MUCH HAS BEEN WRITTEN ABOUT JORDAN'S DEMOCRATIC EXPERIMENT SINCE IT WAS LAUNCHED IN 1989, AND IT CANNOT BE DENIED THAT THE PROCESS HAS INCLUDED MANY POSITIVE ASPECTS. RELATIVELY OPEN AND LARGELY FAIR ELECTIONS TO THE LOWER HOUSE OF THE NATIONAL ASSEMBLY HAVE ALLOWED A LIMITED DEGREE OF POPULAR PARTICIPATION IN THE POLITICAL PROCESS. PERHAPS MORE IMPORTANTLY, THE REGIME'S POLICY OF INCLUDING DOMESTIC ISLAMISTS WITHIN THE NASCENT POLITICAL FRAMEWORK HAS BEEN REGARDED AS A MODEL FOR OTHER ARAB STATES. DESPITE THESE ACHIEVEMENTS, JORDAN'S LIBERALIZATION PROCESS HAS BEEN CIRCUMSCRIBED DUE TO THE HASHEMITE REGIME'S UNWILLINGNESS TO ALLOW GENUINE POPULAR PARTICIPATION IN THE DECISION-MAKING PROCESS. POLICY REMAINS THE REMIT OF THE GOVERNMENT AND, MORE IMPORTANTLY, OF THE ROYAL COURT. ALTHOUGH IN THEORY THE LOWER HOUSE RETAINS THE POWER TO CHALLENGE THE EXECUTIVE, IN PRACTICE IT IS A PRO-GOVERNMENT ASSEMBLY OF LARGELY TRIBAL REPRESENTATIVES.
