The contemporary debate surrounding hate speech, as manifested on an international level, is examined. Although freedom of speech is an integral part of democratic institutions, it is contended that participants in the debate must consider the costs of maintaining free expression & determine the groups that are victimized by free speech. In addition, it is asserted that the censoring of free expression frequently expurgates those individuals & groups to be protected under such legislation. The implementation of speech codes at US universities during the 1980s is identified as the precursor to political correctness; despite the utopian objectives of political correctness movements, it is claimed that any form of free expression censorship can potentially engender a society of hatred & mistrust. Nonetheless, it is maintained that the deleterious effects of propagandistic hate speech on minority groups necessitate some degree of societal/global intervention to protect targeted groups' rights.
