PurposeThis paper theorises how equal employment opportunities (EEO) practitioners (EPs) operate as change agents within organisations.Design/methodology/approachIt takes a feminist and post‐structuralist perspective, in which EPs are seen as agents of positive social change, contesting existing discourses, but are also themselves subject to being changed by their engagement in those same discursive formations. The key example used is the way that EPs handle tensions between "business" and "social justice" agendas. A case study of EPs in New Zealand government organisations provides the empirical base.FindingsIt argues that agency is both produced and constrained by the discursive context of agents in specific situations. The case study showed EPs operating in an environment where the social justice discourse that had been central to introducing the concepts of EEO to the Public Service in the 1980s was in conflict with an increasingly powerful business agenda. This situation produced new "texts" and therefore new possibilities of agency. EPs struggled to define means and ends, and to handle the conflicts in ways that were coherent with their own concepts of ethics and politics. It argues that practitioners can act more effectively if they can find ways to reflect on their discursive locations. Research that draws out the contradictions in our positions, identities and language helps us do this.Research limitations/implicationsThe feminist post‐structuralist theoretical frame used in theorising this case can be used in any other empirical situations to understand how discursive practices operate to enable or constrain the work of change agents.Practical implications– It sets out to show how feminist and post‐structuralist approaches can be of practical value in supporting change agents by providing a framework for reflecting on their social and organisational context.Originality/valueIt combines a critical de‐naturalising stance, typical of writing in critical management studies, with the more action‐oriented agenda of most writing on equal opportunities.

This volume presents information on a wide range of chemical and biological agents. Chemical agents detailed in this volume are those that were developed specifically for their non-lethal potential. The biological agents described are militarily significant pathogens that could be weaponized to pose a threat to people, animals, or crops and other agricultural interests. Mid-spectrum agents, materials that do not fit clearly into either the Chemical or the Biological Weapons Conventions, include toxins and bioregulators. Entomological agents, the final class of agents discussed in volume, are arthropods that could pose a significant threat to a country's agriculture infrastructure and be used to devastate its economy. They were proposed for inclusion in the Biological Weapons Convention but never adopted. In addition to a discussion of each of these classes of agents, coverage includes detailed information on a broad spectrum of individual agents that have been used on the battlefield, stockpiled as weapons, used or threatened to be used by terrorists, or have been otherwise assessed by qualified law enforcement and response organizations and determined to be agents of significant concern. Entendemos que en el Programa Materno Infantil y Nutrición y en el Programa Nacional de Educación Sexual Integral se expresan al mismo tiempo, las condiciones estructurales socio-económicas y político-culturales en los cuáles ellos se implementaron y también ciertas especificidades de la gestión estatal, que muestran algunas continuidades. Die Autorin analysiert in ihrem Beitrag den Wandel von Familie und Elternschaft in strukturfunktionaler Theorieperspektive, welche den Funktionswandel der Familie fokussiert. Dabei richtet sie den Blick auf einige ausgewählte Aspekte des familialen Wandels. Die Nachwuchssicherung sowie die psychische und physische Regeneration und Stabilisierung ihrer Mitglieder können demnach als eine spezialisierte Leistung der Institution Familie verstanden werden. Das System Familie hat sich im Laufe der letzten Jahrhunderte auf die Bildung und Erhaltung von Humanvermögen spezialisiert bzw. es wird der Familie diese Funktion mehr oder weniger exklusiv zugeschrieben. In Bezug auf die Elternschaft im Wandel befasst sich die Autorin insbesondere mit den demografischen Veränderungen und ihren Auswirkungen auf innerfamiliale Beziehungen, wie beispielsweise der Entstehung eines neuen Rollenpluralismus und der quantitativen Abnahme der Zwei-Eltern-Familie, sowie mit gestiegenen Leistungsanforderungen an Eltern in der gegenwärtigen Gesellschaft. Die Verfasserin zeichnet zunächst die Mutterrolle in der bürgerlichen Familie des späten 19. und frühen 20. Jahrhunderts nach und fragt vor diesem Hintergrund nach Tendenzen des Wandels in der zweiten Hälfte des 20. Jahrhunderts. Die empirische Grundlage bilden hier sowohl die Auswertung von Ratgeberliteratur als auch eine Umfrage unter Studenten (n=74). Zusammenfassend charakterisiert die Verfasserin die Entwicklung der Mutterrolle im Zeitraum zwischen dem Ende des 19. und dem Ende des 20. Jahrhunderts mit der Formulierung "mehr Kontinuität als Wandel". Sie konstatiert einen "harten Kern" von Rollenerwartungen mit fast universeller Geltung, der sich auf Zuwendung und Fürsorge für das leibliche und seelische Wohl des Kindes bezieht. Gewandelt haben sich dagegen die normativen Vorstellungen darüber, in welcher Art und Weise diesen allgemeinen Aufforderungen nachzukommen ist. (ICE)

Introduction. The concept of "moral agent" and its boundaries are not currently clearly defined. Given the connection between moral agency and moral responsibility, it seems necessary to introduce a clear definition of "moral agent", as well as to differentiate the types of moral agency. The hypothesis of this article is that although the notion of a moral agent in itself is rather limited, there are a number of "borderline" groups, the definition of the status of which needs to be clarified.Methodology and sources. The article provides an ethical and philosophical analysis of approaches to the definition of a moral agency, a comparative analysis of the concepts of a moral agent and a moral subject, as well as approaches to determining the moral statuses of various "borderline" groups in the context of the works of J. MacMurray, A. Taylor, I. Kant, M Rowlands, J. Searle and others.Results and discussion. The article presents an analysis of the definitions of a "moral agent", highlights the key features that make it possible to speak of a moral agency as an independent moral concept, as well as determine the conditions for the onset of moral agency. To differentiate the types of moral agents, the article introduces the concept of "limited moral agent" to denote the special status of children and the mentally ill. Evidence is provided that people belonging to these categories may have the status of a moral agent, although not to the extent that this status initially implies. As part of the definition of artificial intelligence as a "quasi-moral agent", the key features of AI in the framework of moral communication between AI and a person are identified.Conclusion. Based on the analysis, the article proposes a number of requirements for a moral agency. Based on these requirements, it is proposed to distinguish such types of moral agency as a limited moral agent, including children and the mentally ill, as well as a quasi-moral agent, which is an artificially created agent, including artificial intelligence.

Abstract
The assumptions underlying the German Federal Statistical Office's population projections have evolved, resulting in a moderate increase in the old-age dependency ratio. Previous scenarios anticipated larger gains in life expectancy, leading to demographic aging. However, consistently heightened migration patterns have counteracted the projections. The dual aging process in demographic change has now transformed into a triple demographic transformation, which may have fiscal implications beyond demographic aging.
