The global COVID-19 pandemic poses challenges to the economy, politics and public health systems of developed and developing countries alike. However, the latter are less well placed to cope with adverse effects. In particular, important advances towards sustainable development might be reversed. Tackling the pandemic and its effects therefore requires global cooperation as well as solidarity in the form of development assistance. Yet, support for development assistance among donor publics might be dampened by individual health-related and economic worries as well as decreasing trust in government during the pandemic. Against this backdrop, we investigate the possible effect of pandemic-induced worries on public support for development assistance as well as the moderating role of moral considerations and trust in government. Drawing on literature on aid attitudes, and using survey data for Germany provided by the COVID-19 Snapshot Monitoring (COSMO) project from April 2020 (N = 1,006), our analyses show that neither health-related nor economic worries are associated with less support for providing development assistance during the first wave of the pandemic. However, we observe a marginal interaction between health-related worries and trust in government in predicting support for development assistance. For those with high levels of trust in government the effect of worry regarding the loss of friends or relatives on support for development assistance is positive, whereas it is close to zero for those with low levels of trust. We conclude that at the peak of the first wave of the pandemic there was little need for concern by policy-makers endorsing development assistance as neither form of worry correlated negatively with public support for development assistance and trust was high. However, when worries recur and trust in government simultaneously decreases, public support for global solidarity may wane. ; Peer Reviewed

This literature review aims to summarise current knowledge on a human rights-based approach (HRBA) to evaluation and improve the basis for further conceptual discussions on this approach. To this end, we reviewed strategies and (publicly available) guidelines of multilateral and bilateral development actors, relevant tools for human rights in monitoring and evaluation, research articles, and evaluation reports published between 2014 and 2021.

Seit Anfang 2022 ist die Unterstützung für Entwicklungszusammenarbeit (EZ) unter den Befragten rückläufig. Nur 47 Prozent der Befragten befürworteten im Januar 2024 gleichbleibende oder erhöhte EZ-Ausgaben - ein Rückgang um 21 Prozentpunkte. Nachlassende Zustimmung lässt sich dabei über das gesamte politische Spektrum hinweg beobachten. Dass die Bundesregierung generell EZ und humanitäre Hilfe leistet, erfährt bei 63 beziehungsweise 72 Prozent der Befragten hohe Zustimmung, wenngleich diese seit Januar 2023 leicht rückläufig ist. Im Vergleich zu anderen Politikfeldern sehen viele Befragte die EZ als einen Bereich, in dem die Mittel am ehesten gekürzt werden könnten (21% der Befragten).

Der Meinungsmonitor Entwicklungspolitik 2022 umfasst zwei Themenblöcke: Im ersten Teil werden zentrale Einstellungen der Bevölkerung zu Entwicklungspolitik untersucht. Behandelt werden unter anderem die generelle Unterstützung für staatliche Entwicklungszusammenarbeit (EZ), die Einstellung zu verschiedenen Motiven für EZ sowie die Einschätzung ihrer Wirksamkeit. Besondere Aufmerksamkeit gilt Einstellungen zu Demokratie und Demokratieförderung. Im zweiten Teil steht das entwicklungspolitische Engagement im Fokus: einerseits nicht-monetäres Engagement wie informations- und kommunikationsbezogene Aktivitäten, organisationsbezogenes Engagement und politische Partizipation, andererseits monetäres Engagement wie Spenden an entwicklungspolitische Organisationen und nachhaltiger Konsum. Ergänzt wird der zweite Teil durch einen Gastbeitrag, in dem die verschiedenen Engagementformen zu einer Typologie zusammengefasst und Einflussfaktoren auf den Wechsel zwischen Engagementtypen im Zeitverlauf analysiert werden. In beiden Teilen werden die Indikatoren für Einstellungen und Engagement (längsschnittlich) dargestellt und auf Unterschiede zwischen verschiedenen Bevölkerungsgruppen hin untersucht. Abschließend werden Implikationen für staatliche und zivilgesellschaftliche entwicklungspolitische Akteure zur Strategie-, Kommunikations- und Bildungsarbeit sowie zur Förderung des entwicklungspolitischen Engagements formuliert.

Seit der Diskussion um den Bundeshaushalt im Herbst 2023 steht die deutsche Entwicklungspolitik verstärkt in der öffentlichen Kritik. Diese Kritik fällt in eine Zeit, die durch eine Reihe aufeinanderfolgender und miteinander verwobener Krisen geprägt ist: die Covid-19-Pandemie, die erneute Machtübernahme der Taliban in Afghanistan 2021, der 2022 begonnene russische Angriffskrieg gegen die Ukraine und der seit 2023 wieder aufflammende Nahostkonflikt. Vor diesem Hintergrund widmet sich dieser Policy Brief den folgenden Fragen: 1. Wie hat sich die Zustimmung der Bevölkerung zur Entwicklungspolitik in den vergangenen Jahren verändert? 2. Wie lassen sich die Entwicklungen erklären, und welche Implikationen ergeben sich daraus für die EZ?

