The theoretical and methodological foundations of trade and economic cooperation and their impact on the development of tourism and the service sector of the national economies of European countries are analyzed. The main factors of influence on the current state of trade and economic cooperation between Ukraine and European countries are characterized, including: the advantage of raw materials and products of a low level of processing; suspension of production in the occupied regions of Eastern Ukraine (Donetsk and Luhansk), deterioration of the conditions for attracting external financing; unstable economic and political situation, as well as depletion of international reserves. The article traces the factors of the basing of international trade, including the division of labor, provision of a favorable climate, land and labor force, provision of a high level of technology. The classification signs of trade and economic relations are presented: in terms of dynamics, structure, location, level of development of partner countries for trade. The factors of influence on the state of trade and economic cooperation and services of the national economies of the studied countries are given. The leading trade partners of Europe for Ukraine, their main commodity and raw materials exchange are analyzed. It was revealed that ferrous metals, electric machines, fats and oils of both animal and vegetable origin, nuclear fuel, boilers, machines, grain crops, ores, slags and ash dominate among Ukrainian merchandise exports. Among the services dominated by transportation services, services for the processing of material resources, services in the field of telecommunications, computer and information, business services, repair and maintenance services. Imports are dominated by mineral fuel, boilers and equipment for the electric power industry, products of other engineering enterprises, chemical products, etc. The regions of Ukraine were divided into groups according to the level of exports of goods and services to European countries, according to which Kherson and Chernivtsi regions have the lowest indicators European exports, 16 regions of Ukraine belong to the average export level. ; Проанализированы теоретико-методологические основы торгово-экономического сотрудничества и их влияние на развитие туризма и сферы обслуживания национальных экономик стран Европы. Охарактеризованы основные факторы влияния на современное состояние торгово-экономического сотрудничества Украины с европейскими странами, среди которых доминируют сырье и продукты низкого уровня переработки; приостановка производства в оккупированных районах Восточной Украины (Донецкой и Луганской областей), ухудшение условий привлечения внешнего финансирования; нестабильная экономическая и политическая ситуация, а также истощение международных резервов. В статье прослежены факторы базирования международной торговли, в том числе разделение труда, обеспечение благоприятным климатом, землями и рабочей силой, обеспечение высоким уровнем технологий. Представлены классификационные признаки торгово-экономических отношений: по динамике, структуре, размещению, уровню развития стран-партнеров за товарообменом. Приведены факторы влияния на состояние торгово-экономического сотрудничества и услуг национальных экономик исследуемых стран. Проанализированы ведущие торговые партнеры Европы для Украины, их основной товаро-сырьевой обмен. Выявлено, что среди украинского товарного экспорта доминируют черные металлы, электрические машины, жиры и масла как животного, так и растительного происхождения, ядерное топливо, котлы, машины, зерновые культуры, руды, шлаки и зола. Среди услуг доминируют транспортные услуги, услуги по переработке материальных ресурсов, услуги в сфере телекоммуникаций, компьютерные и информационные, деловые услуги, услуги по ремонту и техническому обслуживанию. В импорте преобладают минеральное топливо, котлы и оборудование для электроэнергетики, продукция других предприятий машиностроения, продукция химической промышленности и др. Регионы Украины были поделены на группы по уровню экспорта товаров и услуг в страны Европы, в соответствии с чем Херсонская и Черновицкая области обладают наименьшими показателями европейского экспорта, к среднему уровню по экспорту относятся 16 областей Украины. ; Проаналізовано теоретико-методологічні засади торговельно-економічного співробітництва та їх вплив на розвиток туризму і сфери послуг національних економік країн Європи. Доведено, що основними факторами впливу на сучасний стан торговельно-економічного співробітництва України з європейськими країнами виступають: перевага сировини і продуктів низького рівня переробки; призупинення виробництва в окупованих районах Східної України (Донецької та Луганської областей), погіршення умов залучення зовнішнього фінансування; нестабільна економічна та політична ситуація та виснаження міжнародних резервів. У статті простежено, які підстави є важливими для міжнародної торгівлі, зокрема поділ праці, забезпечення сприятливим кліматом, землями та робочою силою, забезпечення високим рівнем технологій. Представлені класифікаційні ознаки торговельно-економічних відносин: за динамікою, структурою, розміщенням, рівнями розвитку країн-партнерів та товарообміном. Виявлено фактори впливу на стан торговельно-економічного співробітництва і послуг національних економік досліджуваних країн. Проаналізовано провідних торговельних партнерів серед країн Європи для України, їх основний товаро-сировинний обмін. Досліджено, що серед українського товарного експорту домінують чорнi метали, електричні машини, жири та олії тваринного або рослинного походження, ядерне паливо, котли, машини, зернові культури, руди, шлаки і зола. Серед послуг переважають транспортні послуги, послуги з переробки матеріальних ресурсів, послуги у сфері телекомунікації, комп'ютерні, інформаційні, ділові послуги, послуги з ремонту та технічного обслуговування. В імпорті переважають мінеральне паливо, котли і устаткування для електроенергетики, продукція інших підприємств машинобудування, продукція хімічної промисловості тощо. Регіони України розподілено на групи за рівнем експорту товарів та послуг до країн Європи, за яким Херсонська та Чернівецька області мають найменші показники європейського експорту, до середнього рівня за експортом належать 16 областей України.

The article is dedicated to the research of the peculiarities of international legal cooperation between the European Union and third countries in education. The author directly establishes the application of the principle of regionalization for this type of cooperation, defines its legal bases and main directions of cooperation. Education is one of the effective means of improving human development, which is why partner countries actively cooperate in this field. However, it should be noted that the intensity of cooperation and its magnitude differ among the Mediterranean countries, which is due to the presence of closer and more explicit European integration aspirations of some of them which are embodied, in particular, in close relations with the EU Member State - France ( Monaco). In addition, all the Mediterranean countries, with the exception of Turkey, which are candidates for EU membership together with Serbia, Kosovo and the former Yugoslav Republic of Macedonia, are part of another regional partnership in education - the EU - Western Balkans, aimed at promoting education and reform preparing these countries for the fulfillment of their membership obligations, including full participation in EU education programs. It should be noted that the processes of reforming the education systems in the EaP countries will depend on the state's intentions to continue European integration and, along with the Declaration, will be based on specific agreements, depending on the legal form of EU international co-operation with the third country. The EU is actively supporting African countries in reforming education systems to ensure their quality, accessibility and competitiveness, and will continue to do so. At the same time, the Common Strategy for 2007 is the main legal basis for EU-Africa cooperation. There are no separate agreements, either of a general nature (on association, partnership, etc.), or of a special nature (on cooperation in the field of education) with the African countries. The only exceptions are the African countries of the Mediterranean basin and the Republic of South Africa as a strategic partner of the EU. ; Стаття присвячена вивченню особливостей міжнародно-правової співпраці Європейського Союзу та третіх держав із питань освіти. Автором безпосередньо встановлено застосування принципу регіоналізації для цього виду співпраці, визначено її правові основи та основні напрями кооперації. Саме одним із дієвих засобів покращення людського розвитку є освіта, тому країни-партнери активно співпрацюють у цій галузі. Втім, зазначимо, що інтенсивність співпраці та її масштаби різняться серед країн Середземномор'я, що пов'язано із наявністю більш тісних та явно виражених євроінтеграційних прагнень деяких із них, що втілюються, зокрема, у тісних зв'язках із країною-учасницею ЄС - Францією (Монако). Крім того, усі країни Середземномор'я, за виключенням Туреччини, що є кандидатами на вступ до ЄС спільно із Сербією, Косово та колишньою Югославською Республікою Македонією входять до іншого регіонального партнерства у сфері освіти – ЄС – Західні Балкани, що спрямоване на інтенсивне реформування систем освіти та підготовку цих країн до виконання членських зобов'язань, включаючи повну участь у освітніх програмах ЄС. Слід відмітити, що процеси реформування систем освіти у країнах Східного партнерства залежатимуть від намірів держави продовжувати євроінтеграцію та поряд із Декларацією основуватимуться на конкретних угодах, в залежності від обраної правової форми міжнародного співробітництва ЄС із третьою країною. Objective — to improve the methods of diagnosis of skin neoplasms and to optimize the management of patients-service­men.Materials and methods. A literature review and analysis of the results of clinical and instrumental studies of military personnel with skin neoplasms are presented.Results and discussion. Management of diagnosis and treatment of skin neoplasms is a difficult task, especially for the early detection of skin neoplasms and the provision of medical care in accordance with international recommendations and guidelines, particularly in the Armed Forces. An important issue is that the examination and management of patients with skin neoplasms are not accompanied by photodocumentation of dermatoscopic images (namely, this situation exists in the real outpatient practice of the vast majority of Ukrainian dermatovenereologists and cosmetologists) since it is difficult to compare the results of the current and previous examinations when observing a patient, especially if they conducted by different specialists. This is due to the fact that specialists do not have a standardized protocol for detection, examination and fixation of dermatoscopic signs using a certain sequence and unified terminology of their description. In addition, there are a number of issues requiring further development in relation to the provision of medical care to military patients with skin neoplasms. The Dermatological Service of Ukraine is currently in a state of reform, which significantly reduces the possibility of early patient visits to the dermatologist and, accordingly, worsens the early diagnosis of skin tumors, especially in conscripts. A complicating factor is also the insufficient regulation of the algorithm and route of the patient with skin neoplasms in order to verify or exclude their malignant nature.Conclusions. Modern views on the diagnosis and treatment of dermatovenerological neoplasms need to be changed in order to early detect skin neoplasms and provide medical care in accordance with international recommendations and guidelines, especially in the ranks of the Armed Forces of Ukraine. In Ukraine, the identification and care of military patients with skin neoplasms is an issue that needs further development. ; Цель работы — усовершенствовать методы диагностики новообразований кожи и оптимизировать ведение пациентов- военнослужащих.