EVIDENCE FOR 1978, SAYS THE AUTHOR, INDICATES THAT SNOWBELT STATES RECEIVED LESS FEDERAL FUNDS THAN SUNBELT STATES, EVEN ADJUSTING FOR DIFFERENT ECONOMIC CHARACTERISTICS.
