Abstract
This article challenges conventional views of international law textbooks as mere instructional tools and explores them as powerful sites for shaping knowledge and the discipline. Drawing on empirical methods and critical theory, we analyse the 10 main international law textbooks used in Brazil and conduct interviews with their authors to illuminate the textbooks' complexities and their potential for shaping the discipline and the profession. The article delves into the tension between the structure of international law as depicted in the textbooks and the agency of their authors, investigating the authors' identities and backgrounds. Brazil serves as a compelling case study due to its numerous international law textbooks and their widespread use. Our results indicate a predominant universalist approach in Brazilian textbooks and their connection to the French international law tradition. Moreover, the study sheds light on the Brazilian 'invisible college' of international lawyers, revealing gender and racial disparities and institutional centralities. It also uncovers crucial omissions in the textbooks, such as the relationship of international law to colonialism, slavery, race, gender and economic inequality. Overall, this study offers a comprehensive understanding of international law as a field in Brazil and provides a valuable methodological framework for future research on textbooks' role in shaping the discipline.

Este artigo analisa o metadebate e as mudanças concretas observadas na política comercial brasileira em período recente (2015-2018), para avaliar a influência de iniciativas como a da Parceria Transpacífico (conhecida pela sigla em inglês, TPP) e de outras similares, no processo de reinvenção da estratégia de desenvolvimento do Brasil. O artigo está organizado em três tópicos, em que elaboramos uma noção de metadebate para interpretar as narrativas sobre a ordem global e desenvolvimento encontradas na formulação de política para o comércio exterior no Brasil, revisamos políticas brasileiras que podem ser desafiadas pelo "padrão regulatório TPP" e, por fim, analisamos as iniciativas de política comercial e de investimento brasileiras que se apresentam como alternativas ao modelo-TPP. Comparando a política comercial e de investimento do Brasil, na prática, com o metadebate que desponta nos meios de formulação de política nos últimos dois anos, concluimos que o Brasil continua a oferecer respostas pragmáticas à ordem econômica internacional hoje em profunda transição.

Investiga-se, neste artigo, como o governo brasileiro participa das negociações envolvendo comércio digital com vista a sua regulação nas esferas multilateral, regional e bilateral, à sombra dos principais modelos regulatórios estrangeiros em competição. O artigo documenta como a posição brasileira é constituída e reconstituída e quais fatores determinam tais mudanças. Argumenta-se que a abordagem brasileira à regulação de comércio digital mudou substancialmente depois de 2018. Se, até 2018, a abordagem brasileira era defensiva e fortemente determinada por sua agenda de governança nacional de Internet, atualmente, a posição do Brasil é substituída por uma abordagem mais liberal à regulação do comércio digital, mais próxima do modelo regulatório dos Estados Unidos. Essa nova abordagem inspirou o Brasil a aprovar dois novos acordos de comércio: o Acordo de Livre Comércio entre Brasil e Chile e o Acordo sobre Comércio Eletrônico do Mercosul. Trabalha-se com a hipótese de que essa mudança de posição está calcada em uma orientação deliberada de política externa do governo brasileiro de alinhamento aos Estados Unidos, sob a liderança do Ministério da Economia do Brasil, afetando as estratégias de negociação de regras de comércio, inclusive digital, e induzindo reformas nacionais no setor. Este artigo combina revisão de literatura especializada e de policy papers, análise de documentos primários e entrevistas com representantes do governo brasileiro.

The goal of this article is to contextualize the regulation of investment in Angola and Brazil, contrasting their distinctive approaches during the 1990s and the beginning of the years 2000, and analyzing how their divergent approaches were reconciled with the signature of the ACFI, in the beginning of 2015.
