This paper explores the use of LCA as a tool for process environmental management, thereby moving the focus from product to process oriented analysis. The emphasis is on Improvement Assessment in which the 'hot spots' in the system are targeted for maximum environmental improvements. In this context, it is useful to use multiobjective optimisation which renders valuation unnecessary. The approach is illustrated by the case study of the system processing boron ores to make five different products. The results of Inventory Analysis and Impact Assessment are presented and discussed. In Improvement Assessment, a number of improvement options are identified and evaluated, using system optimisation. It is shown that the site environmental performance can be improved over current operation by an average of 20% over the whole life cycle. Thus the study demonstrates that the optimisation approach to environmental process management may assist in identifying optimal ways to operate a process or plant from 'cradle to grave'. This may help the process industries not only to comply with legislation but also provide a framework for taking a more proactive approach to environmental management leading to more sustainable industrial operations and practices.

BACKGROUND: Microbial oils, often termed single cell oils (SCOs), offer an alternative to terrestrial oil crops across the energy, food, and chemical industries. In addition to oils, a range of secondary metabolites can be produced from the heterotrophic organisms as part of a bio-refinery system. Techno-economic analysis (TEA) is an important tool for evaluating economic viability, and while TEA is subject to high uncertainties where production is still at the laboratory scale, the tool can play a significant role in directing further research to evaluate suitability of scale-up. RESULTS: SCO production from the oleaginous yeast Metschnikowia pulcherrima using sucrose, wheat straw and distillery waste feedstocks was evaluated at two production scales. At a scale of 100 tonnes a-1 oil production a minimum estimated selling price (MESP) of €14k per tonne was determined for sucrose. This reduced to €4-8k per tonne on scaling to 10,000 tonne a-1, with sucrose and wheat straw yielding the lowest MESP. CONCLUSIONS: Feedstock price and lipid yield had the greatest impact on overall economic return, though the valorisation of co-products also had a large effect, and further play between feedstock and system productivity strategies could bring the price down to be competitive with terrestrial oils in the future. The novel approach demonstrated here for the first time integrates uncertainty into economic analysis whilst facilitating decision-support at an early technology development stage. Heat waves give rise to order of magnitude higher mortality rates than other weather-related natural disasters. Unfortunately both the severity and amplitude of heat waves are predicted to increase worldwide as a consequence of climate change. Hence, meteorological services have a growing need to identify such periods in order to set alerts, whilst researchers and industry need representative future heat waves to study risk. This paper introduces a new location-specific mortality risk focused definition of heat waves and a new mathematical framework for the creation of time series that represents them. It focuses on identifying periods when temperatures are high during the day and night, as this coincidence is strongly linked to mortality. The approach is tested using observed data from Brazil and the UK. Comparisons with previous methods demonstrate that this new approach represents a major advance that can be adopted worldwide by governments, researchers and industry.

Across mineral-rich sub-Saharan Africa, it has become increasingly common for mining companies to support development schemes in host communities where resource extraction takes place. The negotiation of so-called 'community development agreements' (CDAs), provides an opportunity to address the social and environmental impacts of mining, while at the same time serving as a platform through which company-community relations can be mediated. Unlike discretionary corporate social responsibility programmes, in many countries, CDAs are embedded in law, invoking parties' mutual commitments and responsibilities. Such initiatives have been heralded as 'game–changers', promising equitable redistribution of wealth, structured community development and stable investment climates for extractives companies. However, factors that concern the process of their negotiation, coupled with structural weaknesses, can affect their implementation, transforming them into spaces of contestation which can threaten their potential. Drawing upon fieldwork carried out in Sierra Leone between 2013-2018, this paper critically explores the contested nature of CDAs. Focusing on two different case studies in the south and east of the country, it argues that such agreements will only contribute to genuine development in host communities if the longstanding issues that have stalled the pre-existing forms and instruments of community development are systematically addressed.

