The 2009 Iranian elections have highlighted the fact that people want their votes counted honestly and in a transparent process. The heightened focus on meaningful standards is an opportunity for election monitoring organizations to expand and refine the core standards they apply. Discusses Somaliland's quest for international recognition as an independent state amid the instability of Somalia & the latter's determination to reincorporate the former. Some historical background is provided. Somalia's lawlessness are seen as impeding the international community's doing more than lauding Somaliland's democratic development. It is contended that while recognition might prove unreachable, not only is there a case for international protection & support for Somaliland, but its legal claim for recognition has persuasive grounding. It is concluded that the elements for a road map to survival exist, even if an opportunity to recognize Somaliland has passed, & how to begin protecting the province's de facto independence is touched on. y.
The Millennium Challenge Act of 2003 created the Millennium Challenge Account, "a bold, fresh approach to development assistance." Currently, there are 17 MCC-eligible countries and 13 countries eligible for aid under the FY2004 and FY2005 "Threshold Programs," all hoping to take advantage of MCA, which aids countries that have a per capita GDP lower than $1,415 and maintain a low level of corruption, and be passed by the MCC board to receive grant funding. The article also discusses the importance of the MCA, problems that it has encountered and recommendations for keeping it reputable and functional.