Материалы и методы. Представлен обзор литературы и проанализированы результаты клинического и инструментального методов обследования пациентов-военнослужащих с новообразованиями кожи.Результаты и обсуждение. Менеджмент диагностики и лечения новообразований кожи является сложной задачей в отношении их раннего выявления и оказания медицинской помощи согласно международным рекомендациям и установкам, особенно в рядах Вооруженных сил Украины (ВСУ). Следует отметить, что осмотр и ведение пациентов с новообразованиями кожи не сопровождаются фотодокументацией дерматоскопических изображений (а именно такая ситуация существует в амбулаторной практике абсолютного большинства украинских дерматовенерологов и косметологов), поскольку при наблюдении пациента в динамике сложно сравнивать результаты текущего и предыдущего обследований, особенно если их проводят разные специалисты. Это обусловлено также отсутствием стандартизированных протоколов выявления, исследования и фиксации дерматоскопических признаков с использованием определенной последовательности и унифицированной терминологии для их описания. Кроме того, существует ряд вопросов, требующих дальнейшей разработки, в отношении оказания медицинской помощи пациентам-военнослужащим с новообразованиями кожи. Дерматологическая служба Украины в настоящее время находится в состоянии реформирования, что существенно уменьшает возможность раннего обращения пациентов к дерматологу и, соответственно, ухудшает своевременную диагностику новообразований кожи, особенно у лиц призывного контингента. Осложняющим фактором также является недостаточный регламент алгоритма и маршрута пациента с новообразованиями кожи с целью верификации или исключения их злокачественного характера.Выводы. Современные требования, предъявляемые к диагностике и лечению новообразований в дерматологической практике, нуждаются в изменении в целях раннего выявления новообразований кожи и оказания медицинской помощи согласно международным рекомендациям и установкам, особенно в рядах ВСУ. В Украине проблема выявления и оказания помощи пациентам-военнослужащим с новообразованиями кожи требует дальнейшей разработки. ; Мета роботи — вдосконалити методи діагностики новоутворень шкіри та оптимізувати ведення пацієнтів-військовослужбовців.Матеріали та методи. Представлено огляд літератури і проаналізовано результати клінічного та інструментального методів обстеження пацієнтів-військовослужбовців з новоутвореннями шкіри.Результати та обговорення. Менеджмент діагностики та лікування новоутворень шкіри є складним завданням з огляду на важливість їхнього раннього виявлення та надання медичної допомоги згідно з міжнародними рекомендаціями і настановами, особливо в лавах Збройних сил України (ЗСУ). Слід зазначити, що огляд та ведення пацієнтів із новоутвореннями шкіри не супроводжуються фотодокументацією дерматоскопічних зображень (а саме така ситуація існує в амбулаторній практиці абсолютної більшості українських дерматовенерологів і косметологів), тому в подальшому при спостереженні пацієнта в динаміці складно порівнювати результати поточного і попереднього обстежень, особливо якщо їх проводять різні фахівці. Це зумовлено і тим, що у спеціалістів відсутній стандартизований протокол виявлення, дослідження та фіксації дерматоскопічних ознак з використанням певної послідовності та уніфікованої термінології для їхнього описання. Крім того, низка питань щодо надання медичної допомоги пацієнтам-військовослужбовцям із новоутвореннями шкіри потребує подальшої розробки. Дерматологічна служба України на сьогодні перебуває в стані реформування, що суттєво зменшує можливість раннього звернення пацієнтів до дерматолога і, відповідно, погіршує своєчасну діагностику новоутворень шкіри, особливо в осіб призовного контингенту. Фактором, що ускладнює цю ситуацію, також є недостатній регламент алгоритму та маршруту пацієнта з новоутвореннями шкіри з метою верифікації чи виключення їхнього злоякісного характеру.Висновки. Сучасні погляди на діагностику та лікування новоутворень у дерматовенерологічній практиці мають бути змінені з метою їхнього раннього виявлення та своєчасного надання медичної допомоги згідно з міжнародними рекомендаціями та настановами, особливо в лавах ЗСУ. В Україні питання щодо виявлення та надання допомоги пацієнтам-військовослужбовцям із новоутвореннями шкіри потребують подальшої розробки.

Durante la década que comprende los años 2001 y 2011 se producen cambios de gran calado en la sociedad y en las ciudades españolas: asistimos al auge y a la caída de una gran burbuja inmobiliaria, la composición poblacional se transforma en base a unos años de fuerte inmigración internacional y se produce un importante desarrollo de la suburbanización en las grandes urbes. ¿Han afectado estas transformaciones a la tradicionalmente estable distribución socioterritorial de la población? El análisis sustantivo de la segregación necesita detalle territorial porque se produce en grandes metrópolis compuestas por numerosos núcleos que son densos, compactos y heterogéneos. Los resultados ponen de relieve un tipo específico de polarización basada en la fragmentación de los espacios desfavorecidos. Solo desde una escala detallada podríamos evaluar el impacto de las políticas de intervención urbana en la fragmentación. Junto a métricas clásicas de la segregación, se emplean y se expanden las posibilidades de los indicadores locales de autocorrelación espacial (LISA) para dar cuenta de los cambios en la distribución socioterritorial de las regiones metropolitanas de Barcelona y Madrid durante el periodo 2001-2011. Los grupos poblacionales tomados en consideración incluyen diferentes ejes de jerarquización: categorías ocupacionales (directivos, técnicos y profesionales o trabajadores cualificados); país de nacimiento; formación universitaria, y tamaño de la vivienda. ; Al llarg de la dècada compresa entre els anys 2001 i 2011 es produeixen grans canvis a la societat i a les ciutats espanyoles: s'assisteix a l'auge i caiguda d'una gran bombolla immobiliària, la composició per país d'origen es transforma a causa d'uns anys de forta immigració internacional, i se segueix produint un important desenvolupament de la suburbanització en les grans urbs. Han afectat aquestes transformacions a la tradicionalment estable distribució socioterritorial de la població? L'anàlisi substantiva de la segregació necessita d'un bon detall territorial, ja que es produeix en grans metròpolis compostes per nombrosos nuclis, que són densos, compactes i heterogenis. Els resultats posen de relleu l'existència d'una polarització específica, basada en la fragmentació dels espais més desafavorits. Només des d'una escala geogràfica detallada es podrà avaluar l'impacte de les polítiques d'intervenció urbana en la fragmentació. Al costat de les mètriques clàssiques de la segregació, s'utilitzen les possibilitats dels indicadors locals d'autocorrelació espacial (LISA) per retre compte dels canvis en la distribució socioterritorial de les regions metropolitanes de Barcelona i Madrid durant el període 2001-2011. Els grups poblacionals que s'han considerat inclouen diferents eixos de jerarquització: categories ocupacionals (directius, tècnics i professionals o treballadors qualificats); país de naixement; formació universitària, i grandària de l'habitatge. ; La décennie comprise entre 2001 et 2011 a entraîné des changements majeurs dans la société et dans les villes espagnoles : nous assistons à la montée puisà la chute d'une grande bulle immobilière, la composition espagnole est transformée par des années de forte immigration internationale et un fort développement de la sous urbanisation dans les grandes villes. Ces transformations ont-elles affecté la répartition socio-territoriale traditionnellement stable de la population ? Le recensement de 2011, clé pour apporter une réponse quantitative, a été réalisé sur un large échantillon. Ceci, qui n'est pas un problème pour les données agrégées, l'est pour une analyse territoriale détaillée. L'analyse de fond de la ségrégation nécessite des détails territoriaux car elle se produit dans de grandes métropoles composées de nombreux noyaux denses, compacts et hétérogènes. Nos résultats mettent en évidence un type de polarisation spécifique basé sur la fragmentation d'espaces défavorisés. Ce n'est qu'à cette échelle détaillée que nous obtenons une base pour évaluer l'impact des politiques d'intervention urbaine sur la fragmentation. Outre les mesures classiques de la ségrégation, les possibilités d'indicateurs d'autocorrélation spatiale locale (LISA) sont utilisées et étendues pour tenir compte de l'évolution de la répartition socio-territoriale des régions métropolitaines de Barcelone et de Madrid au cours de la période 2001-2011. Les groupes de population étudiés comprennent différents axes hiérarchiques : catégories professionnelles (gestionnaires et techniciens et professionnels ou travailleurs qualifiés) ; pays de naissance ; formation universitaire, et taille du logement. ; Over the decade 2001 to 2011, major changes occurred in Spanish society and cities: the rise and fall of a large real estate market, population transformations following years of large-scale international immigration and the strong development of suburbanization. Have these transformations affected the traditionally stable socio-territorial distribution of the population? The 2011 census, key to a quantitative response, uses a large sample instead of a universal approach. This is not an issue problem for aggregate data, but does pose a problem for a detailed territorial analysis. A substantive analysis of segregation requires such territorial detail because it occurs in large metropolitan areas composed of numerous dense, compact and heterogeneous nuclei. Our results highlight a specific type of polarization based on the fragmentation of disadvantaged spaces. Only at this detailed scale can we obtain a basis for evaluating the impact of urban intervention policies on fragmentation. In addition to the classical segregation metrics, local spatial autocorrelation indicators (LISA) allow us explain changes in the socio-territorial distribution of the metropolitan regions of Barcelona and Madrid during the period 2001-2011. We analyze four population groups that serve as a basis to establish hierarchical relations of inequality: occupational categories (managers and technicians and professionals or skilled workers), country of birth, higher education, and size of residence.

