In einer Reihe deutscher Großstädte zeichnet sich seit Jahren eine positive Bevölkerungsentwicklung ab, während Suburbanisierungstendenzen rückläufig sind. Diese Entwicklung hat in Fachkreisen eine umfassende Re-Urbanisierungsdebatte ausgelöst. Damit verbunden die Hoffnung, das planerische Ideal von Urbanität, kompakter Stadtentwicklung sowie von weniger Pendlerverkehr und Zersiedelung werde sich nun endlich umsetzen lassen. Wie schätzen die Städte selber diesen Trend, seine Ursachen und Folgen ein? Wer wandert in die Städte und in welche Stadtquartiere? Wie geht die Stadtplanung mit dem Wachstum um, was hat sie dazu beigetragen? In einem Ressortforschungsprojekt des Bundesministeriums für Verkehr, Bau und Stadtentwicklung (BMVBS) hat das Bundesinstitut für Bau-, Stadt- und Raumforschung (BBSR) dieses Thema zusammen mit Vertreterinnen und Vertretern aus der Verwaltung deutscher Großstädte behandelt, die in den letzten Jahren ein kontinuierliches Wachstum ihrer Bevölkerungszahlen zu verzeichnen hatten - darunter München, Bonn, Jena und Ingolstadt. Die Publikation lenkt den Blick ganz konkret auf einige der wachsenden Städte, die an dem Projekt beteiligt waren, auf die Ursachen sowie stadtentwicklungspolitischen Implikationen ihres Wachstums. Expertenbeiträge greifen zudem aktuelle Aspekte der Entwicklung der Städte und des Städtischen auf.

Im sozialistischen Teil Europas konnte man bis 1990 kaum an grenzenlose Freizügigkeit denken. 25 Jahre später verlaufen die Grenzen in Europa anders: Grenzen verschwanden und Grenzen entstanden. Die deutsche Einheit ist eng mit der europäischen Integration verbunden. Mit den Erweiterungsrunden sind viele postsozialistische Regionen in den EU-Binnenmarkt eingebunden worden – mit Auswirkungen auf die sozioökonomischen Entwicklungen in diesen Regionen. Die europäische Integrationspolitik war mit der Hoffnung verbunden, dass die Disparitäten zwischen Ost und West schnell aufgehoben würden. Wie Analysen des Europäischen Raumbeobachtungsnetzwerks ESPON jedoch zeigen, sind die Unterschiede nicht verschwunden. Während einige postsozialistische Regionen im europäischen Vergleich gut dastehen, drohen woanders neue Polarisierungen. So zeichnet sich in den neuen EU-Mitgliedsstaaten das Risiko einer inneren Polarisierung zwischen den Hauptstadt- und den übrigen Regionen ab.

Metropolen sind ökonomische Knotenpunkte, in denen sich Menschen und Märkte ballen, und sie sind Verflechtungsräume, in denen sich wirtschaftliche, kulturelle, soziale Entwicklungslinien verdichten und verbinden. Wandel prägt sich zunächst in Metropolen aus, hier treffen Modernisierungsdruck und Gestaltungswille am heftigsten und produktivsten aufeinander. Das Ruhrgebiet, genauer: die multizentrische Metropolregion Ruhrgebiet, steht für einen sehr tiefgreifenden Wandel vom industriellen Kernland zu einer Dienstleistungs- und Kulturregion, die sich auf das Jahr der "Kulturhauptstadt Ruhr.2010" vorbereitet. Diese ökonomische Neuausrichtung, die (Eigen-)Dynamiken der Zentren in der Region, die politische Verhandlung des Wandels, die Formen sozialräumlicher Identitätsbildung und auch Segregation machen das Ruhrgebiet zu einem Laborfall für die Metropolenforschung. In sechs Kapiteln sind Literaturnachweise und Darstellungen zu Forschungsprojekten versammelt. Unter dem Titel "Strukturwandel und Regionalentwicklung" finden sich vor allem empirische und theoretische Überblicksarbeiten oder solche, die mehrere Facetten des Wandels thematisieren. Auf den Wirtschaftssektor enggeführte Untersuchungen sind im zweiten Kapitel "Wirtschaft und Arbeitsmarkt" zusammengefasst. Demographische Entwicklung und die besonderen Effekte durch Wanderungsbewegungen stehen im Mittelpunkt des dritten Abschnitts. Milieus, Lebenswelten, soziale Partizipation und kulturelle Formen beleuchten die Kapitel vier – "Segregation und Ungleichheiten" – und fünf – "Kultur, Identitäten, Lebenswelten" – aus unterschiedlichen Perspektiven. Im sechsten Kapitel schließlich sind historische Arbeiten aufgeführt.