Reducing emissions from light duty vehicles is critical to meet current and future air quality targets. With more focus on real world emissions from light-duty vehicles, the interactions between engine and exhaust gas aftertreatment are critical. For modern engines, most emissions are generated during the warm-up phase following a cold start. For Diesel engines this is exaggerated due to colder exhaust temperatures and larger aftertreatment systems. The De-NOx aftertreatment can be particularly problematic. Engine manufacturers are required to take measures to address these temperature issues which often result in higher fuel consumption (retarding combustion, increasing engine load or reducing the Diesel air-fuel ratio). In this paper we consider an inner-insulated turbocharger as an alternative, passive technology which aims to reduce the exhaust heat losses between the engine and the aftertreatment. Firstly, the concept and design of the inner-insulated turbocharger is presented. A transient 3D CFD/FEM (Computation Fluid Dynamics/Finite Element Modelling) simulation is conducted and predicts that external heat losses will be reduced by 70% compared to a standard turbocharger, i.e. non-insulated turbocharger. A 1D modelling methodology is then presented for capturing the behaviour of the inner-insulated turbocharger. This is important as conventional models based on isentropic efficiency maps cannot accurately predict turbine outlet temperature. The alternative model is essential to demonstrate benefits in system-level simulations. Experimental results are presented from a transient air-path testing facility to validate the 1D model and demonstrate the characteristics of the inner-insulated turbocharger. Finally, the validated 1D model is used within a powertrain optimization simulation to demonstrate an improvement in fuel consumption for iso-NOx emissions over a low load city cycle of up to 3%. The work was conducted under the THOMSON project which has received funding from the European Union's Horizon 2020 Program for research, technological development and demonstration under Agreement no. 724037. The project aims to increase the market penetration of 48V hybrid vehicles.

In this paper I seek to describe, explain, and evaluate three decades of Left geographical change. Now that 'critical geography'-rather than 'radical geography'-has become the privileged descriptor for Left geographical inquiry, it is argued that this temporal switch of labels is of more than merely semantic significance. Specifically, it is suggested that the supercession of the 'radical geography' label is symptomatic of a substantive shift in the nature and purposes of Left geographical inquiry. This shift has entailed the 'professionalisation' and 'academicisation' of Left geography. Both developments have occurred in the context of a thirty-year transition from a 'modern' to an 'after-modern' higher education system. Taking the Anglo-American case, it is argued that the current vitality of the geographical (read 'critical') Left in the academy correlates with its detachment from 'real world' political constituencies and also a blindness to the academic changes underpinning this inverse correlation. Rather than worrying over their apparent failure to connect with constituencies 'out there', it is argued that geographical Leftists need to recapture something of the radical geography spirit of action and engagement in order to contest changes occurring 'in here': that is, changes in the political and moral economy of the higher system that enables and constrains our academic labours. A brief manifesto for a 'domesticated critical geography' is offered by way of a conclusion.

Self-organisation in environmental service delivery is increasingly being promoted as an alternative to centralised service delivery. This article argues that self-organised environmental service delivery must be understood in the context of legal rules, especially environmental legislation. The article's aim is twofold: first, to understand the changing relationship between the government and citizens in self-organised service delivery, and second, to explore how self-organised environmental service delivery complies with environmental quality requirements stipulated in legislation. The empirical study focuses on wastewater management in Oosterwold, the largest Dutch urban development that experimented with self-organisation. The results show that while individual wastewater management was prioritised and implemented at scale, the applicable legal rules were not adequately considered and integrated. Consequently, the experiment led to a deterioration of water quality. The article concludes that the success or failure of self-organisation in delivering environmental services such as wastewater management critically hinges on ensuring compliance with environmental legislation.

The burgeoning opportunities of the knowledge economy of biomedicine are matched by the governance challenges it poses to states in the pursuit of national advantage. The future markets are uncertain, the process of knowledge production from basic science to therapeutic product complex, and the possibility of failure ever present. Drawing on theories of the state, innovation and governance, this article explores the governance demands of knowledge production in biomedicine and the roles of state, regional levels of governance and private governance in the policy response. Applying the analytical framework derived from this discussion to the US case, the multi-dimensional governance of stem cell science in the arenas of science, society and the market is examined in an exploration of the USA's innovation capacity in this field.

