Power industry is undergoing restructuring throughout the world. The traditional vertically monopolistic structure has been deregulated and replaced by gencos, transcos and discos with competition introduced to gencos and discos in order to reach higher efficiency in electricity production and utilization. A lot of power markets have been established for the purpose. However for different countries, the principal objectives and considerations of power system deregulation are different. In this paper special considerations on power system deregulation of developing countries in Asia are discussed. Two regional power markets in China are used as examples. It is shown that for developing countries, the main objectives of power system deregulation are to attract various investments to power industry in order to meet the fast growth of electric demand caused by blooming economy and in the meantime to reduce government commitment and functions in power industry. Only this way, the power industry, as a significant infrastructure, can realize sustainable development at high efficiency. It is also shown that in the market environment, how to realize optimal system planning and reliable operation at acceptable electricity prices with qualifies service and how to transit to the market environment smoothly at lowest costs and lowest risks should be considered thoroughly. © 2005 IEEE. ; published_or_final_version

Background: The use of process evaluations is a growing area of interest in research groups working on complex interventions. This methodology tries to understand how the intervention was implemented to inform policy and practice. A recent systematic review by Liu et al. on process evaluations of complex interventions addressing non-communicable diseases found few studies in low- and middle- income countries (LMIC) because it was restricted to randomized controlled trials, primary healthcare level and non-communicable diseases. Yet, LMICs face different barriers to implement interventions in comparison to high-income countries such as limited human resources, access to health care and skills of health workers to treat chronic conditions especially at primary health care level. Therefore, understanding the challenges of interventions for non-communicable diseases and neglected tropical diseases (diseases that affect poor populations and have chronic sequelae) will be important to improve how process evaluation is designed, conducted and used in research projects in LMICs. For these reasons, in comparison to the study of Liu et al., the current study will expand the search strategy to include different study designs, languages and settings. Objective: Map research using process evaluation in the areas of non-communicable diseases and neglected tropical diseases to inform the gaps in the design and conduct of this type of research in LMICs. Methods: Scoping review of process evaluation studies of randomized controlled trials (RCTs) and non-RCTs of complex interventions implemented in LMICs including participants with non-communicable diseases or neglected tropical diseases and their health care providers (physicians, nurses, technicians and others) related to achieve better health for all through reforms in universal coverage, public policy, service delivery and leadership. The aspects that will be evaluated are as follows: (i) available evidence of process evaluation in the areas of non-communicable diseases and neglected tropical diseases such as frameworks and theories, (ii) methods applied to conduct process evaluations and (iii) gaps between the design of the intervention and its implementation that were identified through the process evaluation. Studies published from January 2008. Exclusion criteria are as follows: not peer reviewed articles, not a report based on empirical research, not reported in English or Spanish or Portuguese or French, reviews and non-human research. Discussion: This scoping review will map the evidence of process evaluations conducted in LMICs. It will also identify the methods they used to collect and interpret data, how different theories and frameworks were used and lessons from the implementation of complex interventions. A question arising from the COVID-19 crisis is whether the merits of cases for climate policies have been affected. This article focuses on carbon pricing, in the form of either carbon taxes or emissions trading. It discusses the extent to which relative costs and benefits of introducing carbon pricing may have changed in the context of COVID-19, during both the crisis and the recovery period to follow. In several ways, the case for introducing a carbon price is stronger during the COVID-19 crisis than under normal conditions. Oil costs are lower than normal, so we would expect less harm to consumers compared to normal conditions. Governments have immediate need for diversified new revenue streams in light of both decreased tax receipts and greater use of social safety nets. Finally, supply and demand shocks have led to already destabilized supply-side activities, and carbon pricing would allow this destabilization to equilibrate around greener production for the long-term. The strengthening of the case for introducing carbon pricing now is highly relevant to discussions about recovery measures, especially in the context of policy announcements from the European Union and United States House of Representatives. Key Policy Insights: • Persistently low oil prices mean that consumers will face lower pain from carbon pricing than under normal conditions. • Many consumers are more price-sensitive during the COVID-19 context, which suggests that a greater relative burden from carbon prices would fall upon producers as opposed to consumers than under normal conditions. • Carbon prices in the COVID-19 context can introduce new revenue streams, assisting with fiscal holes or with other green priorities. • Carbon pricing would contribute to a more sustainable COVID-19 recovery period, since many of the costs of revamping supply chains are already being felt while idled labor capacity can be incorporated into firms with lower carbon-intensity.

Governments use flood maps for city planning and disaster management to protect people and assets. Flood risk mapping projects carried out for these purposes generate a huge amount of modelling results. Previously, data submitted are highly condensed products such as typical flood inundation maps and tables for loss analysis. Original modelling results recording critical flood evolution processes are overlooked due to cumbersome management and analysis. This certainly has drawbacks: the 'static' maps impart few details about the flood; also, the data fails to address new requirements. This significantly confines the use of flood maps. Recent development of point cloud databases provides an opportunity to manage the whole set of modelling results. The databases can efficiently support all kinds of flood risk queries at finer scales. Using a case study from China, this paper demonstrates how a novel nD-PointCloud structure, HistSFC, improves flood risk querying. The result indicates that compared with conventional database solutions, HistSFC holds superior performance and better scalability. Besides, the specific optimizations made on HistSFC can facilitate the process further. All these indicate a promising solution for the next generation of flood maps.