Der New Yorker Stadtbaumeister, Verkehrs- und Regionalplaner Robert Moses soll in denzwanziger Jahren des 20. Jahrhunderts Armen und Schwarzen, die auf Autobusse angewiesenen waren, durch die Errichtung einer Serie von niedrigen Brücken über die Parkways nach Long Island den Zugang zu den Stränden von Jones Beach verwehrt haben. Eigenmächtig und undemokratisch soll er zugunsten einer automobilen weißen Mittel- und Oberklasse unerwünschte Bevölkerungsgruppen erfolgreich von der Nutzung öffentlicher Räume ausgesperrt haben. In einem vielzitierten Aufsatz - "Do Artifacts Have Politics?" - hat der amerikanische Techniksoziologe Langdon Winner diese Segregationsgeschichte popularisiert. Moses, kann man bei Winner lesen, war ein klassen- und rassenbewusster Angehöriger der Oberschicht, der seine Vorurteile konsequent in seine Projekte eingebaut hat. Durch das geschickte und skrupellose Design eines Systems von Anschluss- und Ausschlussbeziehungen zwischen Verkehrsanlagen, Verkehrswegen und Verkehrsmitteln habe er die sozialen Ungleichheiten New Yorks verschärft und verewigt. Winner verallgemeinert das Beispiel dann zu der These, man könne durch den Einbau sozialer Ungleichheiten in materiale technische Artefakte gesellschaftliche Verhältnisse "ohne weiteres Zutun" ihrer Designer auf Dauer stellen. Damit ist der Zusammenhang zur ehrwürdigen und im Zuge der "Global Cities"-Debatte erneut aktuellen Thematik der "geteilten Stadt" hergestellt: in welchem Sinn sollte man davon sprechen, dass die Planung des physischen Verkehrs geeignet sein kann, Segregation in den Metropolen zuschaffen oder zu verhindern.

This article discusses the results from our fieldwork at a social service intermediary organization working to reform criminal justice institutions in a large city in the American South. Our findings focus on organizational staff's relationships with information and communication technologies (ICTs), both in the course of their daily work of delivering care work to vulnerable participants, as well as the project's broader political goals to reduce recidivism and repair community relationships with local police. The group needed to distinguish and negotiate the various -and often competing- needs and commitments of the civic actors involved. As on-site researchers, we were asked to design and deploy digital tools to support the organization in exchange for conducting research on organizational uses of technology. This work draws from our time with the group to ask: how might community-based researchers revisit and realign our research methods to better respond to the changing needs and practices of a research site? Our observations identified three recurring technological concerns expressed by staff that pointed to competing agendas and needs within the organization, specifically across different levels of scale: operational, proximal, and temporal. We then discuss these patterns around broader organizational concerns to reflect on how they impacted our own research methods and commitments. Finally, we reflect on the limitations of participatory methods in issue-oriented organizations that do progressive work across multiple scales and agendas.

La reciente publicación de los Lineamientos Estratégicos Metropolitanos AM Tucumán (LEM AMT); resultado de un trabajo de consultoría que reunió a profesionales de diferentes especialidades en torno al Observatorio de Fenómenos Urbanos y Territoriales de la Facultad de Arquitectura y Urbanismo de la Universidad Nacional de Tucumán; incorpora nuevas posibilidades en el ámbito de político de la Ordenación del Territorio. Se busca poner en discusión la capacidad de los LEM AMT de producir cambios en el uso del suelo del territorio del Sistema Metropolitano de Tucumán (SIMeT), en especial a lo que respecta al Lineamiento 2 / Consolidación y Completamiento de la Estructura Metropolitana. Para ello se analizan definiciones sobre vacíos urbanos desde distintos abordajes, se identifica los solares vacíos y se confronta los datos obtenidos del espacio territorial con los programas y proyectos descriptos en el respectivo lineamiento. Los resultados de estos análisis permiten identificar la relevancia de los grandes vacíos fiscales y las potencialidades de su aprovechamiento para plantear la necesidad de un cambio en las políticas públicas hacia el interior de las instituciones de incumbencia nacional en un modelo de ciudad más sustentable. La recuperación de las prácticas de Ordenación del Territorio conseguida a partir de estos LEM AMT, que por su carácter multi-espacial ponen su eje en lo Metropolitano como espacio de conflicto, abren nuevas posibilidades para las definición de políticas territoriales que incluyan a Instituciones como las Fuerzas Armadas, los Ferrocarriles y las Universidades en la discusión y articulación en pos de la sostenibilidad de un espacio tan complejo como en el SIMeT. ; The recent publication of Metropolitan Strategic Guidelines AM Tucumán (LEM, its Spanish acronym; AMT) is the result of a consulting