Современные требования, предъявляемые к диагностике и лечению новообразований в дерматологической практике, нуждаются в изменении в целях раннего выявления новообразований кожи и оказания медицинской помощи согласно международным рекомендациям и установкам, особенно в рядах ВСУ. В Украине проблема выявления и оказания помощи пациентам-военнослужащим с новообразованиями кожи требует дальнейшей разработки. ; Мета роботи — вдосконалити методи діагностики новоутворень шкіри та оптимізувати ведення пацієнтів-військовослужбовців.Матеріали та методи. Представлено огляд літератури і проаналізовано результати клінічного та інструментального методів обстеження пацієнтів-військовослужбовців з новоутвореннями шкіри.Результати та обговорення. Менеджмент діагностики та лікування новоутворень шкіри є складним завданням з огляду на важливість їхнього раннього виявлення та надання медичної допомоги згідно з міжнародними рекомендаціями і настановами, особливо в лавах Збройних сил України (ЗСУ). Слід зазначити, що огляд та ведення пацієнтів із новоутвореннями шкіри не супроводжуються фотодокументацією дерматоскопічних зображень (а саме така ситуація існує в амбулаторній практиці абсолютної більшості українських дерматовенерологів і косметологів), тому в подальшому при спостереженні пацієнта в динаміці складно порівнювати результати поточного і попереднього обстежень, особливо якщо їх проводять різні фахівці. Це зумовлено і тим, що у спеціалістів відсутній стандартизований протокол виявлення, дослідження та фіксації дерматоскопічних ознак з використанням певної послідовності та уніфікованої термінології для їхнього описання. Крім того, низка питань щодо надання медичної допомоги пацієнтам-військовослужбовцям із новоутвореннями шкіри потребує подальшої розробки. Дерматологічна служба України на сьогодні перебуває в стані реформування, що суттєво зменшує можливість раннього звернення пацієнтів до дерматолога і, відповідно, погіршує своєчасну діагностику новоутворень шкіри, особливо в осіб призовного контингенту. Фактором, що ускладнює цю ситуацію, також є недостатній регламент алгоритму та маршруту пацієнта з новоутвореннями шкіри з метою верифікації чи виключення їхнього злоякісного характеру.Висновки. Сучасні погляди на діагностику та лікування новоутворень у дерматовенерологічній практиці мають бути змінені з метою їхнього раннього виявлення та своєчасного надання медичної допомоги згідно з міжнародними рекомендаціями та настановами, особливо в лавах ЗСУ. В Україні питання щодо виявлення та надання допомоги пацієнтам-військовослужбовцям із новоутвореннями шкіри потребують подальшої розробки.

The first volume of this HDR revolves around issues of accessibility and insularity.Accessibility is trompe-l'oeil. Islands close to the continent or another island area may be underserved, sometimes distant in time, unlike islands that are geographically distant may be perfectly connected and inserted into the exchanges. This HDR work aims to understand the fabric of island accessibility by dissecting the interwoven relationships and their multiple variations. Accessibility is defined as the greater or lesser ease with which a place can be reached from one or more other places using all or part of the means of transport in effect It constitutes a primordial factor in the opening up of the islands, and establishes the dialectic opening-closing of these territories. However, it has to be borne in mind that accessibility is just one of the parameters, among many others, of insularity.This work is thus part of the field of transport geography. It concerns itself with island gateways, in this case ports and airports, whether they are modest local infrastructures or powerful international complexes. Ports and airports are thus the instruments and symbols of a form of "desinsularization". In the transport sector, the process of "desinsularization" could mean the opening up of the islands, satisfied in a complete accessibility, through communications. However, the perfectibility of the means of transport, levels of economics development, politicals capacities and wills or regional positioning favor or hinder accessibility. This game of modulations generates and translates profound disparities between the islands. Thus, there is the question of the topology of island networks.My approach has been inspired, even dictated, by this geographical reality concretized by the myriad of isolated island units, even though some are located a stone's throw from a larger territory, placed on the indigo canvas of the Indian Ocean. A group of islands located in the south-west of the Indian Ocean, (from the Comoros to Rodrigues, from the Seychelles to Mauritius, from Nosy Be to La Reunion, via Mayotte), is at the core of my research. This area is remarkable in that, beyond a handful of common points, it offers a great diversity of political, economic, geographical situations, that are worthy of academic study. Accessibility has muliple facettes.This work allows us to understand the variations and dynamics of accessibility, maritime and air, in the island territories and the challenges they face. Four island specificities in terms of accessibility have been identified. Finally, in addition to the comparative dimension, this Ability proposes a typology of insular accessibility. ; Le premier volume de cette HDR s'articule autour des questions d'accessibilité et d'insularité. L'accessibilité est en trompe-l'oeil. Des îles proches du continent ou d'un autre territoire insulaire peuvent être mal desservies, parfois distantes en temps, à l'inverse des îles qui en sont géographiquement éloignées peuvent être parfaitement connectées et insérées dans les échanges. Ce travail d'HDR se propose de comprendre la fabrique de l'accessibilité des îles en décortiquant les entrelacs d'une relation aux multiples déclinaisons. L'accessibilité se définit comme la plus ou moins grande facilité avec laquelle un lieu peut être rejoint à partir d'un ou de plusieurs autres lieux à l'aide de tout ou partie des moyens de transport en vigueur. Elle constitue un facteur primordial dans le désenclavement des îles et établit la dialectique ouverture-fermeture de ces territoires. Pour autant, gardons à l'esprit que l'accessibilité n'est qu'un des paramètres, parmi tant d'autres, de l'insularité.Cette HDR s'inscrit ainsi dans le champ de la géographie des transports. Elle s'intéresse aux portes des îles, en l'occurrence les ports et aéroports, qu'elles soient modeste infrastructure locale ou puissant complexe international. Port et aéroport sont donc les instruments et symboles d'une forme de « désinsularisation ». Dans le domaine des transports, le processus de « désinsularisation » pourrait signifier l'ouverture des îles, assouvie dans une complète accessibilité, par le biais des communications. Pour autant, la perfectibilité des moyens de transport, les niveaux de développement économique, les capacités et volontés politiques ou encore les positionnements régionaux favorisent ou freinent l'accessibilité. Ce jeu de modulations engendre et traduit de profondes disparités entre les îles. En filigrane se pose donc la question de la topologie des réseaux insulaires.Ma démarche a été inspirée, voire dictée, par cette réalité géographique concrétisée par la myriade d'unités insulaires isolées, quand bien même certaines se situent à quelques encablures d'une grande terre, posée sur la toile indigo de l'océan Indien. Un groupe d'îles (des Comores à Rodrigues, des Seychelles à Maurice, de Nosy Be à La Réunion, en passant par Mayotte), localisé dans le Sud-Ouest de l'océan Indien, forme aujourd'hui le noyau principal de ma recherche. Ce bassin est intéressant parce qu'il offre, au-delà de quelques points communs, une grande diversité de situations (politique, économique, géographique). L'accessibilité y revêt de multiples visages.Ces travaux permettent d'appréhender les variantes et dynamiques de l'accessibilité, maritime et aérienne, dans les territoires insulaires et les enjeux auxquels ils sont confrontés. Quatre spécificités insulaires en matière d'accessibilité ont été dégagées. Enfin, outre la dimension comparative, cette Habilitation propose une typologie de l'accessibilité insulaire.

