This book investigates to what extent UNSCR 1325/WPS agenda has functioned in practice, to advance women's equality and empowerment in the peacekeeping context and beyond. The book examines whether widespread implementation of UNSCR 1325 and the broader WPS agenda via gender mainstreaming in UN operations has translated into increased gender equality in peacekeeping operations, the broader UN institutional context and, by extension, the host countries in which missions are situated, via norm dissemination. The book investigates this via a review of the implementation of UNSCR1325 in the operations chosen as research sites over three snapshot years. The book undertakes a comparative analysis that scrutinizes if, how and under what conditions gender mainstreaming has succeeded as a strategy to advance gender equality by analyzing the factors/conditions that have led to successful gender mainstreaming across the operational context, and those that have impeded this outcome. The book concludes that, despite rhetorical commitments to women's equality in peacekeeping since the passage of UNSCR 1325, progress on the ground has remained minimal, and that the operational environment continues to be discriminatory against women. Both quantitatively and qualitatively, women do not participate as equal partners in peacekeeping and continue to have less access to resources and decision-making power, overall. The book interrogates that by exploring the spaces available within law, policy and practice of the UN to pursue the human rights agenda of gender equality and considers whether UNSCR 1325 has enlarged those spaces. It also points to the irony of internal UN structures failing to adequately adapt to their own gender mainstreaming mandates, while those same structures have delivered some gender equality mandates successes externally, at local levels.

Peace operations remain a principal tool for managing armed conflict and protecting civilians. The fully revised, expanded and updated third edition of Understanding Peacekeeping provides a comprehensive and up-to-date introduction to the theory, history, and politics of peace operations. This book examines military and civilian actors in international interventions and offers a new analytical framework to apply on such interventions. While it is frequently claimed that success in international interventions hinges largely on military-civilian coherence, cooperation has proven challenging to achieve in practice. This book examines why this is the case, by analysing various approaches employed by military and civilian actors and discussing the different relationships between the intervening actors and those upon whom they have intervened. The work analyses different military concepts, such as peacekeeping and counterinsurgency, and the often-troubled relationship between the humanitarian and military intervening actors. It presents a new analytical framework to examine these relationships based on identification theory, which illuminates how the interveners represent those they have been deployed to engage, as well as their own identity and role. As such the book offers an enhanced understanding of the challenges related to civil-military cooperation in international interventions, as well as a theoretical contribution to the study of interventions, more generally.

In recent decades, African states have developed an impressive infrastructure for training their peacekeepers. In addition, peacekeeping, peacebuilding and associated areas of conflict resolution have become significant areas of employment. Marco Jowell has spent a decade working in peacekeeping training in East Africa - initially as one of the foreign 'Technical Advisers' at the Peace Support Operations (PSO) training centre in Kenya, the International Peace Support Training Centre (IPSTC) and subsequently as a strategic adviser to the Rwanda Peace Academy. Using first-hand experience, he considers how military forces from a variety of African states - with great differences in history, language and political systems and with militaries with different cultures and capabilities - can conduct complicated multinational peacekeeping operations. He shows how regional peacekeeping training centres provide an environment for African elites, predominately military, to interact with each other through shared training and experiences. This process of interaction, or socialisation, improves skills but also encourages cohesion so that future African-led missions will be managed by well-trained officers who are comfortable and willing to work within a regional or Pan-African framework. Jowell shows that part of the aim of peacekeeping training centres is to foster a Pan-African 'outward' looking ideology or disposition as well as improving technical ability. This book will be essential reading for all involved with African military and security studies and analysts of peacekeeping training and operations.

How do peacekeepers operating in Haiti, Liberia, and the Democratic Republic of the Congo (DRC) discursively construct the local people, especially local women, and to what effect? I show a connection between peacekeepers' representations of local people, articulated in discourse, and the gendered, often sexualized interactions and transactions in peacekeeping sites. Gender plays a central role in peacekeeper discourse. It situates the peacekeeper outside, and superior to, the chaotic, dysfunctional, feminized local. At the same time, a close reading of peacekeepers' representations of local people disrupts idealized notions of peacekeeper masculinity as protective and benign, which still persist in peacekeeping circles, revealing it as something more vulnerable and brittle. The connection between discourse and (non)performance of peacekeeping duties is neither causal nor straightforward, but I argue that peacekeepers' discursive constructions of locals affect how peacekeepers interpret their mandate to protect civilians: protection becomes conditional on peacekeepers' perceptions of locals' appearance, affect, behavior, and their ability to act out an idealized role as someone "worth" protecting. The article thus brings new insight to our understandings of gender, masculinities, and protection failures in peacekeeping.

Complicity by UN military peacekeepers in sexual abuse and sexual exploitation ('SEA') has been in the lime light in academic, practice and policy circles for many years now. Recent scandals involving sexual violence and abuse by peacekeepers in the Central African Republic and failures to respond are proving the catalyst for major reforms being discussed and implemented currently at UN level. There are numerous legal complexities, difficulties and flaws with the legal framework, policies and systems presently in place. Less considered are the parallel regulatory frameworks operative, or not operative, in the context of peacekeeping done beyond the remit of the United Nations or by those not deployed under its command and control. The fact remains that SEA is also prevalent across these peace operations but very little focus has been placed on these by academics or practitioners alike. Increasingly the UN is likely to rely on regional bodies in conducting peace operations falling outside its SEA regulatory framework. This may leave local populations vulnerable to unregulated or poorly regulated acts of sexual abuse and exploitation by peacekeepers. This paper seeks to address a gap in the literature in examining this regulatory space, focusing on the African Union's ('AU's') policy and regulatory frameworks governing its personnel deployed to peace operation environments in so far as they appear to exist. In doing so, it will reflect on the relationship this has to the UN's Human Rights Due Diligence Policy on United Nations Support to Non-United Nations Security Forces, and the increasing reliance on AU regional peace operations, and re-hatting of forces.