work that brought together professionals from different specializations around the Observatory of Urban and Territorial Phenomena of the College of Architecture and Urbanism of the Universidad Nacional of Tucumán. It incorporates new possibilities in the field of politics of Land-use Planning. The purpose of this work is to discuss the capacity of LEM AMT to produce changes in land use in the territory of the Metropolitan System of Tucumán (SIMeT, its Spanish acronym), especially regarding Guideline 2 / Consolidation and Completion of the Metropolitan Structure. For this reason, definitions of urban voids are analyzed from different approaches, empty plots are identified, and the data obtained from the territorial space is compared with the programs and projects described in the guidelines. The results of these analysis allow us to identify the relevance of the large fiscal gaps and the potential of their use to raise the need for a change in public policies within the institutions of national concern in a more sustainable city model. The recovery of Land-use Planning practices achieved from these LEM AMTs, which due to their multi-spatial characteristic they place their axis in the Metropolitan as a space of conflict, open up new possibilities for the definition of territorial policies that include Institutions such as Armed Forces, Railroads and Universities in the discussion and articulation in pursuit of the sustainability of a space as complex as in the SIMeT. ; Fil: Politi, Silvia Alicia. Gedruckt erschienen im Universitätsverlag der TU Berlin, ISBN 978-3-7983-2754-2 (ISSN 0341-1125) ; Die Forschungsarbeit "Neue Urbane Landwirtschaft" setzt sich zunächst stadttheoretisch mit den urbanen Gärten und ihrer Bedeutung in der Stadt auseinander, analysiert anschließend das Berliner Gemeinschaftsgartenprojekt Himmelbeet auf seine Akteurskonstellationen. In der stadttheoretischen Auseinandersetzung werden die europäische Stadtbaugeschichte (vom römischen Reich bis heute) und die stadtutopische Ideengeschichte (von Morus' Utopia bis Callenbachs Ecotopia) auf Aussagen zu urbanen Gärten untersucht und der Frage nachgegangen, inwieweit urbane Gärten Teil der europäischen Stadt waren und sind. Zudem wird die urbane Landwirtschaft im stadtsoziologischen Diskurs um Stadt und Land verortet. Einer Darstellung der bisherigen Entwicklung der neuen urbanen Landwirtschaft (Initiierungen in den USA, in Kuba, Deutschland und Österreich) und einer Verortung im politischen Diskurs um Globalisierungskritik, ökologische Nachhaltigkeit und sozialen Zusammenhalt folgt eine Analyse der Zusammenhänge zwischen Gärten und genderspezifischen Aspekten, in der der These nachgegangen wird, ob Gärten nach wie vor weiblich konnotierte Genderterritorien sind. Die fallbezogene Akteursanalyse im zweiten Teil basiert auf einer einjährigen ethnographischen Untersuchung des Berliner Gemeinschaftsgartens Himmelbeet nach der Methode des Participatory Action Research. Im Gegensatz zu bisherigen Untersuchungen wird hier auf die Entstehungszeit vor der Eröffnung des Gartens fokussiert. Dabei werden Schlüsselakteure (Stimuli, Türöffner, Veto-Akteure), und Akteursgruppen identifiziert und anhand ihrer Beiträge auf den Ebenen Ideen, Netzwerk, Finanzen, Arbeit und Macht nach den fünf Phasen Initiierung, Konsolidierung, Planung, Änderung, Realisierung in einem Akteursmapping gegenübergestellt. Neben selbstnutzenden Primärakteuren, werden auch im Entstehungsprozess involvierte Sekundärakteure sowie Tertiärakteure (institutionelle Rahmen) betrachtet. Zudem liefert eine Gender- und Exklusionsanalyse Erkenntnisse über die integrative Wirkung des Gartenprojekts in seiner Entstehungszeit. Die Ergebnisse der Akteursanalyse werden auf die theoretischen Zusammenhänge des ersten Teils übertragen und auf Widersprüche und Bestätigungen hin überprüft. Begleitet wird die Forschungsarbeit von Kurzexkursen zu urbanen Gärten in Aarhus, Barcelona, Frankfurt, Köln, Mailand und München. ; The research project 'New Urban Agriculture' (original title 'Neue Urbane Landwirtschaft') deals with urban gardens including their significance for cities. Further, it analyses the communal project 'Himmelbeet' (trans. 'haven patch') located in Berlin on the basis of its constellation of actors. With regards to an urban theoretical debate, Europe's special planning history (from the Roman Empire to today), as well as the idea of urban utopian historicity (from Morus' Utopia to Callenbach's Ecotopia) are analysed in terms of their assertions about urban gardens. It elicits the question as to which degree urban gardens have been and are part of European Cities. Moreover, urban agriculture is located within the urban sociological discourse on city and country. After an illustration of hitherto established development by new movements of urban gardens (including initiatives in USA, Cuba, Germany and Austria), and after its location within political discourse and anti-globalisation movement, ecological sustainability and social solidarity; an