The article reconstructs the work of Orlando Fals Borda from the perspective of his contributions to the sociology of education. It presents some of the specific elements of what we could call Fals Borda's sociology of education, which are closely related but not limited to Participatory Action Research (par). It discusses some of the central elements of his position regarding a national education, which is quite close to popular education approaches, as well as the idea of a politics of knowledge characterized by the construction and consolidation of a national science, on the basis of contextual, endogenous processes.The article shows the emphasis of Fals Borda's work on consolidating both sociology as a discipline in the country and a sociology of education with national, regional, and international impact characterized by a clear and concrete proposal from the epistemological, conceptual, and methodological points of view. Likewise, the paper highlights some little-known aspects of the appropriation of Fals Borda's work related to the sociology of liberation in the international context, especially in the English-speaking, critical and alternative sphere. The method employed is the analysis of a variety of works by Fals Borda, as well as of complementary bibliography, privileging a reconstructive reading of his contributions to knowledge regarding education in Colombia, and of his more theoretical proposals regarding education and science, in relation with par. The article concludes with a final reflection on the pedagogical path traced by Fals Borda and the need to keep building new paths of realistic hopes, despite the populist uncertainty that is taking over the region and the world in the 21st century. ; El presente artículo propone reconstruir la obra de Orlando Fals Borda desde una perspectiva enfocada en sus aportes a la sociología de la educación. Se presentan algunos elementos específicos de lo que se podría denominar una sociología de la educación falsbordiana, en estrecha relación con la Investigación Acción Participativa (iap), pero que no se agota ni se limita en ella. Se retoman algunos elementos centrales de su postura en torno a una educación propia, bastante cercana a las aproximaciones desde la educación popular, así como con la idea de una política del conocimiento, caracterizada por la construcción y la consolidación de una ciencia propia, con base en procesos de endogénesis contextual.Se sugiere un énfasis en sus aportes para consolidar no solo la sociología como disciplina en el país, sino una sociología de la educación con impacto nacional, regional e internacional, caracterizada por una apuesta clara y concreta desde el punto de vista epistemológico, conceptual y metodológico. Así mismo, se destacan algunos aspectos poco conocidos en nuestro medio sobre la apropiación de la obra de Fals Borda en el contexto internacional, en especial en el medio anglosajón de corte crítico y alternativo, en torno a la sociología de la liberación.El método empleado es el análisis de una variedad de trabajos de Fals Borda, así como de bibliografía complementaria, que privilegia una lectura reconstructiva de sus aportes de conocimiento en torno a la educación en Colombia, y sus propuestas más teóricas sobre la educación y la ciencia, en relación con la iap. International audience ; In this article we have chosen to focus on the circulations related to therapeutic mental health quests in the countries of the South through the example of Senegal. Mental health is not one of the priority health programs supported by the Global Fund, few countries in the South have specific mental health policies and programs, and it is not the subject of strong political and financial mobilization. According to WHO estimates, the majority of people with severe mental disorders are untreated and have diminished rights. With more accurate measurement of the disease burden, mental health has been included in the objectives of sustainable development and in overall public health. It is, in addition, a development issue given its social and economic costs to countries and families. Nevertheless, research on mental health in sub-Saharan Africa, whatever the discipline, is still too rare.Senegal was chosen for this research for two reasons: first, since French colonization, it has had an internationally recognized psychiatric range of services, and second Senegalese society is characterized by international migration and significant circular mobility, which anchors it in processes of globalization. The various circulations that contribute to structuring therapeutic pathways that are often long and chaotic before accessing psychiatric care are described mainly on the basis of anthropological data collected from people experiencing mental illness, either alone or supported by "their accompanying person(s)". These data are based on field surveys conducted in several psychiatric services and mental health centers throughout the country. Consultations were followed in agreement with the medical and administrative authorities, observations and interviews were carried out with healers, sick people and their "companions" in order to understand the therapeutic pathways, the management of the disease and drug treatments as well as the representations of psychological disorders in a context of stigmatization of madness. The investigation continued beyond the walls of the psychiatric institution with healers, marabouts and representatives of mystical medicine in order to take into account the plurality of therapeutic remedies and the movements that take place at local, national and even transnational levels. The interviews were conducted either in French or Wolof (translated by an investigator trained in health anthropology).The circulation of actors, products and practices is analyzed at different spatial and social scales and interpreted in relation to different explanatory and contextual factors. In the Senegalese health care system, mental health is not included in the primary care system. Map 1 reveals an insufficient supply of psychiatric care and deep inequalities between the West (the capital Dakar region) and the East of the country, as with other medical disciplines that are under-staffed and under-resourced. Sick people who consult in health centers or dispensaries are referred to the psychiatric unit in the health region where they reside or to the private sector if they have sufficient resources. Nevertheless, the pyramidal medical hierarchy is not always respected because it goes against the social logic of patients and their families who wish to consult in the greatest secrecy because of the social representations of madness. Therapeutic pathways therefore depend in part on accessibility and the additional costs of distance.The accounts of the therapeutic pathways reveal that psychiatry is often considered the ultimate solution in the event of an acute crisis, particularly in rural areas. It is a solution sometimes forced by the neighborhood or the authorities in the face of symptoms that cause fear and disapproval. Given the context of stigmatization and reluctance towards psychiatric institutions, families are experimenting with other therapeutic alternatives with healers and marabouts who may specialize in the treatment of madness or in a so-called "mystical" medicine that is rooted in Islam. This is also due to certain popular beliefs that insanity is not curable, which hinders adherence to psychiatric treatment. This leads to the interruption of treatment as soon as the patient is perceived to be doing better. The narratives of the interviewees also reveal self-medication practices that aim to regulate the behavior of sick people in the family and social space of the community. It helps to limit medical and indirect costs related to accessibility, as many families do not have universal medical coverage or sufficient financial resources. It reveals the circulation and sometimes diverted use of medicines after a medical check-up. In conclusion, we observe that the question of the management of psychological disorders is similar to that of chronic diseases (adherence to treatment, representation of recovery). It is also part of a context where a plurality of actors are taking hold of a protean "psy" discourse within Senegalese society. ; A partir de données anthropologiques et sociodémographiques collectées au Sénégal auprès de différentes catégories d'acteurs impliquées dans les quêtes thérapeutiques qu'engagent des personnes malades, seules ou soutenues par « leur(s) accompagnant(s) » afin de remédier à une pathologie mentale, sont décrites diverses circulations qui contribuent à structurer des parcours thérapeutiques souvent longs et chaotiques avant d'accéder à des soins psychiatriques. Les circulations des acteurs, des produits et des pratiques sont analysées à différentes échelles et interprétées par rapport à différents facteurs : l'inégale répartition territoriale de l'offre psychiatrique, les représentations des troubles psychiques et de leur guérison qui les rapprochent des maladies chroniques dans un contexte de pluralisme thérapeutique et de stigmatisation, certaines pratiques d'automédication au sein des familles en réponse au coût des soins en l'absence de couverture médicale universelle généralisée, enfin l'émergence de discours « psy » au sein de la société sénégalaise.

