Demographic explosion of obesity at the end of the 20th century was at the origin of a new public health policy from the year 2000. Our study concerns the development of a new structure of care for obesity in Isère: "Hôpital de la clinique du Grésivaudan", which opened in 2012. This retrospective epidemiological study evaluated the anthropometric data, social and family environment, physical activity and quality of life during the hospitalization of patients, then at a distance (≥ 1 year) by means of a phone survey (53% of response). The average age at onset of hospitalization was 14.6 years with 60% of women and the initial mean Z-score was + 4.37. There was no significant change in the Z-score between onset and end of hospitalization (p = 0.29, average length of hospitalization 79 days). In the survey patients were 17.4 years old and the Z-score was significantly lower at + 3.94 compared to the initial care (p = 0.005). The suffering score had decreased during hospitalization (p = 0.001) and remained low in the survey. Motivation decreased after returning home (p = 0.005). The increase of physical activity did not follow up after hospitalization (p = 0.52). Patients live in an obesogenic environment (socio-economic level, parental obesity, separated parents), physical activity was weaker and academic difficulties were greater than the general population. Day care hospitalization is more efficient than the outpatient care and has similar results to customary hospitalization. A prospective, randomized study comparing the different modalities of treatment will help to better define the strengths and weakness of each modality in order to better direct patients. ; L'explosion démographique de l'obésité à la fin du 20ème siècle a été à l'origine d'une nouvelle politique de santé publique à partir des années 2000. Notre étude porte sur le développement d'une nouvelle structure de soin de l'obésité en Isère : l'hôpital de jour de la clinique du Grésivaudan, qui a ouvert ses portes en 2012. Cette étude épidémiologique rétrospective a évalué les variables pondérales, socio familiales, d'activité physique, de qualité de vie lors de l'hospitalisation des patients, puis à distance (≥ 1 an) au moyen d'un questionnaire téléphonique (taux de réponse 53%). L'âge moyen en début d'hospitalisation était de 14.6 ans avec 60% de femme et le Z-score moyen était de + 4.37. Il n'a pas été pas observé de variation significative du Z-Score entre le début et la fin d'hospitalisation (p = 0.29, 79 jours en moyenne). Lors du questionnaire les patients étaient âgés de 17.4 ans, Le Z-score était significativement plus bas à + 3.94 (p=0.005). Le score de souffrance avait baissé durant l'hospitalisation (p=0.001) et restait bas lors de l'interrogatoire. La motivation baissait après le retour à domicile. L'activité physique hebdomadaire n'a pas augmenté suite à l'hospitalisation. Les adolescents évoluaient dans un contexte socio-familial obèsogène, l'activité physique était plus faible et les difficultés scolaires plus importantes que la population générale. L'hôpital de jour semble être plus efficace qu'une prise en charge ambulatoire et avoir des résultats comparables à une hospitalisation conventionnelle. Une étude randomisée prospective comparant les différents modes de prise en charge permettrait de mieux préciser les atouts de chacun.

Предмет. Одной из ключевых задач государственной социальной политики можно назвать усиление роли некоммерческих организаций в различных сферах производства общественных благ и оказания социально значимых услуг. Это свидетельствует о формировании социально ориентированной концепции общественного развития, в которой чрезвычайно важной становится деятельность организаций третьего сектора экономики. Ведь некоммерческие организации чаще всего предоставляют те услуги, которые государству трудно или даже невозможно предоставлять из-за сложности выявления реальных проблем, присущих тому или иному региону. Однако комплексное изучение роли некоммерческих организаций в этом процессе требует глубокого осознания их сути и определения места, которое занимают финансы некоммерческих организаций в финансовой системе государства. Цели. Исследование носит теоретико-эмпирический характер. Его цель состоит в проведении анализа предпосылок возникновения российского третьего сектора экономики и определении места некоммерческих организации в финансовой системе страны. Методология. С помощью статистических и эконометрических методов проанализированы преимущества существования некоммерческих организаций для гражданского общества, дана трактовка категории финансов некоммерческих организаций, определено место финансов некоммерческих организаций в финансовой системе государства. Результаты. Наличие гражданского общества основное условие существования правового государства, а некоммерческие организации одна из главных составных частей гражданского общества. Таким образом, некоммерческий сектор вносит свой вклад не только в удовлетворение потребностей населения, но и в создание благоприятного делового климата, стабильность экономического развития и развития политической системы, способствуя развитию полноценного гражданского общества. Выводы и значимость. Сделан вывод о том, что именно некоммерческие организации обусловливают конструктивное взаимодействие между государственными структурами, бизнесом и обществом. Предложено определение