analysis of gardens with regards to gender-specific aspects is conducted which critically examines the thesis for gardens as still being feminine connoted gender-territories. The actor's analysis in the second part of the research project rests on an ethnographic case examination of the communal garden project 'Himmelbeet' in Berlin and deploys the method of Participatory Action Research. In contrast to recent studies, focus of the thesis at hand is the formation period before the garden's actual opening. Both key actors (stimuli, door openers, veto-agents), and actor groups are herein characterised by means of levels of their contribution with regards to ideas, network, finances, work and power. The outcomes are further categorised by 5 phases: initiation, consolidation, planning, alternation, realisation, and juxtaposed with an agent mapping. Besides users as primary actors, procedurally involved secondary and tertiary actors (e.g. institutional frame) are investigated. A gender and exclusion investigation generates insights about integrative effects of the garden project during its initiation period. The outcomes of the actor-based analysis are conveyed to theoretical relations of the first part and critically evaluated in terms of dissents and confirmations of the latter. The research project is accompanied by brief excursions to urban gardens in Aarhus, Barcelona, Frankfurt, Cologne, Milan and Munich.

Este proyecto tiene como objetivo general: Conocer cual es el rol que le cabe a la educación ambiental y la participación en el empoderamiento social y la construcción ciudadana; y como objetivos específicos: Analizar los procesos de participación en relación a la problemática ambiental en el departamento de Las Heras. Analizar la correspondencia entre estrato social y empoderamiento social en relación a medio ambiente. Revisar conceptos teóricos claves a la luz de las prácticas concretas en el departamento de Las Heras. Indagar los aspectos centrales de la construcción de ciudadanía y su relación con la educación ambiental. Detectar mecanismos obstaculizadores o favorecedores de un empoderamiento social en relación a la educación ambiental. Como hipótesis de trabajo : 1-A mayor educación ambiental es probable que exista una mayor participación y empoderamiento social. 2-"Es probable que se obtenga mayores niveles de construcción de ciudadana en aquellas organizaciones que se encuentren en un nivel de organización y participación y proceso grupal consolidado.-3"Es posible que los mecanismos de información utilizados para promover la educación ambiental, estén vinculados a las relaciones de poder ".- La metodología en esta investigación es aplicada, triangulando datos primarios como secundarios, que se obtendran con la aplicación de técnicas cualitativas y cuantitativas, recurriendo a fuentes de datos primarios y secundarios, análisis de la información disponible, desarrollo de grupos focales con los vecinos de los distritos mencionados y entrevistas en profundidad con funcionarios provinciales y municipales con responsabilidad en el tema. Se espera evaluar el grado de conciencia sobre los problemas que aquejan al ambiente y su grado de influencia en la comunidad; y si esto tiene relación directa sobre la construcción de ciudadanía y por ende del empodermaiento social. ; The general objective of this project is to incorporate de Environmental Education as an instrument for the Territorial and Environmental Strategic Planning, on the urban districts of Las Heras´s city. The specifics tags are: to increase consciousness in the community, of the environmental education needs; to create discussions and working groups with the different groups of interests related with the environmental reality; to articulate the activities to enable the proposing from de discussion groups; and to incorporate the Government as the real executor of the proposing. The hypothesis is: 1- The absence of environmental consciousness appears as a deficit between the educational levels. 2- The environment isn't seen as a cultural benefit. 3- It is possible to incorporate the environmental education as a life goal. The research methods are: triangulation of different research techniques, including qualitative and quantitative information, primary and secondary data; analysis of the available information; focus groups with neighbors; and interviews with the Government functionaries related to the theme. Results: It is expected to have a diagnosis of the consciousness statement of the community, about the problems that affect the environment and its grade of influence in the proper community; to obtain an instrument that allow the responsible to incorporate different sights in the territorial and environmental Planning, considering that all these kind of plans should have a plural and partaking vision; and to reach a scope in between can be discussed the environmental values, capable to pass trough the government managements, and to be taken as true cultural values for the community.