Access to clean, reliable and affordable energy services is fundamental to economic and social well-being. Yet nearly 600 million people in Sub-Saharan Africa lack access to electricity. International commitments aimed at reducing greenhouse gas emissions and ensuring universal access to energy services, principally the Paris Agreement of the UN Climate Change Convention and the UN SE4ALL Sustainable Development Goal 7, have created a momentum for African countries to transition to more sustainable low-carbon energy pathways. Such commitments can be attained through targeted policies pursuing systemic changes, which include strategic and deliberate actions on the part of multiple actors to consolidate their efforts, collaborate, develop pragmatic solutions and ensure just and socially inclusive outcomes. Towards this end, transnational actors, such as aid agencies, financial institutions, non-profit organizations and private firms play a crucial role through their involvement in framing agendas, engaging in policy advice and mobilizing resources, both technical and financial. Against this background, the objective of this thesis is to investigate how these transnational actors operate and influence the transition to solar PV in East Africa, focusing specifically on off-grid and utility-scale solar PV systems in Uganda, Kenya and Rwanda. By investigating the dynamics of transnational linkages, external dependencies and global-local entanglements shaping specific transition pathways, the thesis contributes to an improved understanding of agency and politics in the sustainability transitions literature. The research topic is investigated through multiple case studies presented in the form of four articles that comprise the thesis. Article 1 adopts a 'transnational' perspective to analyze the development of the off-grid solar PV regime in Uganda. It identifies how transnational actors mobilize key resources (finance, technology, knowledge) to enable the PV transition. Article 2 adopts an agency-centric 'policy translation' perspective to analyze the process by which actors modify and localize imported policies, thereby accelerating the transition to utility-scale solar PV in Uganda. Article 3 adopts the actor-centered concept of 'frictional encounters' from the Sino-African literature to study the micro-politics and actor struggles as they unfold between Chinese and Kenyan actors during the development process of a utility-scale solar PV niche project. Article 4 integrates the MLP framework with a 'political economy' perspective to analyze the utility-scale solar PV niche against the background of the niche-regime-landscape dynamics in Rwanda. The thesis applies qualitative research methods, mainly semi-structured interviews and document analyses in order to provide detailed and context-specific insights. The dynamics of change are analyzed through the multilevel perspective (MLP), as a well-known framework. The thesis contributes to further develop the MLP by establishing a more actor-oriented approach, which is necessary to understand actor interests and strategies in pursuit of particular transition trajectories. The thesis develops a typology of transnational actors and identifies their specific roles and characteristics. It makes use of transition frameworks to explore agency by nuancing simplified actor categories, assessing the underlying motives, and by explicitly unraveling the micro-politics. The thesis also highlights the interplay of transnational and local agency, which is pertinent in the highly globalized energy regimes, but has received limited attention in the literature. In doing so, the thesis explores strategic and intentional actions, locates the relative position and influence exerted by specific transnational actors, and explores the socio-political processes underpinning sustainability transitions. The thesis demonstrates that the diffusion of off-grid solar PV systems in East Africa has witnessed a shift in the actor-drivers in recent years, away from international donors and NGOs toward more private-sector engagement. This observed shift has entailed a change in the modus operandi of development actors. While the off-grid PV sector has evolved over many decades in, the utility-scale PV systems have only emerged over the last five years. The thesis finds that cost competitiveness, tailored policy instruments, investor risk guarantees, and improved regulatory procedures have enabled this recent emergence. Such niche developments have occurred against various regime and landscape pressures. The thesis highlights the important role played by higher levels of leadership (i.e. state and regulatory actors) in prioritizing and accelerating the development of solar PV projects. Further, the thesis explores the nature of the involvement of 'rising powers' in Africa, such as China, acting as technology suppliers, developers, and investors in the development of utility-scale PV projects, reflective of the growing importance of South-South cooperation in shaping energy markets. Finally, the thesis finds that the nature of global-local multi-actor relations and politics is crucial to shaping specific transition outcomes. Transnational actors act as knowledge and funding repositories, whereas national actors provide legitimacy and institutional embeddedness. Accelerating the process of decarbonisation of the energy systems requires political work, negotiations, agency and power to wield influence, strong political commitment, and willingness to adapt to or modify institutional structures. These insights provide useful lessons that could be used for outcomes in support of the Paris Agreement and SDG7.

Seeds are central to agrobiodiversity, and farmers have historically bred a rich array of crop seeds to sustain rural and urban communities. Over the past 150 years, however, trajectories in macroeconomic development, science and research, and agricultural policy have dovetailed with environmental changes to diminish seed diversity and the living agricultures it supports. While genetic erosion has emerged as a global challenge, access to that diversity has also come into stark relief: Industry consolidation, the development of transgenic crops, and intellectual property rights are now seen as constraints on free exchange of seeds and the ability of farmers and breeders to adapt and breed resilient crop cultivars. How can seed diversity – and access to it – be expanded once more?To address this question, my dissertation develops a 'political ecology of seeds.' Building on the foundational account of seed primitive accumulation by Kloppenburg (1988), I examine several dimensions left underexplored in this and other accounts: new, countervailing forces of repossession working against primitive accumulation; the knowledge politics of seed production and of seed science; and the co-production of institutions, policies, discourse, and knowledge together. Using a constructivist theoretical framework, my project explores how knowledge politics and coproduction are instrumental in carving out new – and retracing old – territories for seed enclosures in the contemporary era. By examining how often-invisible discourses and practices underpin seed dispossession, we are better equipped to organize alternatives – not only to reject colonial and capitalist habits of thought/practice, but to revitalize communal, ethical, and economic strategies of repossession. My thesis includes three core papers, alongside introduction, theory, and conclusion chapters. In the first paper, I critically interrogate meanings of 'diversity' via rivaling discourses of seed 'loss' and 'persistence' visible in the scientific, international policy, and farmer movement literatures over 40-plus years. On one hand, numerous studies and stories indicate that crop genetic diversity is rapidly eroding worldwide. On the other hand, much data suggests that far from disappearing, seed diversity persists – resisting homogenizing trends within industrial capitalism. Yet in lieu of binary analyses, a more accurate accounting, I argue, can come from investigating the epistemic practices and politics of agrobiodiversity: what is known – recognized, measured, valued – as being lost or maintained. Evaluating historical data on farmer naming systems along with newer methods of genomic and biochemical analysis, I develop a multi-dimensional framework for understanding seed diversity.My second paper considers crop wild relatives (CWR) as a fast-emerging site for new seed primitive accumulation. Faced with imminent climate change, scientists and agribusinesses are vying to develop crops that can survive drought, floods, and shifting pest regimes. CWR offer breeders the allure of 'climate-hardy traits,' infusing genomes of modern crops with 'lost' genetic variety. Paradoxically, wild relatives themselves are endangered, propelling CWR into the limelight as an international conservation and food-security priority. I examine accumulation processes along two fronts: conservation policies, where in situ approaches, typically regarded as empowering alternatives to ex situ, instead may support appropriation; and breeding and biotechnology research, which produces new use values for CWR while profoundly shaping upstream conservation priorities.My third and final paper explores the US-based Open Source Seed Initiative as one example of repossession. OSSI has created an alternative to intellectual property rights with a 'protected commons' for seed. Commons scholarship has contributed much on theories of institutional governance. But, I argue, attending to the practice of 'commoning' helps illuminate a more complex triad: communities who manage shared resources according to negotiated social protocols. Employing the metaphor of 'beating the bounds' – a feudal practice of contesting enclosures – I ask how OSSI defends the commons in intersecting arenas. First is legal, as OSSI negotiates a move from contract law toward moral economy law. Next is epistemic, as a 'freelance' breeder network revitalizes informal farmer-breeder knowledge, proving less structurally constrained than formal university breeders to lead commoning efforts. Third is seed sovereignty, as OSSI engages with global South movements whose diverse cosmovisions and seed cultures pose new challenges for constructing transnational commons. I conclude by using spatial 'centricity' to conceptualize power relations in seed systems. CWR exemplifies 'ex-situ centric' flows of seed knowledge, power, and value away from local communities to centralized, often distant sites of recognizing and classifying diversity. Expertise is conferred primarily upon those scientists and industrialists who can produce commodity goods. By contrast, OSSI mobilizes breeder and farmer knowledge in a countervailing, 'in-situ centric' direction: towards local spaces, towards legitimizing farmer-breeders as knowledge makers. This movement, I conclude, is not merely an opposite force: it triangulates across three bases of 'emancipatory' action at the heart of agroecology, food sovereignty and commoning. Uniting politics of recognition (race, gender, identity), politics of redistribution (class and inequality), and politics of representation (democracy and citizenship), the question of seed diversity and access, I suggest, is ultimately a political one. It calls for recognizing diverse knowledge-makers, redistributing genetic resources as commons, de-centralizing seed reproduction to suit heterogenous agroecologies, and addressing base inequalities in power that drive dispossession.

