Health inputs are critical in attaining a healthy nation and improving health outcomes. Kenya, like other developing countries, grapples with limited health expenditures and poor population health indicators. Specifically, Kenya is yet to achieve the allocation of least 15% of the government's annual budget to improve the health sector as enshrined in the Abuja Declaration. Though there is an improvement with regards to infant mortality rate decreasing from 96.6 per 1, 000 live birth in 1970 to 30.6 per 1, 000 live birth in 2018. This indicator of population health outcome is currently far below the Sustainable Development Goals (SDGs) target of reducing the under five mortality rate to as low as 12 deaths per 1,000 live births by 2030. The literature suggests that increase in government's budgetary allocation to the health sector can improve country's health outcomes. Evidence on the impact of health expenditures on health outcomes is mixed and limited in developing countries. This study aims to analyze the impact of public health expenditures on health outcomes, among other control variables in Kenya. The study uses time series data from 1970 to 2018. The variables are found to be integrated of different orders suggesting the choice of Autoregressive Distributed Lag (ARDL) model. ARDL provides a useful link between long run equilibrium relationships and short run disequilibrium dynamics is estimated. The ARDL bounds test suggests presence of cointegration thus leading to the estimation of Error Correction Model (ECM). The findings suggest that improvements in public health expenditures enhance health outcomes in Kenya. The control variablesthat are found to be important determinants of infant mortality rate in Kenya include the national income and number of hospital beds per 100, 000. The study recommends that Kenyan government should increase annual budgetary allocation to health sector. Such increase is likely to lead to investments in physical and human capital in the health sector thus translating to improved health outcomes in Kenya.

Abstract Background The disparity between government health expenditures across regions is more severe in developing countries than it is in developed countries. The capitation subsidy method has been proven effective in developed countries in reducing this disparity, but it has not been tested in China, the world's largest developing country. Methods The convergence method of neoclassical economics was adopted to test the convergence of China's regional government health expenditure. Data were obtained from Provinces, Prefectures and Counties Fiscal Statistical Yearbook (2003–2007) edited by the Chinese Ministry of Finance, and published by the Chinese Finance & Economics Publishing House. Results The existence of σ-convergence and long-term and short-term β-convergence indicated the effectiveness of the capitation subsidy method in the New Rural Cooperative Medical Scheme on narrowing county government health expenditure disparities. The supply-side variables contributed the most to the county government health expenditure convergence, and factors contributing to convergence of county government health expenditures per capita were different in three regions. Conclusion The narrowing disparity between county government health expenditures across regions supports the effectiveness of the capitation subsidy method adopted by China's New Rural Cooperative Scheme. However, subsidy policy still requires further improvement.

Human development is one of the factors in increasing the implementation of national development. Human development that is carried out can be calculated with the level of human health and standard of living. Then the level of the human development index can also affect the value of increasing per capita income and economic growth. The use of the model in this article was processed with the multiple linear regression program and classical assumptions test data using SPSS 22.The results of the analysis produce farmer value added (X1) which can significantly affect the human development index (Y) in North Sumatra Province, government spending in the education sector (X2) can significantly affect the Human Development Index (Y) in North Sumatra Province and government spending on health sector expenditures (X3) has no significant effect on the Human Development Index (Y) in North Sumatra Province. It shows that government spending in the health sector (X3) has not been properly realized so that it is not strong enough to increase the Human Development index in North Sumatra Province. The results of the research on government spending in the education sector (X1) have a dominant effect in increasing the human development index in the province of North Sumatera.

Does electoral competition affect expenditures on the provision of public goods in electoral autocracies? Previous studies firmly agree that multiparty elections are critical to autocratic survival. Accordingly, studies argue that multiparty elections lead to an increase in health expenditure in electoral autocracies. In addition to the literature, less explored is the effect of electoral competition on the expenditure. If oppositions can run elections with a higher level of electoral competition and threaten the dictator's winning over elections, would autocrats provide more public goods to citizens? This paper raises a pessimistic view on this question and argues that the impact of electoral competition does not affect government health expenditure. Empirical findings with 291 cases of 70 electoral autocracies from 2000 to 2018 and an illustrative case study of Armenia demonstrate that autocrats are less likely to provide health and education expenditures to citizens even though they face higher competition during elections.