The linear form of expansion along vehicular roads became one of the dominant patterns of contemporary urban expansion. As an object of study, we refer to this linear form as Urban Expansion Corridors, as historical and prospective research units. The aim of this article is to clarify this particular way of inhabiting the city, by examining the materialization of the built environment along with the failures of urban public policy and its challenges To this end, we analyse the case of an intermediate Latin American city (Santa Fe, Argentina), whose growth acquired linear forms in a complex fluvial environment. The starting point is a theoretical and conceptual positioning that proposes to revisit the notion of urban space, to then examine –from this renewed perspective– the proposed case study; in particular its Littoral Corridors. The discussions aim to problematize the interventions –especially in the road sector– of urban public policies in the spatial configuration of CEU, as well as to consider the challenges that these new ways of inhabiting the territory present to urban planning. ; La forma lineal de expansión en torno a vías de circulación vehicular se convirtió en uno de los patrones dominantes del crecimiento urbano contemporáneo. Devenida en objeto de estudio, nos referimos a esta forma lineal bajo la denominación de Corredores de Expansión Urbana, en tanto unidades espaciales de investigación histórica y prospectiva. El objetivo de este artículo consiste en echar luz sobre este modo particular de habitar lo urbano, examinando la materialización del entorno construido junto con los desaciertos de la política pública urbana y sus desafíos. Para ello, se analiza el caso de una ciudad media de América Latina (Santa Fe, Argentina), cuyo crecimiento adquirió formas lineales en un entorno fluvial complejo. Se parte de un posicionamiento teórico y conceptual que propone revisar la noción de espacio urbano, para luego examinar –a la luz de esta mirada renovada– el caso de estudio propuesto; en particular, sus Corredores Litorales. L'objectif de cet article est de mettre en lumière cette façon particulière d'habiter la ville, en examinant la matérialisation de l'environnement bâti ainsi que les échecs des politiques publiques urbaines et leurs défis. Pour ce faire, nous analysons le cas d'une ville moyenne d'Amérique latine (Santa Fe, Argentine), dont la croissance a acquis des formes linéaires dans un environnement fluvial complexe. Le point de départ est un positionnement théorique et conceptuel qui propose de réviser la notion d'espace urbain, pour ensuite examiner – à la lumière de ce regard renouvelé – le cas d'étude proposé ; notamment ses Corridors Littoraux. Para isso, analisamos o caso de uma cidade média latino-americana (Santa Fé, Argentina), cujo crescimento adquiriu formas lineares em um ambiente fluvial complexo. O ponto de partida é um posicionamento teórico e conceptual que propõe a revisão da noção de espaço urbano, para mais tarde examinar –à luz deste olhar renovado– o estudo de caso proposto; em particular, os seus Corredores Litorais. As discussões visam problematizar as intervenções –especialmente no campo rodoviário– das políticas públicas urbanas na configuração espacial da CEU, bem como considerar os desafios que estas novas formas de habitar o território impõem ao planeamento urbano.

The COVID-19 pandemic has exacerbated existing social inequities (de la Barre et al., 2020; Fenley, 2020; Perri et al., 2020). The closure of drop-in services and community centres, reduced access to public spaces, and a reduction in resources has had a negative impact on marginalized populations (Perri et al., 2020). Moreover, these tumultuous circumstances have led to increased numbers of persons setting up encampments and clustering in public space across British Columbia, Canada (British Columbia Ministry of Health, 2020b). In response to pandemic-related health concerns involving high-density encampments, the Province of British Columbia, in association with various government and not-for-profit stakeholders, activated Emergency Response Centres (ERCs) to house persons experiencing homelessness during COVID-19. At first glance, this innovative, intersectoral response showed promise as a short-term solution to housing our most vulnerable during public health crises. However, forcing people out of public park space has intensified social inequities and reinforced existing power relationships (Fenley, 2020). This case study critically examines the lessons learned during COVID-19 to inform how we advance change towards socially sustainable public spaces. Through the lens of equity, access to public space for vulnerable populations during COVID-19 in Victoria, British Columbia, is explored. A stakeholder analysis is presented to illuminate the nature of stakeholder engagement within the city of Victoria, followed by a review of the intersectoral response that led to the activation of ERCs and the mobilization of hotel rooms to accommodate people experiencing homelessness during the pandemic. In addition, this case study outlines the urgent need for research related to the intersection of COVID-19, equity, public space, and leisure. For broader audiences, such as local governments, not-for-profit organizations, and leisure service providers, the value of this case study is underscored by the relevance of co-creation in the context of inclusive land-use planning, policy, and design.