Scenario planning is one of the most prominent methods applied by organisations to assist long-term decision making. This paper uses a case study method to demonstrate how scenarios can be operationalised to inform future strategies and to challenge rigid silo-based decision making approaches. The WaterProof Northwest scenarios developed by the authors in collaboration with a range of stakeholders, and described within this paper, offer a platform for considering the future of the water environment. The scenarios were developed in the context of meeting the goals of the European Water Framework Directive. This Directive has the core aim of improving the chemical and ecological status of Europe's water bodies. The scenarios highlight that water bodies in the case study area (the region of Northwest England) are impacted directly by a wide array of driving forces which will affect the state of the water environment over the coming decades. This analysis demonstrates that organisations responsible for creating and implementing long-term plans and policies to manage water are often far removed from the forces that will influence the effectiveness of the exercises that they are engaged in. The WaterProof Northwest scenarios highlight that organisations need different decision making approaches in order to adapt to modern environmental challenges. They also raise questions over whether environmental legislation such as the Water Framework Directive should incorporate a futures perspective in recognition of the wide ranging forces influencing their implementation. © 2012 Elsevier Ltd.

This paper outlines five principles for effective practice of knowledge exchange, which when applied, have the potential to significantly enhance the impact of environmental management research, policy and practice. The paper is based on an empirical analysis of interviews with 32 researchers and stakeholders across 13 environmental management research projects, each of which included elements of knowledge co-creation and sharing in their design. The projects focused on a range of upland and catchment management issues across the UK, and included Research Council, Government and NGO funded projects. Preliminary findings were discussed with knowledge exchange professionals and academic experts to ensure the emerging principles were as broadly applicable as possible across multiple disciplines. The principles suggest that: knowledge exchange needs to be designed into research; the needs of likely research users and other stakeholders should be systematically represented in the research where possible; and long-term relationships must be built on trust and two-way dialogue between researchers and stakeholders in order to ensure effective co-generation of new knowledge. We found that the delivery of tangible benefits early on in the research process helps to ensure continued motivation and engagement of likely research users. Knowledge exchange is a flexible process that must be monitored, reflected on and continuously refined, and where possible, steps should be taken to ensure a legacy of ongoing knowledge exchange beyond initial research funding. The principles have been used to inform the design of knowledge exchange and stakeholder engagement guidelines for two international research programmes. They are able to assist researchers, decision-makers and other stakeholders working in contrasting environmental management settings to work together to co-produce new knowledge, and more effectively share and apply existing knowledge to manage environmental change.

This article considers the Protocol on Ireland/Northern Ireland in the UK–EU Withdrawal Agreement as a 'flexible and imaginative' response to the problems that Brexit has created for the island of Ireland. It looks at the purpose of the Protocol and its origins, noting the reasons why flexibility was required from both sides. It then considers the ways in which precariousness from its conception has been demonstrated in its first year of operation. This focuses upon four main areas: implementation, dynamic alignment, the democratic consent vote, and the UK–EU relationship. Its core argument is the 'flexibility' that the Protocol requires also means a certain degree of ambiguity. In the absence of a stable UK–EU relationship, this precariousness could exacerbate the difficulties of meeting the policy challenges that surround the Protocol for Northern Ireland, the UK, Ireland and the EU.

