Um die Sowjetunion und die anderen Ostblockstaaten zur Einhaltung der Vereinbarungen anzuhalten, die im KSZE-Schlußdokument 1975 festgeschrieben worden waren, sollten die westlichen Staaten bei der KSZE-Nachfolgekonferenz in Wien darauf zu drängen, ein Überwachungssystem zu etablieren. Folgendes Modell wäre denkbar: Nationale Teams wären befugt, ungehindert zu überprüfen, ob die in Helsinki getroffenen Vereinbarungen eingehalten werden. Ein solches System wäre nach Ansicht des Autors notwendig, um zu verhindern, daß der gesamte Helsinki-Prozeß zur politischen Farce wird.(SWP-Mgr)