Kurz nach dem Beginn des Mauerbaus erreichten im September 1961 Delegationen afrikanischer und asiatischer Gewerkschaften die Hochschule der Deutschen Gewerkschaften "Fritz Heckert" in Bernau, einem Vorort Berlins. In den folgenden anderthalb Jahren lebten, studierten und arbeiteten ostdeutsche Gewerkschaftskader als Lehrkräfte und circa 112 Studierende aus 19 afrikanischen und fünf asiatischen Ländern zusammen am Institut für Ausländerstudium, dessen Einrichtung im Jahr 1960 – dem sogenannten Afrikanischem Jahr – nach Planungen des Bundesvorstandes des Freien Deutschen Gewerkschaftsbunds (FDGB) erfolgte. Der FDGB verfolgte mit dieser entwicklungspolitischen Maßnahme im Namen der Internationalen Solidarität ein klar definiertes Ziel: Er wollte im Rahmen des 3. afro-asiatischen Lehrgangs "klassenbewußte, bescheidene, opferbereite afrikanische Gewerkschaftsfunktionäre" ausbilden, welche die "Arbeiterklasse Afrikas als Avantgarde der afrikanischen Völker" im antikolonialen Kampf sowie "für die Verbesserung der Arbeits- und Lebensbedingungen" organisiert und "klassenmäßig" erzieht. Die praxeologische und mikrogeschichtliche Untersuchung des 3. afro-asiatischen Lehrgangs an der FDGB-Hochschule Fritz Heckert generiert neue Erkenntnisse über die ostdeutsche Entwicklungshilfepolitik im Allgemeinen und über das Leben ausländischer Studierender in der DDR im Konkreten. Dabei werden erstens bisherige Annahmen über die Agenda der DDR in der Dekolonisierung partiell korrigiert. In der Analyse eines jener "Mikro-Räume globaler Vergesellschaftung" (Hubertus Büschel/Daniel Speich) wird aufgezeigt, das die DDR durchaus – wenn auch auf niedrigem Niveau – versuchte, mit der Gewerkschaftsausbildung Einfluss auf die politische Entwicklung der Staaten des Trikonts zu nehmen. Die LehrgangsteilnehmerInnen erfuhren eine weitreichende politische Schulung in der Lehre des Marxismus-Leninismus, und zwar zu in Teilen besseren Studiums- und Lebensbedingungen als die Majorität der ausländischen Studierenden in der DDR. Zweitens lässt sich aufzeigen, dass die afrikanischen Gewerkschaftskader Handlungsmacht gegenüber ihren LehrerInnen, der Institutsleitung und den FDGB-Offiziellen erlangten. Neben ihrem Wissen über die fragile außenpolitische Lage der DDR war ein maßgeblicher Grund hierfür die erfahrene Zuschreibung als Avantgarde oder Kader der (vermeintlich) revolutionären Klasse Afrikas. Mit dem Nutzen oder gar der Übernahme dieser projizierten Rolle gelang es ihnen mehrfach, die Unterrichts- und Lebensbedingungen an der Bernauer Hochschule in ihrem Sinne zu verbessern. Drittens ist dennoch festzustellen, dass die studierenden GewerkschafterInnen trotz der in einigen sozialen und politischen Aspekten "privileged position" (Simon Stevens) die sie auch eigensinnig nutzten, teils mit ähnlichen Problemen zu kämpfen hatten wie ausländische Studierende in der DDR im Allgemeinen. Das primäre Problem waren hierbei Rassismuserfahrungen, wozu Ausgrenzung im Alltag – auch an der Hochschule, auch innerhalb der Gruppe der LehrgangsteilnehmerInnen – ebenso zählte wie gewalttätige Übergriffe oder die Verbreitung des Bildes des "lascivious African man" (Sara Pugach). Zwar konnten die GewerkschafterInnen des Globalen Südens teils mit Erfolg gegen rassistische Vorfälle intervenieren. Wie jedoch die Untersuchung ihrer Protestpraktiken aufzeigt, verdeutlichten gerade diese konflikthaften Auseinandersetzungen zugleich die Grenzen ihrer Handlungsmacht. Denn obwohl die LehrgangsteilnehmerInnen viertens in ihrer Position offen und ohne das andauernde Risiko, repressive Maßnahmen erleiden zu müssen, gegen die verantwortlichen Funktionäre protestieren konnten, glichen sich in Bezug auf politische Gestaltungsmöglichkeiten die Handlungsspielräume der afrikanischen LehrgangsteilnehmerInnen und jene der autochthonen DDR-BewohnerInnen. Auch für die afrikanischen GewerkschafterInnen waren die Einwirkungsmöglichkeiten jenseits des eigenen sozialen Alltags aufgrund der "alles vereinheitlichenden Zentralmacht" (Thomas Lindenberger) Massenorganisationen – wie etwa dem FDGB – äußerst gering. ; In September 1961, shortly after the begin of the construction of the Berlin Wall, delegations of African and Asian unions arrived at the Hochschule der Deutschen Gewerkschaften "Fritz Heckert" in Bernau, a suburb of Berlin. During the following eight and a half years, East-German Unionists worked as teachers alongside around 112 students from 19 African and five Asian nations. They lived, studied and worked together at the Institute für Ausländerstudium, created by the Freie Deutsche Gewerkschaftsbund (FDGB) in 1960, the so-called African Year. Seen as developmental policy in the name of International Solidarity, the FDGB had a clearly defined goal: As part of the 3. Afro-Asian Class it wanted to train "class-conscious, humble African union officials, willing to make sacrifices". These would then educate "Africa's working class as Avantgarde for African peoples", organise and assist the anti-colonial struggle as well as "the improvement of quality of work and life". The praxeological and microhistorical study of the 3. Afro-Asian class at the FDGB College Fritz Heckert provides new insights into the East-German Developmental Policy in general and about foreign students' life in the GDR specifically. Some established claims about the GDR's agenda on Decolonisation will be partially corrected. An analysis of one of the "micro-spaces of global socialization" (Hubertus Büschel/Daniel Speich) will show how the GDR did in fact – albeit on a low level – try to influence political developments in African, Asian and Latin American states through union training. Participants of the course received an extensive education in Marxist-Leninist theory, at times their quality of life and study was even better than for the majority of foreign students in the GDR. Additionally, African union officials were able to acquire agency towards their teachers, the Institute's leadership, and the FDGB-officials. Apart from their knowledge about the fragile foreign-policy position of the GDR, one major reason for this was the categorisation as Avantgarde or Cadre of Africa's (supposed) revolutionary class. Using or even taking over these projected roles enabled them to change the quality of life and education at the College in Bernau multiple times. However, even though these students found themselves in a "privileged position" (Simon Stevens) in some aspects of political and social life, and used this position for their own purposes too, they faced similar problems that foreign students in GDR in general experienced. The primary problem were experiences of racism, both in form of marginalization on a daily basis – also at college or within the class of visiting union officials – as well as violent attacks or the propagation of the image of "the lascivious African man" (Sara Pugach). The unionists of the global south were partly able to successfully intervene against racist incidents, but as an examination of their protest practices shows, it was precisely these confrontational conflicts which laid bare the limits of their agency. Even though participants of the course were able to protest against the Institute's officials openly and without the threat of repression, the agency of African students at the institute in relation to political questions and issues was similar, if not identical to, that of autochthonous GDR inhabitants. Through the "all-encompassing central power" of the SED and its mass organisations, like the FDGB, the possibilities for African unionists to influence outside of the social daily routine were nominal.