Der Zwischenstand der Agenda 2030 im Sommer 2023 zeigt, dass die 17 Ziele für nachhaltige Entwicklung bei dem aktuell zu beobachtenden Fortschritt bis 2030 nicht erreicht werden können. Hinzu kommt, dass die Nachwirkungen der Covid-19-Pandemie, die zahlreichen Kriege und Konflikte sowie wirtschaftliche Herausforderungen die Zielerreichung weiter zurückwerfen dürften. Die Vereinten Nationen (UN) riefen daher im Jahr der Halbzeit der Agenda 2030 alle Staaten auf, ihre Anstrengungen zu intensivieren. Dabei sind auch alle Bürger*innen nach wie vor gefragt, eigene Beiträge zu einer nachhaltigen globalen Entwicklung zu leisten. Vor diesem Hintergrund ist es wichtig, die öffentliche Wahrnehmung der Agenda 2030 kontinuierlich zu beobachten. Das Deutsche Evaluierungsinstitut der Entwicklungszusammenarbeit (DEval) hat daher untersucht, wie sich die Bekanntheit der SDGs seit 2015 und die Einstellung der Bevölkerung Deutschlands zur Agenda 2030 im Vergleich zu 2017 verändert haben.

The interim report of the 2030 Agenda (UN, 2015) in summer 2023 shows that the 17 Sustainable Development Goals cannot be achieved by 2030 with the progress that is currently observed (UN, 2023). In addition, the after-effects of the COVID-19 pandemic, the numerous wars and conflicts as well as economic challenges are likely to further set back the achievement of the goals. In the year marking the half-way point of the 2030 Agenda, the United Nations (UN) is therefore calling on all countries to intensify their efforts. At the same time, all citizens continue to be called on to make their own contributions to sustainable global development. Against this backdrop, it is important to continuously monitor public perception of the 2030 Agenda. This is the only way to enable evidence-based communication and education work and to get the general public more committed to sustainability. The German Institute for Development Evaluation (DEval) has therefore analysed how awareness of the SDGs has changed since 2015 and how the attitude of the German population towards the 2030 Agenda has changed compared to 2017. Based on the Opinion Monitor for Development Policy 2018 (see Schneider et al., 2018a, Section 6; 2018b), questions on the 2030 Agenda and the SDGs from 2017 were replicated in a representative online survey conducted by the Development Engagement Lab (DEL) in October 2023 and analysed for this policy brief. The analysis focused in particular on the following aspects: 1. How well known are the SDGs among the general public? 2. How does the population rate the achievability of the SDGs as well as their own potential influence and contribution to achieving the goals?

Sustainable consumption contributes to sustainable global development. Due to the interdependencies between consumption behaviour in industrialised countries and people's living conditions in countries of the Global South, the issue is also highly relevant to development policy. Up to now, however, there is hardly any evidence with regard to the extent that citizens perceive their own consumption as having a global impact. The DEval Opinion Monitor for Development Policy 2022 looked into this question. This Policy Brief summarises the findings of the study.

Vor diesem Hintergrund hat das Deutsche Evaluierungsinstitut der Entwicklungszusammenarbeit (DEval) auf der Basis einer repräsentativen Umfrage des Development Engagement Labs
(DEL) aus dem Oktober 2022 drei Fragen untersucht:
1. Wie hängen die Wahrnehmung der wirtschaftlichen Lage Deutschlands und die Zustimmung zur Entwicklungszusammenarbeit zusammen?
2. Welche Einstellungen hat die Bevölkerung zu verschiedenen entwicklungspolitischen Maßnahmen in Reaktion auf den Krieg gegen die Ukraine?
3. Wie unterscheidet sich die Zustimmung zu den Maßnahmen in Abhängigkeit von politischer Orientierung, Einschätzung der allgemeinen und persönlichen wirtschaftlichen Lage und Einkommen?

Nachhaltiger Konsum leistet einen Beitrag zu einer nachhaltigen globalen Entwicklung. Aufgrund der Wechselwirkungen zwischen Konsumverhalten in Industriestaaten und menschlichen Lebensbedingungen in Ländern des globalen Südens hat das Thema auch eine hohe entwicklungspolitische Relevanz. Bisher liegen jedoch kaum Erkenntnisse darüber vor, inwieweit die Bürger*innen wahrnehmen, dass ihr eigener Konsum globale Auswirkungen hat. Der DEval-Meinungsmonitor Entwicklungspolitik 2022 ist dieser Frage nachgegangen. Dieser Policy Brief fasst die Ergebnisse der Studie zusammen.

Russia launched its war of aggression against Ukraine in February 2022. Global prices for energy and foodstuffs rose in part dramatically. Against this backdrop, the German Institute for Development Evaluation (DEval) has explored three questions based on a representative survey conducted by the Development Engagement Lab (DEL) in October 2022: 1. How does public perception of the state of the German economy correlate with approval for DC? 2. What attitudes do people have towards various development policy measures in response to the war against Ukraine? 3. How does agreement to such measures differ according to individuals' political orientation and assessment of the general state of the economy, and their own, personal economic situation and income?

This policy brief summarises the findings of the DEval Opinion Monitor for Development Policy 2021. It investigated which partner countries the general public perceives as particularly worthy of support and what socioeconomic and political characteristics of the countries are associated with this perception.

Diese DEval-Publikation fasst die Ergebnisse des DEval-Meinungsmonitors Entwicklungspolitik 2021 zusammen. Dabei wurde untersucht, welche Partnerländer die Bevölkerung als besonders unterstützenswert erachtet und an welchen sozioökonomischen und politischen Merkmalen der Länder sie dies festmacht.
