We construct a new time series on the Canadian female/male pay ratio. The new series is based on wage data rather than the earnings data that have been used in the past. Wages more closely correspond to the price of labour, while earnings combine information on the price of labour with information on decisions of how much to work. Our results reveal significant differences between the wage- and earnings-based series. Most importantly, the wage series reveals that women have continued to make progress over the last 15 years.
In this paper, we assemble data from several household surveys to document how pension coverage of young and prime‐aged workers has evolved in Canada between the mid‐1980s and the mid‐1990s. We show that between 1986 and 1997 pension coverage has fallen significantly for men, has dropped slightly for young women, and has increased for prime‐aged women. The decline in union density and employment shifts towards low‐coverage industries explain most of the decline in pension coverage of men and young women. In contrast, most of the increase in coverage of prime‐aged women remains unexplained. While pension coverage has fallen for men and young women, their real average contributions to registered retirement savings plan (RRSPs) have increased substantially. As a result, the sum of the amounts they contributed to registered pension plans (RPPs) and RRSPs has increased markedly.
AbstractThis qualitative study examined caregivers' experiences with SafeCare®, an evidence‐based programme that focuses on child neglect through modules on health, safety, and parenting. Shortly after completing SafeCare, 30 caregivers participated in a semi‐structured interview about their experiences with the programme. Overall, caregivers indicated that the programme helped with improvements in their parenting skills. Among the factors that contributed to a positive experience were the simplicity of language, the skills‐based approach, and the quality of the relationship with the SafeCare provider. Caregivers also noted several factors that made it difficult to fully benefit from the programme, including financial constraints, removal of their child from the home, and general distrust towards the child welfare system. Findings provide relevant information for SafeCare providers in terms of identifying areas that work well for caregivers completing the programme, as well as areas that might serve as impediments. Implications for contemporary child welfare practice are also considered.
PURPOSE: The purpose of this article is to examine access to and continuity of French-language healthcare and social services in Ontario's Champlain region through an analytical framework that incorporates people seeking care, their caregivers and the linguistic component of care into a health and social service system bounded by community, organizational, political and symbolic structures. METHODS: Experiences of French-speaking seniors seeking care and those of health and social service providers and managers from two qualitative exploratory studies are used to describe trajectories through the system. RESULTS: Participants exposed how, together with community vitality, issues within each of the system's symbolic, political or regulatory and organizational structures influence these trajectories. CONCLUSIONS: To meet the needs of francophone seniors, additional work is needed to increase French-language services coordination within the organizational, regulatory and policy structures of the health and social service system.
