Despite significant efforts to end it, violence, abuse and neglect continue to contribute to preventable harms and deaths among people using disability services. To explore why these harms persist and what is needed to prevent them, we examine the safety-related attitudes and practices among frontline staff delivering services in the context of an individualized funding scheme, Australia's National Disability Insurance Scheme (NDIS). Analysis of survey data (n=2341) showed almost half of frontline disability workers were aware of harms affecting clients in the past year, and three in five felt their employers' safety and incident reporting protocols were inadequate. Workers' accounts of barriers to performing their safeguarding roles underline how government's meta-regulatory approach is enabling provider organizations to prioritise financial concerns and tolerate high safety risks. We argue that advancing the rights of people with disability to be safe from harm whilst engaged in social services requires changes in their external regulatory environments and in structures of power between workers and managers, so that policy, funding and regulatory settings enable appropriate local safety practices to flourish.

Paid work promises pathways to financial security and wellbeing for families, yet variable scheduling and low pay can interfere with the routines and rhythms of family life, and contribute to caregiving challenges and stress. Using qualitative data from a survey of retail workers, this article shows how Australian employment policies have enabled flexibility practices to be strongly oriented around the needs of employers, reducing employees' resources for care. We develop the concept of 'care theft' from employees' accounts of the ways flexible scheduling and low pay converge to transform and deplete their temporal, financial and ethical resources for care. As an extension of 'time theft' and alternative to individualised notions of 'work-family balance', care theft helps make visible the ways employment practices strip resources for care from working people, and shift risk to low-income families and communities.

AbstractAs part of a broader program of market reform, China's local governments are progressing an agenda of purchasing child welfare and other social services from the nongovernment sector, primarily to expand capacity and address vast unmet need. This paper draws on current research evidence to explore the approaches to purchasing emerging in China, examining the rationale for purchasing and models of supply, competition, and regulation. While some approaches are modeled on direct service contracting, direct purchasing of social service "posts" is also used, aimed at achieving goals of professionalization alongside service expansion. Overall, the review shows purchasing is helping to rapidly expand service scale and capacity; however, regulatory strategies for managing and mitigating risks to quality and access appear lacking. This highlights the need for further scholarship aimed at developing the robust risk management strategies which are required to support high quality, sustainable provision of purchased services.

Successive Australian Governments have sought to improve the capacity of the employment service system to build jobseekers' skills and capabilities and to promote transitions from income support to paid work. Yet despite these efforts, many jobseekers experience only short periods of employment, moving repeatedly between joblessness and positions with low skill requirements, low pay and few or fluctuating hours. This article explores ways to achieve more sustained transitions from welfare to work for disadvantaged jobseekers. We draw on data from a qualitative study of employment service providers who assisted jobseekers into work and the managers in the organisations that employed them. These informants' perspectives underline the importance of improving the quality of jobs that require low levels of skills and experience and demonstrate some ways employers and employment services can better work together and provide more enduring and effective forms of support.

Does being self-employed, as opposed to being an employee, make a difference to how parents with young children can balance work and family demands? Does self-employment facilitate more equal gender divisions of labour? This article uses the Australian Time Use Survey to identify associations between self-employment and mothers' and fathers' time in paid work, domestic labour and childcare and when during the day they perform these activities. The time self-employed mothers devote to each activity differs substantially from that of employee mothers, while fathers' time is relatively constant across employment types. Working from home is highly correlated with self-employment for mothers, implying the opportunity to be home-based is a pull factor in mothers becoming self-employed. Results suggest mothers use self-employment to combine earning and childcare whereas fathers prioritize paid work regardless of employment type. Self-employment is not associated with gender redistribution of paid and unpaid work, although it facilitates some rescheduling.

This article explores the retention of managers in voluntary sector community services. Qualitative research in New South Wales, Australia, shows managers and non-managers alike are sustained by opportunities to 'make a difference'. However, management roles are perceived as unappealing because of hefty administration, low pay and limited opportunities to advance. Multivariate analysis indicates that managerial staff are more committed to remain in community services than their non-managerial counterparts. However, this depends on other factors, including the extent to which managerial roles involve frontline service provision. We suggest ways to retain voluntary sector managers, focusing on job design, particularly for manager-practitioners.

In June 2006, the Australian Government Office for Women in the Department of Families, Community Services and Indigenous Affairs (FaCSIA) engaged the Social Policy Research Centre (SPRC) at the University of New South Wales to research how culturally and linguistically diverse (CALD) women participate in sport and recreation, and the factors that may limit their full involvement. The project is designed to inform the development of policies and programs to effectively support the inclusion of CALD women in sport and recreation activities in Australia in playing and in non-playing roles. This report examines the experiences, practices and perceptions of representatives from 15 sporting, cultural, and women's organisations about CALD women's involvement in sport and recreation activities, and strategies for supporting their involvement.

