital accumulation is based on clusters of technological innovations which fall from the sky to spark "long waves" of expan sion. The underlying conception of technology as neutral in the class struggle is characterized as revisionist
