The COVID-19 pandemic represents an enormous challenge for healthcare systems around the globe. Using original panel survey data for the case of Germany, this article studies how specific trust in the healthcare system to cope with this crisis has evolved during the course of the pandemic and whether this specific form of trust is associated with general political trust. The article finds strong evidence for a positive and robust association between generalized political trust and performance perceptions regarding the efficiency and fairness of the crisis response as well as individual treatment conditions. The article also shows that specific trust in healthcare remained relatively stable throughout 2020, but declined significantly in the spring of 2021.

AbstractThis paper focuses on the transferability of policy feedback and responsiveness theories. These theories have enjoyed a great deal of scholarly interest in the past years and are widely applied in different country contexts. However, this theory transfer tends to be more focused on the empirical challenges while neglecting the fact that it also involves normative implications about representative democracy. These implications, I argue, are strongly influenced by the real-world example of the United States, where the theories were originally developed. More specifically, I contend that bringing in theoretical approaches that are more influenced by European experiences such as neocorporatism and party difference theory affects the depiction of the role of interest groups and party government in policy feedback and responsiveness theories. I conclude by highlighting the contours of an empirical research agenda that might further elaborate on these issues.

The COVID-19 pandemic poses a tremendous challenge to health care systems around the globe. Using original panel survey data for the case of Germany, this paper studies how specific trust in the health care system's ability to cope with this crisis has evolved over the course of the pandemic. It also examines whether this specific form of trust is associated with general political trust, as well as individual willingness to support additional public spending on health care. The paper finds that levels of trust in the health care system, both regarding efficiency and fairness, are relatively high and have (so far) remained stable or even slightly increased. The analysis also reveals a strong positive association between general political trust and specific trust in the health care system. In contrast, willingness to increase health care spending—taking into account fiscal constraints—is less strongly related to perceptions of performance and political trust.

Les perspectives des économistes expliquent souvent la hausse des inégalités, observée dans de nombreux pays, par les contraintes sur l'offre de main-d'œuvre hautement qualifiée. Cet article remet en question cette perspective en mettant en lumière l'importance des différences de structures institutionnelles des systèmes d'éducation et de formation entre pays, qui sont liées aux disparités en termes de niveaux d'inégalités socio-économiques. Cet article évalue également dans quelle mesure les systèmes de formation professionnelle sont liés à la croissance économique et au chômage. Il y est argumenté (et démontré de façon empirique) que les systèmes de formation professionnelle en place au sein des économies de marché coordonnées telles que l'Allemagne, qui misent beaucoup sur la formation et l'enseignement professionnels, pourraient ne pas induire des taux de croissance élevés à court terme. Toutefois, ces systèmes encouragent les employeurs à adopter une perspective de long terme dans leurs stratégies en matière de gestions de personnel et de production, contribuant ainsi à la baisse des taux d'emploi et de chômage des jeunes, en particulier en temps de crise.

Die Teildisziplin der vergleichenden Policy- oder Staatstätigkeitsforschung untersucht die Bestimmungsfaktoren (bildungs-)politischer Entscheidungen. Hierbei wird – mit Hilfe der vergleichenden Methode – der Frage nachgegangen, wie Unterschiede in Politikinhalten über Länder und/oder Zeitperioden hinweg erklärt werden können. Im Vordergrund stehen Faktoren wie politische oder sozio-ökonomische Institutionen, organisierte Interessen, Parteipolitik oder die öffentliche Meinung, die alle einen Beitrag zur Erklärung von Policy-Wandel leisten können [.]. Im Folgenden konzentriert sich der Autor auf die Frage, inwiefern organisierte Interessen und Parteipolitik Prozesse des institutionellen Wandels im deutschen Berufsbildungssystem erklären können. Die vergleichende Wohlfahrtsstaatsforschung hat das Feld der Bildung lange Zeit vernachlässigt. Die vergleichende Bildungsforschung hat ihrerseits dem Aufbau des Sozialstaats wenig Aufmerksamkeit geschenkt. Mit dem Modell des Sozialinvestitionsstaats gewannen Bildung, Ausbildung und Weiterbildung jedoch in den letzten Jahren im sozialpolitischen Diskurs an Stellenwert. Sozialpolitik soll dabei zunehmend präventive Funktionen übernehmen und das Entstehen sozialer Risiken ursachenbezogen verhindern. Bildung, aber auch andere Sozialpolitiken wie Familien- oder Gesundheitspolitik, werden dabei zunehmend als präventive Sozialpolitik verstanden, da sie Investitionen in das Humankapital im weiteren Sinne darstellen. Der Beitrag skizziert zunächst den Forschungsstand auf diesem Gebiet und wendet sich daran anschließend den Forschungsperspektiven zu. Hier betrachtet der Beitrag die folgenden Forschungsfelder und weist auf Forschungslücken hin: Gesellschaftliche Auswirkungen von Sozialpolitik (outcomes), Präferenzen, Einstellungen und Feedback-Effekte sowie das Regieren im komplexen Mehrebenensystem.
