This book features a selection of the exemplary infrastructure, public realm and civic building projects developed during New York City Mayor Michael R. Bloomberg's administration under Commissioner David Burney's groundbreaking Department of Design + Construction Excellence (D+CE) program. This publication celebrates the DDC's commitment to the idea that design matters and that great design reinvigorates public spaces and, ultimately, transforms people's lives. The DDC has been lauded for its fresh approach to facilitating innovative and collaborative architecture and urban planning solutions and improving public buildings, spaces and communities with a focus on design that reflects important key values: education and culture, health and safety, and diversity and opportunity. The D+CE program has offered dynamic design and construction strategies that have inspired some of the best architects and engineers in the world - and given the city's small firms - the opportunity to work with the DDC to reimagine and reshape the built environment. The US National Security Agency (NSA) established a program in Information Assurance education in 1999 that established Centers for Academic Excellence in Information Assurance Education (CAEIAE). While designated a success by the government, the program has been criticized over the years by program participants as less than optimal. In this paper, we review the program and identify the most serious problems. We then suggest possible solutions to these problems in order to improve the program so that it represents true excellence in IA education.

In this paper, we present a methodology and results of the study aimed at identifying the role of university libraries in the implementation of Project 5-100 and the line of their development. Issues of the government's policy strategy concerning development of library science are addressed. Results of monitoring of university roadmaps for the implementation of Project 5-100 found in open sources and anonymous questioning of representatives of libraries of these universities are given. Participation of university libraries in the development and implementation of Project 5-100 is considered. In conclusion, the question is raised about the need to find ways to adapt traditional library technologies to new realities and change the personnel policy in the library field. ; Представлены методика проведения и результаты исследования, целью которого было определение места вузовских библиотек в выполнении программы «5-100» и направления их развития. Рассмотрены вопросы стратегии государственной политики в части развития библиотечного дела. Приведены результаты мониторинга размещенных в открытых источниках программ развития университетов — участников программы «5-100» и анонимного анкетирования представителей библиотек этих университетов. Рассмотрено участие вузовских библиотек в формировании и выполнении программы. Поставлен вопрос о необходимости поиска путей адаптации традиционных библиотечных технологий к новым реалиям и изменения кадровой политики в библиотечной сфере.

The project called "5-100" has been established in Russia in 2013 for the period of time from 2013 up to 2020. It was supposed that this project would be resulted in entry of 5 Russian universities into 100 highest positions of the world university ratings. 21 Russian universities were chosen as the participants of the project. To achieve the purpose of the project, every chosen university received considerable financial support from the Russian federal government. Among others, two universities from the city of Tomsk – Tomsk State University (TSU) and Tomsk Polytechnic University (TPU) were the participants of this project. In spite of the identical starting points, the universities have demonstrated substantially different results by the end of the project implementation. In this article, we attempted to explain the difference of the results through difference of the corporate cultures of both universities. The corporate culture study has been done using OCAI method. The study showed that TGU's corporate culture looks like more competitive than TPU's one. It was proved by the comparison of the TPU and TGU cultures with cultures of the foreign universities. ; В 2013–2020 гг. в России реализовывался проект "5-100". Проектом предусматривалось вхождение пяти российских вузов в топ-100 ведущих международных рейтингов университетов. Для достижения данной цели каждому из 21 вуза, входящего в группу университетов, отобранных для участия в проекте, выделялся большой объём дополнительного государственного финансирования. В этом проекте участвовали два томских университета – Национальный исследовательский Томский государственный университет (ТГУ) и Национальный исследовательский Томский политехнический университет (ТПУ). The Military Entrance Processing Station (MEPS) of Excellence Program (MOE) is a program to improve operations through recognition and motivation and to sustain excellence in MEPSs core services. Quantitative MOE program data was studied using a hybrid approach of descriptive statistics, statistical process control, and logistic regression to gain relevant insights with respect to the program objectives of improvement, excellence, motivation, and recognition. Future work should employ information such as climate surveys, worker performance reports, and the civilian awards program for further insights into the MOEs effectiveness as a motivator.

Die Autoren untersuchen den Einfluß verschiedener russischer und westlicher Interessengruppen auf den Privatisierungsprozeß in Rußland. Die in diesem Prozeß zu Tage tretenden Koordinationsprobleme werden auf der Basis einer Befragung von an der Privatisierung beteiligten Managern dargestellt. Sie betreffen insbesondere den Widerstand lokaler Funktionäre gegen die vorgeschlagenen Privatsierungsmethoden, die Inflexibilität der zuständigen Privatisierungsbehörden in bezug auf die adäquate Lösung spezifischer lokaler Probleme und die übermäßige Zentralisierung des Privatisierungsprogramms sowie die retardierende Rolle der Branchenministerien im Privatisierungsprozeß.