Nikolaos Mavropoulos Dissertation Abstract The Japanese expansionism in Asia and the Italian expansion in Africa: A comparative study of the early Italian and Japanese colonialism (1868-1901) Modern Japan and Italy were formed in the same period, the period of the New Imperialism, a time of diplomatic mistrust, protectionism, frenetic colonial and economic rivalry and of militarism, when the Great Powers (British Empire, the French Third Republic and the Russian Empire) had already established their hegemonic position in the world. Japan and Italy at the end of the 19th century were in need of stability, internal and external security, economic reorganization and immediate settlement of the economic and social problems arising from the rapid increase of their population. Furthermore, seeking to compete on an equal footing with the Powers of the era, claiming a place in the sun, they considered modernization and rapid industrialization as the only way forward. These facts as well as the policy of expansion that they partly adopted for the resolution of these issues are unique and particular. The phenomenon of the early Japanese colonialism in relation to that of the other states is intensely reminiscent, as to the origins and aspirations, of the corresponding Italian one. Its collation with that of Britain's or Germany's in the period under examination would be inappropriate. Britain even though also an island state was technologically developed, robust, having the most powerful fleet and the most extensive empire in the world. The German Empire although it too was formed late (1871) and bedevilled like Japan by the problem of overpopulation did not share the same concerns about securing its independence as it was the superpower of the era, industrialized and militarily all-powerful the very next day after its unification. Securing new markets, meeting industrial needs for raw materials, the quest for lebensraum and arable land constituted common elements for all the imperialist Powers. Besides, the human inclination towards imperialism is self-evident. Men, acting individually or collectively, have always sought to establish dominance over others, where possible. So, what are the particularities that constitute the Japanese and the Italian colonial project distinctive? Both states fearing their exclusion from the markets, their pushing aside from the international developments, their marginalisation and their conversion into supernumeraries in the era of the chaotic imperialist struggle, envisaged in their own colonial expansion their strategic security and survival. They both viewed military victories and territorial expansion as the shortest way to obtain a place in the sun. Thus, even if they had not achieved the degree of industrialization and of economic development of the more powerful states, still being weak and agrarian, they attempted to ensure their position in the world through the colonies and the trade. The problem of their economic backwardness and military weakness was causing insecurity and stress even when they were achieving successes. The expansion and the establishment of spheres of influence constituted a necessity for the survival of the nation. The possession of colonies would present to the world a powerful, prestigious and modern Italy and Japan, arbiters of developments and, in addition, it would contribute to the stability of the international system. So they participated in the colonial struggle imitating the imperialist powers. Contrary to Lenin's theory about the unbreakable relationship between imperialism and the export of surplus capital, in the dawn of their colonial adventure, Japan and Italy had difficulty in luring domestic capital into colonial investment since they had a shortage not an excess of private capital. Despite their terrible fiscal position however, immediately after their formation, they inaugurated a policy of expansion. It was then presumed by the respective ruling classes that the participation in the colonial game would be panacea, it would, as if by magic, form the lever that would topple and nullify their disadvantageous geopolitical position abroad and would resolve the economic and social problems of vital importance that beset them in the interior. This consideration, this common perception, these convictions which were shared by politicians, merchants, industrialists and military simultaneously in two regions of the world so remote and alienated between them provoke the interest of the scholar. Was this colonialism a simple "reaction" to the progress of the rest of the imperialists? In the manifestation of the Japanese and Italian imperialism up until 1901 what are the underlying characteristics, what is the role of the monarchy and of the religion or of social Darwinism, what is the impact on the conquered peoples? What are the advantages and disadvantages of the integration to the Japanese Empire of peoples racially related to it? What is the ideology, the theoretical pillars which were nurtured at the end of the 19th century and on which they supported the background of their subsequent colonial expansion? What are the particular elements, the impulses, the ideologies that the early Italian and the early Japanese colonialism shared, elements which even pushed them into fighting for similar goals in Beijing during the Boxer rebellion (1899-1901)? This research responds to these demanding questions as well as traces the origins of the two states', mutatis mutandis, similar and common historical evolution up until the middle of the 20th century by researching the relative literature and archives.

This dissertation deals with the relationship between the Resource Curse (RC) – the empirically proven paradox that countries with abundant natural resources often show slower economic growth – and a measure for the substitution of natural resource depletion by other forms of capital, the World Bank's Genuine Savings (GS). In four logically successive parts, which are all published papers, this work analyzes the "alarming picture [that most] [c]ountries with a large percentage of mineral and energy rents of GNI typically have lower genuine saving rates" (VAN DER PLOEG 2011: 396-397) as well as its background determinants and transmission channels. The first part establishes a critical survey on GS and its calculation components and is intended as an introduction to its theoretical and methodical background. The WORLD BANK (2011) adjusts Net National Savings for human and natural capital, but as an indicator of real world sustainability GS has several shortcomings, which are discussed at length. For example, there are natural resources that are omitted due to empirical and methodological reasons such as fisheries, biodiversity or diamonds. Part one discusses possible extensions and ideas for future development, but the most important finding is the necessity for more analyses of possible factors determining the development of GS rates. With this background, part two establishes a theoretical model of the relationship between the RC and GS. Since both the RC and GS depend on the amount of resource depletion and exports, a possible relation seems clear. Therefore, part two uses the exogenous and endogenous explanations from countless studies contributing to the research on the RC and its determinants and relates them to GS and its calculation components. For example, the volatility of international commodity markets affects the natural resource rents within the calculation of GS immensely, or the migration of employees to the resource sector has a clear impact on the education expenditures used to determine human capital. In part three, these findings and the resulting theoretical model are used to show the empirical relationships between the RC and GS in cross-country regressions. For example, the mentioned terms-of-trade volatility in resource-dependent countries affects the calculation of GS on multiple levels. Overall, results show that factors leading to the RC are also useful explanatory variables for GS. Hence, part three of this dissertation shows that the theoretical framework from part two holds true in comprehensive cross-country regressions with a variety of dependent and independent variables. To complete the analysis, part four examines Zambia as a case study of a RC-affected country. Between 1964 and 2012 Zambia depended on copper exports at an average 33% of its GNI and suffered a decline of its real per capita income in the same period, and importantly showed an average GS rate of -3%. The study demonstrates that most of the theories relating the RC to GS apply to the Zambian situation. Its GS developed with high volatility and completely in line with world copper prices and to a lesser but not negligible extent with political developments. Following parts two and three, this case study completes the picture on the deep relationship between the RC and GS and closes the loop of a theoretical model with cross-sectional empirical research as well as a research design which allows for a more qualitative discussion. ; Der Zusammenhang zwischen dem Ressourcenfluch und den Genuine Savings als Indikator für schwache Nachhaltigkeit - Theoretischer Hintergrund und empirische Nachweise Die vorliegende Dissertation beschäftigt sich mit dem Zusammenhang zwischen dem Ressourcenfluch (RF) – dem empirisch nachgewiesenen Paradox, dass ressourcenabhängige Länder meist geringeres Wirtschaftswachstum aufweisen – und einem Indikator für die Substitution natürlicher Ressourcen durch andere Kapitalformen, die Genuine Savings (GS) der Weltbank. In vier aufeinander aufbauenden veröffentlichten Papern analysiert diese Arbeit das "alarmierende Bild, [dass die meisten] Länder mit einem großen Anteil an Renten von Mineralen oder Energieressourcen in ihrem BIP typischerweise niedrigere Genuine Savings Raten aufweisen" (van der Ploeg 2011: 396-397) und die dazugehörigen Hintergrunddeterminanten und Übertragungskanäle. Der erste Teil bildet einen kritischen Überblick über GS und ihre Berechnungsbestandteile und ist als Einleitung über den theoretischen und methodischen Hintergrund gedacht. Die WELTBANK (2011) erweitert nationale Netto-Ersparnisse um Human- und Naturkapital, als Indikator für reale Nachhaltigkeit weisen GS aber einige Defizite auf, die ausführlich diskutiert werden. Beispielsweise werden natürliche Ressourcen wie Fischbestände, Biodiversität oder Diamanten aufgrund von empirischen und methodischen Problemen außen vor gelassen. Teil eins diskutiert mögliche Erweiterungen und Ideen für zukünftige Entwicklungen, aber die wichtigste Erkenntnis ist die Notwendigkeit vermehrter Analysen möglicher Determinanten der Entwicklung von GS-Raten. Vor diesem Hintergrund bildet Teil zwei ein theoretisches Modell des Zusammenhangs zwischen dem RF und den GS. Da beide von der Höhe des Ressourcenabbaus und -exports abhängig sind, erscheint ein möglicher Zusammenhang offensichtlich. Daher nutzt Teil zwei exogene und endogene Erklärungen aus den zahllosen Studien zum RF und seinen Determinanten und bringt diese mit den GS und ihren Berechnungsanteilen zusammen. Beispielsweise beeinflusst die Volatilität internationaler Rohstoffmärkte die Renten von natürlichen Ressourcen innerhalb der Berechnung von GS immens oder die Arbeitskräftewanderung zum Ressourcensektor hat einen klaren Einfluss auf die Bildungsausgaben, die zur Präsentation des Humankapitals genutzt werden. Im dritten Teil werden diese Erkenntnisse und das resultierende Theoriemodel genutzt, um die empirischen Zusammenhänge zwischen dem RF und den GS in Querschnittsregressionen aufzuzeigen. Beispielsweise beeinflusst die erwähnte Volatilität der Terms-of-Trade in ressourcenabhängigen Ländern die Berechnung der GS auf mehreren Ebenen. Insgesamt zeigen die Ergebnisse, dass Faktoren die zum RF führen auch als nützliche erklärende Variablen für GS dienen können. Daher zeigt Teil drei dieser Dissertation, dass der theoretische Rahmen aus Teil zwei auch in einer umfangreichen Querschnittsregression mit einer Vielfalt abhängiger und unabhängiger Variablen gilt. Um die Analyse zu komplettieren untersucht Teil vier Sambia als eine Fallstudie eines vom RF betroffenen Landes. Zwischen 1964 und 2012 war Sambia mit durchschnittlich 33% seines Bruttonationaleinkommens abhängig von Kupferexporten und erlitt im selben Zeitraum einen Rückgang seines realen Pro-Kopf-Einkommens, außerdem eine durchschnittliche GS-Rate von -3%. Die Studie zeigt, dass die meisten Theorien, die den RF und die GS zueinander in Verbindung setzen, auch für die Sambische Situation gelten. Sambias GS entwickelte sich höchst volatil und komplett parallel mit den Weltkupferpreisen und zu einem geringeren aber nicht vernachlässigbaren Ausmaß mit den politischen Entwicklungen. Nach den Teilen zwei und drei komplettiert diese Fallstudie das Bild des tiefgehenden Zusammenhangs zwischen dem RF und den GS und schließt den Kreis aus theoretischem Modell, empirischer Querschnittsanalyse sowie einem Forschungsdesign, das eine mehr qualitative Diskussion erlaubt.