The flapper skate, Dipturus intermedius (Parnell, 1837), is the largest of all European skate and rays (Superorder: Batoidea). It is found in coastal waters of the European continental shelf and slopes in the North-East (NE) Atlantic. With the 2006 IUCN Red List of Threatened Species classification of 'common skate' as Critically Endangered, and the recognition in 2010 that this name masked two species (flapper skate and blue skate D. batis (Linnaeus, 1758)), and to better support conservation on this regional scale, the Flapper Skate Working Group (SWG) was formed. The SWG is a consortium of government, NGOs, sport-fishing associates and academics, including participants from the UK, Ireland and the Netherlands. The purpose of the SWG is to consolidate relevant research, advocacy and policy expertize for the purpose of flapper skate conservation. The first SWG workshop took place in Belfast, November 2019, with discussions focussed on conservation in the NE Atlantic. Following two days of talks, workshops and discussions, we present the SWG's key recommendations for future collaborative conservation.

Communities in developing country mountain areas, in part due to their remoteness, find themselves excluded from social, political and economic systems; and excluded from access to resources. This paper aims to study the impact of information and communication technologies (ICTs) on remoteness and exclusion. It utilises two models - the resource movement framework, and the "information chain" - to analyse a telecentre in one district of mountainous Huancavelica, Peru's poorest region, set in the high Andes. It finds ICTs enabling new and positive resource flows for the two key user groups: teenaged school students and young farmers. These help to maintain social networks. They also support information searches that have improved agricultural practice where other information chain resources have been available. But non-use and ineffective use of the telecentre are found where information chain resources are lacking. ICTs have some impacts on intangible elements of remoteness. In this particular example, they also offer access to some previously-excluded resources. But they have not really addressed the systematic exclusions faced by mountain communities. And they so far appear to be a technology of inequality; favouring those residents who begin with better resource endowments. In Sub-Saharan Africa, now dubbed the 'Green OPEC' of the global bioenergy economy, biofuels have been hailed as a 'new profitability frontier' that will provide 'win-win' outcomes and deliver development to poor communities. Yet, in an era of economic recession and soaring food prices, their 'sustainability' has been at the centre of controversy. This paper focuses on the case of Sierra Leone, where in 2008, a Swiss bioenergy company ushered in the largest foreign direct investment since the end of the country's civil war. Although recently set back by the catastrophic impacts of the Ebola crisis, there continues to be much support for the government's strategy to secure foreign direct investment in biofuels production in agriculturally rich regions of the country. Bioenergy proponents believe that such investments will transform rural areas, in light of the fact that Sierra Leone has over the last decade been consistently ranked as one of the poorest in the world, facing food insecurity, high unemployment and entrenched poverty. But land access and control remain central to debates around biofuels and development, particularly for poor rural people living in project areas. This paper explores the perceptions of a wide range of project stakeholders, many of whom have differing interpretations of what biofuel sustainability entails. The paper concludes by reflecting on the implications this may have for the present post-Ebola environment, where evolving policy discussions on land investment and 'green' development continue to assume a key part of the government's recovery trajectory.

This paper examines the development of commercial tin mining in northern Nigeria in the early twentieth century. It recounts how a fundamentally unknown space - an underground zone lying at the edge of Empire - came to be constructed as a mineral rich region, and subsequently integrated with capital and commodity markets in Europe as an extractive economy. From 1902 onwards, the landscape of the Jos Plateau was re-worked to supply tin ores and concentrates to smelters, refineries and fabricators in Europe. At their height, the mines of northern Nigeria provided almost one-tenth of the world's tin. The paper's primary aim is to problematise the processes of ordering and disordering that transformed the Plateau into an extractive economy. To this end, it examines geological science and colonial administration as practices that struggled to differentiate unfamiliar ecologies and invisible geologies into either resources to be exploited or hazards to be overcome. The paper illustrates the economic, political and cultural processes by which some conditions came to be seen as hazards (disease, seasonality of water supply, distance), while others were regarded as resources integral to the commerciality of mining on the Plateau (agricultural labour, land and water courses for sediment disposal, horizontal and vertical variation in ore grades). It shows how commercial exploitation of the Plateau's tin resources radically re-configured both physical landscapes and forms of social organisation on the Plateau, generating novel socio-natural juxtapositions that came to be experienced as poor working conditions, environmental hazards, and conflicts between agriculture and mining over access to land. © 2012 The White Horse Press.
