LA SEGURIDAD ALIMENTARIA NUTRICIONAL -SAN- UN ACERCAMIENTO A LA POLÍTICA PÚBLICA ; La Seguridad Alimentaria Nutricional -SAN- Un acercamiento a la política pública
This presentation talks about an advance on the investigation about Nourishing and Nutritional Security -NNSin Colombia, which develops and critically analyses the conceptual elements, related to the right to feeding, the eating sovereignty, the alimentary chain, the relations between health, feeding and nutrition, harmlessness, the regional and local development, the culture and NNS, the public policies and the environment; offering judgment elements that must be re-understood when getting incorporated in the design of the public policies, as well as the national, the regional, the departmental, the municipal or the local ones. When approaching the reflection facing the conditions of Nourishing and Nutritional Security in Colombia, the second chapter makes an aproximation from subjects refered to availability and stability; acces, use and utility, making reference to the alternatives to how the public policies of nourishing and alimentary security have been designed. The discussion aims to indicate elements of analysis that in the nourishing chain level must be articulated in the design of the public policy of NNS. The conditions that affect the availability and stability dinamics of foods in Colombia are analysed from: the levels of national production; the foreign trede import and exports; the public policy: in the environmental and economic dimensions of the national level and the departmental, regional and local one linked to the code and the environment; the high levels of concentration of the property; the international politic-social conflict that moves population of the countryside and, finally, the conflic of the use of ground between aptitude and use. It is facing these six conditions that must be implanted a dynamic of territorial development that integrates the public policies in the different orders. ; La ponencia está referida a un avance de la investigación sobre Seguridad Alimentaria y Nutricional -SAN- en Colombia, que desarrolla y analiza críticamente los elementos conceptuales, relacionados con el derecho a la alimentación, la soberanía alimentaria, la cadena alimentaria, las relaciones entre salud, alimentación y nutrición, inocuidad, el desarrollo. regio-local, la cultura y SAN, las políticas públicas y el medio ambiente; ofreciendo elementos de juicio que deben ser re entendidos al momento de incorporarse en el diseño de las políticas públicas, nacionales, regionales, departamentales, municipales o locales. Al abordar la reflexión frente a las condiciones de Seguridad Alimentaria y Nutricional en Colombia, el segundo capítulo se aproxima desde temas referidos a disponibilidad y estabilidad; acceso y uso y utilidad, haciendo alusión a las alternativas como se han diseñado las políticas públicas de seguridad alimentaria y nutricional. La discusión apunta a señalar elementos de análisis que a nivel de la cadena alimentaria deben articularse en el diseño de la política pública de SAN. Las condiciones que afectan las dinámicas de disponibilidad y estabilidad de los alimentos en Colombia, se analizan a partir de: los niveles de producción nacional, el comercio exterior importaciones y exportaciones, la política pública: en las dimensiones económica y ambiental del nivel nacional y la departamental, regional y local vinculadas con el ordenamiento y el medio ambiente, cuatro los altos niveles desconcentración de la propiedad, el conflicto político-social interno que desplaza población de las zonas rurales y el conflicto de uso del suelo entre aptitud y uso; es frente a estas seis condiciones que se debe plantear una dinámica de desarrollo territorial que integre las políticas públicas en los diferentes órdenes