These attempts were aided by scientific and technical innovations developed in the Second World War, and subsequently by the increase in use of automation in various domains. This Ph.D. thesis addresses these attempts from a sociohistorical perspective, focusing on the specific case of archaeology. During this period, the domain of archaeology underwent a process of disciplinarisation and professionalisation. The same occurred in applied mathematics and then computer science: this thesis focuses on the relationships between these three domains. In France, during the 1950's and 1960's, there were significant methodological and conceptual innovations. Their subsequent scientific recognition, was, however, relatively minor. In archaeology, innovations related to applied mathematics and automatics did not lead to the emergence of an archaeological speciality based on computation. This situation was in striking contrast to what happened in other scientific domains and in archaeology in other countries, where new theoretical and methodological Anglophone definitions in 'New Archaeology' were spreading worldwide. This thesis explores three collective attempts to redefine the conceptual and methodological basis of archaeology, led by Georges Laplace, Jean-Claude Gardin and Jean Lesage, across France, Spain and Italy. These cases are completed by other people who had significant careers in both engineering and archaeology. In general, this thesis studies a scientific activity by investigating the cognitive and social aspects of peoples' methodological contributions. Three models of the relationships between experts in a scientific domain and experts in an applied science (here mathematics and computing) are empirically identified and described. The effects of introducing mathematical and automation procedures on the division of labour and the distribution of recognition are analysed. The success or failure of the methodological propositions are discussed with reference to several factors and models of scientific innovation. This thesis generates new information on the development of rescue and preventive archaeology and on the use of digital technologies in human sciences. The analysis draws on 82 interviews, 23 archives and several bibliometric datasets (extracted from pre-existing databases or constructed for the purpose of this research). Mirroring the archaeological propositions under study, this research also intends to illustrate the possible use of computing and formalised procedures in social sciences. The documentation and demonstrative principles underlying this work, implemented by using Wiki, the methods of literate programming and reproducible research, are themselves analysed. ; La seconde moitié du XXe siècle donna lieu à un accroissement des tentatives de redéfinir en termes opérationnels divers domaines de l'activité sociale tant scientifique, militaire, administratif ou industriel. Ces tentatives tirèrent parti des innovations scientifiques et techniques de la Deuxième Guerre mondiale, puis de la généralisation de l'automatique. Cette thèse en propose une sociologie historique, menée à partir du cas particulier de l'archéologie. Ce domaine scientifique fait alors l'objet d'efforts accrus de disciplinarisation et de professionnalisation. C'est également le cas des mathématiques appliquées puis de l'informatique : cette étude porte précisément sur les rapports établis à l'intersection de ces trois domaines. En France, au cours des années 1950 et 1960, les innovations méthodologiques et conceptuelles y ont été particulièrement importantes. Pourtant, par la suite, leur réception s'est révélée relativement mineure. En archéologie, les innovations relatives aux mathématiques appliquées, à la formalisation du langage et à l'automatique n'ont pas donné lieu au développement d'une spécialité fondée sur le calcul. Cette situation contraste avec celle d'autres disciplines ou d'autres pays, et ceci alors même que les redéfinitions théoriques et méthodologiques de la « New Archaeology » anglophone se diffusaient à l'échelle internationale. La thèse explore les cas de trois entreprises collectives, menées respectivement autour de Georges Laplace, Jean-Claude Gardin et Jean Lesage, entre France, Espagne et Italie. Ces cas sont complétés par ceux d'un ensemble d'acteurs ayant été à la fois ingénieurs et archéologues. D'un point de vue général, cette étude porte sur les statuts cognitifs et sociaux des contributions méthodologiques dans l'activité scientifique. Trois modèles de relations entre spécialistes d'un domaine scientifique et spécialistes des sciences formelles sont identifiés et décrits. Les transformations entraînées par l'introduction des mathématiques et de l'automatique dans la division du travail et la distribution des formes de reconnaissance sont analysées. La réception de ces propositions méthodologiques est discutée à l'aune de différents facteurs et modèles de l'innovation scientifique. Ce sont, au final, des éclairages nouveaux sur le développement de l'archéologie de sauvetage puis préventive et sur la genèse des recours aux technologies « numériques » en sciences de l'homme qui sont proposés. L'analyse tire parti de 82 entretiens, 23 fonds d'archives et de plusieurs jeux de données bibliométriques (pré-existants ou constitués pour cette étude). En écho aux travaux pris pour objets, cette thèse entend également être une proposition et une illustration d'un usage possible de la formalisation et de l'informatique en sciences sociales. Fondées sur l'emploi d'un wiki et les principes de la programmation lettrée et de la reproductibilité des analyses, les architectures documentaire et démonstrative de cette étude font elles-mêmes l'objet d'une analyse.

Explore the major ideological patterns of development of a socially philosophies of education in the context of the problems of institutionalization of knowledge about human and social development. To analyse system-integration aspect of social philosophy and education management in interaction with model of «new humanism» in formation of socially valuable orientations. Classification existing in the western philosophy of education and education of directions is spent, proceeding from basic principles of philosophical school or a current, first of all considering those the purpose and means which are really involved by them in process of education, social development and socially-moral education and being based on the basic installations, the purpose expressed by that or other direction, how its supporters imagine the person, its requirement, a social role, behaviour which the education system and education urged to form. Considering growing requirement of a practical embodiment of ideas of freedom, justice, aspiration to realisation of the human rights proclaimed a society, supporters of the concept of «new humanism» see the main objective in blocking a way to conformism, to a manipulation behaviour of the person and to create conditions for its free self-expression, for realisation by the person of a fundamental choice of acts in a concrete situation and by that to warn danger of formation of the unified form of behaviour. In it principles of «new humanism» approach with a position of instrumentalism and neopragmatism. Before social philosophy of education/upbringing it is necessary to define a problem factors which cause achievement of its main objective, to state an estimation to moral principles and personal qualities with which actually the education/education theory connects realisation of the problems, to show, why these, instead of any any other principles and qualities open to the person possibility to choose in a concrete situation socially powerful both morally defensible and comprehensible line of conduct in public the relation. Statement of a question on necessity of the philosophical analysis of problems of education and education in a social context serves as an indicator of understanding philosophers, teachers of an increasing role of the human and moral factor in society development. And, at last, the aspiration to develop socially-philosophical bases of pedagogics in general and education in particular, testifies that the western and domestic philosophers, teachers, representatives of social and psychological sciences, at least, the majority of them, have realised the public importance of an education system and education, its global character. ; Досліджуються основні ідейні закономірності розвитку соціальноорієнтованих концепцій філософії освіти у контексті проблем інституалізації знань про розвиток людини і суспільства. Аналізується системно-інтеграційний аспект соціальної філософії і менеджменту освіти у взаємодії з моделлю «нового гуманізму» у формуванні соціально ціннісних орієнтацій. Враховуючи зростаючу потребу практичного втілення ідей свободи, справедливості, прагнення до реалізації проголошених суспільством прав людини, прихильники концепції «нового гуманізму» вбачають свою основну мету у тому, щоб перегородити шлях конформізму, маніпулюванню поведінкою особистості і створити умови для її вільного самовираження, для здійснення людиною ґрунтовного вибору вчинків у конкретній ситуації і тим самим попередити небезпеку формування уніфікованої форми поведінки.
