AS A BLACK ELECTED GOVERNOR OF A SOUTHERN STATE AND AS A STRONG SUPPORTER OF ISRAEL, WILDER HAS THE POTENTIAL TO UNITE THE DEMOCRATIC PARTY. WILDER HAS ANOTHER POTENTIAL TRUMP CARD IN HIS POSITION THAT BUDGET DEFICITS SHOULD BE CLOSED BY SPENDING CUTS RATHER THAN TAX INCREASES. THIS PAPER ARGUES THAT THE EAST CENTRAL EUROPEAN PARTIES HAVE ALREADY REACHED AN EARLY STAGE OF MATURATION AS A PARTIAL CONSOLIDATION OF A PARTY SYSTEM. IN THIS RESPECT THE CASE OF THE HUNGARIAN SOCIALIST PARTY (HSP) IS CHARACTERISTIC, SINCE THIS PARTY HAS GONE THROUGH TWO DRASTIC CHANGES, FIRST AFTER AN ELECTORAL DEFEAT IN 1990 AND SECOND AFTER A LANDSLIDE VICTORY IN 1994. THE CHANGE BY DEFEAT WAS EASIER THAN THE CHANGE BY SUCCESS, BUT AGAINST ALL THE DIFFICULTIES OF ECONOMIC CRISIS MANAGEMENT THE HSP HAS CONSOLIDATED ITS SOCIAL POSITION AND INSTITUTIONS, YET STILL REMAIN WEAK AS A PROGRAM PARTY.

MUCH HAS BEEN WRITTEN ABOUT NEW CLEAVAGES WITHIN THE DEMOCRATIC PARTY. THIS ARTICLE LOOKS AT DELEGATES TO THE 1984 DEMOCRATIC PARTY CONVENTION IN CONNECTICUT TO TEST WHETHER THERE WERE IMPORTANT DIFFERENCES BETWEEN BACKERS OF HART AND MONDALE THAT WOULD LEND CREDENCE TO ANY OF THE THEORIES ABOUT NEW DIVISIONS WITHIN THE PARTY. THE AUTHORS CONCLUDE THAT, WHILE THERE WERE DIFFERENCES, THEY DID NOT CONFORM TO THE LINES THAT MIGHT HAVE BEEN EXPECTED, NOR DID THEY PORTEND ILL FOR THE PARTY. INDEED, THEIR EVIDENCE POINTS TO PARTY VILITY AND NOT DECAY.
