In the context of the crisis in transatlantic relations elicited by the Iraq war, it is argued that Russia's interests are best served by allying with advanced & responsible states on either side of the Atlantic. Problematic post-Soviet Russia-West relations are outlined before focusing on hot-cold Russia-US relations in the pre- & post-September 11 (2001) & Iraq war contexts. The bases of current Russia-EU relations are delineated, & the possibility of future cooperation is considered. Then, the fading likelihood of Russia involvement with NATO is addressed, particularly in light of the latter's identity crisis. It is concluded that Russia faces a southern threat rather than a Western one, &, given that Russia cannot easily integrate into Western structures, it is likely that it will remain an autonomous actor & develop as a power center, which is taken as a positive development given a prediction that the US will eventually move away from unilateral global management. (BIOst-Ldg)