Using a case study of Australia's National Disability Insurance Scheme, this article examines the role of prices in individualised funding schemes. It argues that prices were set too low to cover the full costs of disability support, placing pressure on relationship-building and other tasks required for high-quality care. We argue that the use of prices as mechanisms for cost containment in individualised funding schemes is predicated on the undervaluation of care. Our analysis can inform discussion among scholars, activists, policymakers and others about the design and impact of individualised funding, and the challenge of fully valuing care under market-based approaches.

AbstractMany child protection systems struggle to implement effective models of frontline practice in the context of high caseloads, increasing costs, and compliance‐focused bureaucratic cultures. This article discusses changes brought about by "Practice First," a framework for practice introduced to improve the quality and effectiveness of child protection work in New South Wales, Australia. Findings drawn from quantitative and qualitative research with practitioners show that the initiative was effective in changing cultures of practice. It enabled workers to spend more face‐to‐face time with families and build relationships and was perceived to improve the quality of decision‐making. At the same time, the article highlights difficulties in attempting to embed change in practice cultures when broader systemic challenges persist.

AbstractMigrants are important both as providers and users of paid care services in Australia, yet migration has rarely featured in Australian strategies to grow and sustain the paid care workforce. Correspondingly, Australia is rarely mentioned in the international scholarship on care and migration that has burgeoned since the 1990s. This article shows the ways that service providers, consumer advocates, unions and scholars have begun to bring migration into debates about workforce growth in two of Australia's most significant areas of paid care: aged care and childcare. Drawing on submissions to national enquiries in both areas, we identify the actors who have sought to adjust Australia's migration settings to respond to growing demand for care, and explain the rationales – which differ between the sectors – underlying their advocacy for change.

Community service agencies work independently, together, and with governments and community members to build social relationships, promote access and participation, and ensure quality of life, especially for people experiencing hardship. The quality and effectiveness of these services depends on a high quality, capable, and sustainable workforce. Around Australia, developing and sustaining the non-government sector workforce has become a shared goal of government agencies, peak bodies, unions and employers. The research contained in this report was conducted to obtain evidence which is specific to New South Wales (NSW), and can inform local strategies for building capacity and sustainability. The project was developed in response to a request from the Department of Premier and Cabinet (DPC) and the Department of Community Services (DoCS), following the development of workforce initiatives by NSW Government Human Service CEOs and the Forum of Non-Government Agencies (FONGA) in 2008. The exploratory study consisted of four strands: a literature and data review; the NSW non-government organisation (NGO) community services workforce survey; focus groups with workers; and stakeholder interviews. Together, the strands provide vital information about the state of the non-government sector workforce, highlighting strengths and challenges, and possible strategies for reform.

China adopted neoliberal approaches to improve the supply of quality social services in the early 2000s. How did the Chinese government manage the financial and quality risks of increasing the provision via government purchasing and how did it differ from other countries? The article examines the policy trajectory of early childhood education and care in China and Australia on this question. Policy analysis of the effect of purchasing on the cost to government and quality of services shows how both countries used subsidy arrangements to engage non-profit and private providers to expand supply. When faced with market risks, they both tightened regulations, but China differed in the speed and strength of their response, restricting the proportion of private providers. The findings have implications for understanding the risks of relying on market forces in other social service sectors, and how policy can effectively respond.

AbstractCOVID-19 rapidly altered patterns of domestic and family violence, increasing the complexity of women's needs, and presenting new barriers to service use. This article examines service responses in Australia, exploring practitioners' accounts of adapting service delivery models in the early months of the pandemic. Data from a qualitatively enriched online survey of practitioners (n = 100) show the ways services rapidly shifted to engage with clients via remote, technology-mediated modes, as physical distancing requirements triggered rapid expansion in the use of phone, email, video calls and messaging, and many face-to-face interventions temporarily ceased. Many practitioners and service managers found that remote service delivery improved accessibility and efficiency. Others expressed concerns about their capacity to assess risk without face-to-face contact, and were unsure whether new service modalities would meet the needs of all client groups and reflect best practice. Findings attest to practitioners' mixed experiences during this period of rapid service innovation and change, and underline the importance of monitoring emerging approaches to establish which service adaptations are effective for different groups of people, and to determine good practice for combining remote and face-to-face service options in the longer term.