финансов некоммерческих организаций и их особенностей. Определено место финансов некоммерческих организаций в структуре финансовой системы Российской Федерации. ; Importance One of the overriding priorities of the national social policy is the enhancing of the role of non-profit organizations in various fields of public goods production and socially important services delivery. This implies the formation of socially oriented concept of social development, when the activity of organizations of the third sector of economy becomes extremely important. Objectives The study is of theoretical and empirical nature. It aims to analyze preconditions for the onset of the Russian third sector of economy and determine the role of non-profit organizations in the country's financial system. Methods We apply statistical and econometric methods to prove the advantages provided by the existence of non-profit organizations for the civil society, interpret the category of finance of non-profit organizations and identify the role of finance of non-profit organizations in the financial system of the State. Results The civil society is a main condition for the existence of the law-bound State, and non-profit organizations are one of the main components of the civil society. Thus, the non-profit sector contributes not only to the satisfaction of people's needs, but also to the creation of favorable business climate, stable economic progress and political system development, thus promoting the development of a full-fledged civil society. Conclusions Non-profit organizations stipulate constructive cooperation between the government, business and society. The article defines the finance of non-financial organizations and highlights its specific features. It identifies the place of finance in the structure of the financial system of the Russian Federation.

In this article the author reviews the essence of social justice within the framework of sociological discourse. The importance of the social justice is outlined since it stands out for determining reform activities and social policy of the state as a social superstructure. The author states four basic concepts of social justice (egalitarian, utilitarian, Rawls concept and the market concepts) and analyzes each of them in the context of their possible use in Ukraine. The main focus of the article is on the Social Justice index, as newly invented social indices, which has been developed in the European Union and is updated annually by institutions of EU. The comparative analysis of countries' rankings in terms of social justice for 2014 and 2015 uncover changes that are discusses in the paper. It is noted that with every year the gap between the successful Nordic countries and those countries of the southern EU part that are still in the post-crisis phase is increasing. However, at the same time, in most countries of the EU the social justice index stays on the acceptable and a high level over the past years, and this level does not have the tendency to a deterioration. The author also examines possibilities of applying the Social Justice Index, and indices that compile it, in Ukraine. Ukraine is also analyzed in frame of the Index of Human Development of the United Nations, as another example of social indexes. ; В статье определена сущность социальной справедливости в рамках социологического дискурса. Отмечается, что социальная справедливость выступает как определяющая детерминанта преобразовательной деятельности, а также социальной политики государства как общественной надстройки. Автором рассматриваются четыре основные концепции социальной справедливости (эгалитарная, утилитаристская, роулсианская и рыночная), которые также проанализированы в контексте их возможного применения в Украине. Исследовано значение социальных индексов. В частности, рассмотрен Индекс социальной справедливости, который был разработан в Европейском Союзе и ежегодно обновляется евроинституциями. Определены общие тенденции изменения уровня социальной справедливости в странах ЕС. В рамках статьи проанализированы и оценены возможности применения Индекса социальной справедливости и его подиндексов в Украине. Также Украина анализируется с точки зрения Индекса человеческого развития ООН, как социального индекса. ; У даній статті розглядається сутність соціальної справедливості в рамках соціолог ічного дискурсу. Зазначається, що соціальна справедливість виступає як визначальна детермінанта перетворювальної діяльності, а також соціальної політики держави. Автором розглядаються чотири основні концепції соціальної справедливост і (егалітарна, утилітарна, роулсіанська та ринкова) та кожна з них проаналі- зована в контексті їх можливого використання в Україні. Основна увага в статті сфокусована на індексі соціальної справедливості, як новітньому соціальному показнику, що був розроблений в Європейському Союзі та щорічно оновлюється інститутами ЄС. Зазначається, що з кожним роком збільшується розрив між успішними країнами Північної Європи та країнами південної частини ЄС, які до сих пір перебувають в посткризовій фазі. Проте, в той же час, протягом останніх років в більшості країн ЄС індекс соціальної справедливості залишається не прийнятним на високому рівні, та в цілому не має тенденції до погіршення. Автор також розгляда є можливості застосування Індексу соціальної справедливості та його підіндекс ів в Україні. