Like other EU Member States, Austria will meet the substitution target of the EU European Renewable Energy Directive for transportation almost exclusively by first generation biofuels, primarily biodiesel from oilseed rape (OSR). Genetically modified (GM) plants have been promoted as a new option for biofuel production as they promise higher yield or higher quality feedstock. We tested implications of GM OSR application for biodiesel production in Austria by means of high resolution spatially explicit simulation of 140 different coexistence scenarios within six main OSR cropping regions in Austria (2400 km2). We identified structural land use characteristics such as field size, land use diversity, land holding patterns and the proportion of the target crop as the predominant factors which influence overall production of OSR in a coexistence scenario. Assuming isolation distances of 800 m and non-GM-OSR proportions of at least 10% resulted in a loss of area for cultivation of OSR in all study areas ranging from −4.5% to more than −25%, depending on the percentage of GM farmers and on the region. We could show that particularly the current primary OSR cropping regions are largely unsuitable for coexistence and would suffer from a net loss of OSR area even at isolation distances of 400 or 800 m. Coexistence constraints associated with application of GM OSR are likely to offset possible GM gains by substantially reducing farmland for OSR cultivation, thus contradicting the political aim to increase domestic OSR area to meet the combined demands of food, feed and biofuel production.

The European Union's (EU) new legislation concerning Invasive Alien Species (IAS) is a ground-breaking and commendable attempt to set a common standard for combating IAS across political jurisdictions at a multinational scale. However, the regulation, underpinned by a list of IAS of Union concern, affords Member States a degree of operational flexibility and its successful implementation will be dictated by appropriate national enforcement and resource use. In evaluating this EU legislation, we provide pragmatic recommendations based upon a geo-political analysis of the pan-European capabilities to combat IAS and discuss measures to avoid the risk that the regulation will promote a piecemeal response by stakeholders instead of a truly collaborative effort. We highlight a major deficit in the funding mechanisms to support a comprehensive implementation of the legislation and stress the importance of consultation with the broader scientific community, including with key stakeholders, businesses and the general public. Our recommendations will create incentives for industries, raise awareness among citizens and stakeholders, and help establish a social norm for the EU and further afield. The legislation offers a collaborative Europe the chance to demonstrate its commitment to tackling the problems of IAS and to achieve a successful conservation breakthrough of international importance.

Globalization and economic growth are widely recognized as important drivers of biological invasions. Consequently, there is an increasing need for governments to address the role of international trade in their strategies to prevent species introductions. However, many of the most problematic alien species are not recent arrivals but were introduced several decades ago. Hence, current patterns of alien-species richness may better reflect historical rather than contemporary human activities, a phenomenon which might be called "invasion debt." Here, we show that across 10 taxonomic groups (vascular plants, bryophytes, fungi, birds, mammals, reptiles, amphibians, fish, terrestrial insects, and aquatic invertebrates) in 28 European countries, current numbers of alien species established in the wild are indeed more closely related to indicators of socioeconomic activity from the year 1900 than to those from 2000, although the majority of species introductions occurred during the second half of the 20th century. The strength of the historical signal varies among taxonomic groups, with those possessing good capabilities for dispersal (birds, insects) more strongly associated with recent socioeconomic drivers. Nevertheless, our results suggest a considerable historical legacy for the majority of the taxa analyzed. The consequences of the current high levels of socioeconomic activity on the extent of biological invasions will thus probably not be completely realized until several decades into the future. ; Peer reviewed

AlienScenarios, a three-year project starting in March 2019, will evaluate for the first time the range of plausible futures of biological invasions for the 21st century. AlienScenarios consists of seven project partners and seven integrated complementary subprojects. We will develop the qualitative narratives for plausible futures of global alien species richness and impacts in the 21st century – the Alien Species Narratives (ASNs). The ASNs further serve as overarching concept to parameterize quantitative models of global, continental and regional futures of biological invasions. We will also establish the first global mechanistic invasion model considering major processes of biological invasions such as source pools, driver dynamics and establishment rates. Further, we will assess the impacts of invasive alien species (IAS) in terms of economic costs according to the different ASNs. In addition, we will assess the consequences of different levels of implementation of the European Union Regulation on IAS. Providing some more detailed regional information, we will analyse changes of the functional composition of communities in mountain regions under different scenario storylines and will extend the analyses to the Global South using Panama as a country-level case study. Finally, the results of the other WPs will be synthesized, and the approach and results of AlienScenarios will be discussed with and communicated to stakeholders and the wider community. AlienScenarios will provide crucially needed insights for pro-active alien species management and policy. It will thus make an important contribution to global assessments and projections of biodiversity and ecosystem services, as well as regional policies (e.g. EU regulation on IAS).

Biodiversity data are being collected at unprecedented rates. Such data often have significant value for purposes beyond the initial reason for which they were collected, particularly when they are combined and collated with other data sources. In the field of invasion ecology, however, integrating data represents a major challenge due to the notorious lack of standardisation of terminologies and categorisations, and the application of deviating concepts of biological invasions. Here, we introduce the SInAS workflow, short for Standardising and Integrating Alien Species data. The SInAS workflow standardises terminologies following Darwin Core, location names using a proposed translation table, taxon names based on the GBIF backbone taxonomy, and dates of first records based on a set of predefined rules. The output of the SInAS workflow provides various entry points that can be used both to improve coherence among the databases and to check and correct the original data. The workflow is flexible and can be easily adapted and extended to the needs of different users. We illustrate the workflow using a case-study integrating five widely used global databases of information on biological invasions. The comparison of the standardised databases revealed a surprisingly low degree of overlap, which indicates that the amount of data may currently not be fully exploited in the original databases. We highly recommend the use and development of publicly available workflows to ensure that the integration of databases is reproducible and transparent. Context: Large near-natural rivers have become rare in Europe, a fact reflected in the high conservation status of many riverine ecosystems. While the Balkan still harbors several intact river corridors, most of these are under pressure from planned hydropower constructions. Unfortunately, there is little information available on the hydromorphodynamics and biota of Balkan rivers under threat. Objectives: We present a synthesis of research on the Vjosa in Southern Albania. Here, longitudinal continuity in water flow, undisturbed sediment transport and intact fluvial dynamics are still maintained, but threatened by two large dams planned in its downstream section. We intend to provide a first multidisciplinary inventory of this river system as an example of the knowledge base required for sound water management decisions in the Balkans. Methods: Based on field work of a multidisciplinary consortium of scientists from Albania and other countries conducted from 2017 onwards, we summarize the most important findings on geomorphology of the riverine landscape, habitat turnover rates, vegetation ecology and selected animal taxa. Results: We found evidence that significant areas (86%) of the river corridor are covered by habitats listed in Annex 1 of the European Union Habitats Directive. These are associated with a high number of threatened biota. Conclusions: Our findings underscore the value of the Vjosa as one of the few remaining reference sites for dynamic floodplains in Europe and as a natural laboratory for interdisciplinary research. The paper provides the first estimate of the composition and structure of alien plants occurring in the wild in the European continent, based on the results of the DAISIE project (2004-2008), funded by the 6th Framework Programme of the European Union and aimed at >creating an inventory of invasive species that threaten European terrestrial, freshwater and marine environments>. The plant section of the DAISIE database is based on national checklists from 48 European countries/ regions and Israel; for many of them the data were compiled during the project and for some countries DAISIE collected the first comprehensive checklists of alien species, based on primary data (e.g., Cyprus, Greece, F. Y. R. O. Macedonia, Slovenia, Ukraine). In total, the database contains records of 5789 alien plant species in Europe (including those native to a part of Europe but alien to another part), of which 2843 are alien to Europe (of extra-European origin). The research focus was on naturalized species; there are in total 3749 naturalized aliens in Europe, of which 1780 are alien to Europe. This represents a marked increase compared to 1568 alien species reported by a previous analysis of data in Flora Europaea (1964-1980). Casual aliens were marginally considered and are represented by 1507 species with European origins and 872 species whose native range falls outside Europe. The highest diversity of alien species is concentrated in industrialized countries with a tradition of good botanical recording or intensive recent research. The highest number of all alien species, regardless of status, is reported from Belgium (1969), the United Kingdom (1779) and Czech Republic (1378). Biological invasions continue to threaten the stability of ecosystems and societies that are dependent on their services. Whilst the ecological impacts of invasive alien species (IAS) have been widely reported in recent decades, there remains a paucity of information concerning their economic impacts. Europe has strong trade and transport links with the rest of the world, facilitating hundreds of IAS incursions, and largely centralised decision-making frameworks. The present study is the first comprehensive and detailed effort that quantifies the costs of IAS collectively across European countries and examines temporal trends in these data. In addition, the distributions of costs across countries, socioeconomic sectors and taxonomic groups are examined, as are socio-economic correlates of management and damage costs. Total costs of IAS in Europe summed to US$140.20 billion (or €116.61 billion) between 1960 and 2020, with the majority (60%) being damage-related and impacting multiple sectors. Costs were also geographically widespread but dominated by impacts in large western and central European countries, i.e. the UK, Spain, France, and Germany. Human population size, land area, GDP, and tourism were significant predictors of invasion costs, with management costs additionally predicted by numbers of introduced species, research effort and trade. Temporally, invasion costs have increased exponentially through time, with up to US$23.58 billion (€19.64 billion) in 2013, and US$139.56 billion (€116.24 billion) in impacts extrapolated in 2020. Importantly, although these costs are substantial, there remain knowledge gaps on several geographic and taxonomic scales, indicating that these costs are severely underestimated. We, thus, urge increased and improved cost reporting for economic impacts of IAS and coordinated international action to prevent further spread and mitigate impacts of IAS populations.