Does intense electoral competition in electoral autocracies (EAs) increase the government health expenditure? Previous studies on EAs and public health expenditure focus on the presence of multiparty elections in EAs as a significant determinant on the expenditure. Most of elections in EAs often are unfair because those are for the victory of dictators; hence. multiparty elections per se do not capture well-known impact of elections, such as the electoral competition increasing health expenditure. Some EAs pay health expenditure less than others even though electoral competition is high. This paper analyzes the effect of electoral competition on the government health expenditure with the balanced panel data of 20 EAs from 2001 to 2017. There are two rival arguments on how electoral competition affect the expenditure according to previous studies; (a) a high level of electoral competition indicates a difficulty of dictatorial winning in elections. Autocrats, hence, gather various demands including health issues from voters, and can increase the government health expenditure; (b) Autocrats pursue the victory in elections. Pork and personal benefits to voters rather than programmed policies are helpful for the victory. Therefore, there is no incentive for autocrats to provide government health expenditure to voters when the level of electoral competition is high. Empirical findings demonstrate that electoral competition in EAs lead the decrease of government health expenditure. This paper concludes that electoral competition does not increase the public health expenditure; the higher level of competition in autocracies does not mean that voters can exert their power to autocrats to realize policies.

This policy note provides an overview of government health financing in the Lao People's Democratic Republic (PDR), with an added focus on health center financing. The note summarizes overall trends in health outcomes and government health financing over 2000-2014 and analyzes trends in planned and realized government budgetary health spending data covering fiscal years (FYs) 2000/01 to 2013/14 and planned expenditures for FYs 2014/15, updating a previous assessment conducted in 2012.1 In addition, this note summarizes findings from health center financing data collected as part of the UFGE-CNP facility survey which collected information from a nationally-representative sample of 120 health centers in 2013-14. This policy note is one of a series designed to disseminate findings of the World Bank's program of analytic and advisory activities for health in Lao PDR.

Macro-economic development of China's health industry is essential to the sustainable development and growth momentum of the national economy. Strategies to promote the development and rebalancing of the industrial structure need to be improved in order to transform China's health industry and drive development. Based on panel data of 25 regions in China from 2004 to 2016, this paper analyzes the linear and non-linear relationship between Chinese government health expenditure (GHE), GHE efficiency, and the macro-economic development of the health industry. It uses a novel index of industrial structure to measure the transformation of industrial sectors in China, based on a semi-parametric generalized additive model. The model shows that per capita GHE and its efficiency have a significant positive linear and comprehensive non-linear effect on the development of health industry structure. By analyzing the interaction of GHE and its efficiency, we show that high expenditure with low-efficiency regimes and high expenditure with high-efficiency regimes have a positive impact on the development of industrial structure. Following the empirical results, the paper puts forward corresponding policy suggestions for the role of fiscal policy in promoting the development of the health industry in China.

Purpose Motivated by the scant available evidence, this paper explores the relationship between government political party orientation and infant mortality. Design/methodology/approach A panel quantile methodology is applied to a data set that consists of 15 countries of the G20 group over the period 2000–2018. The authors control for heterogeneous parameters across countries and quantiles and obtain estimates across the different points of the conditional distribution of the dependent variable. Findings The findings support the hypothesis that political party orientation has a significant effect on a population health indicator such as infant mortality. The analysis suggests that, to a great extent, left-wing government parties contribute to better health outcomes – when compared to right and centre political parties – both individually as well as interacted with government health expenditure. Moreover, the impact of redistributing policies appears to be of a paramount importance in alleviating infant mortality, while more education and lower unemployment can also contribute to better health outcomes. Originality/value The authors explore the relationship between the nature of government political party orientation (i.e. right, centre and left) and infant mortality whilst at the same time gauging the mediating effect of party orientation via government health expenditure on infant mortality. Additional aspects of the impact of other control variables, such as income inequality, unemployment and education on infant mortality are also investigated.

The aim of this paper was to empirically analyze the relationship between public health expenditure and health outcomes among EU developing countries. Using regression analysis and factor analysis, we documented that public health expenditure and health outcomes are in a long-run equilibrium relationship and the status of health expenditure can improve life expectancy and reduce infant mortality. Secondarily, we studied how the status of good governance, health care system performance, and socioeconomic vulnerabilities affect the public health's outcomes in the selected countries. We found that the effectiveness of health and the way to reduce infant mortality or to improve life quality is directed conditioned by good governance status. Moreover, the consolidation of health care system performance directly improves the quality of life among EU developing countries, which indicates that public policymakers should intervene and provide political and financial support through policy mixes.
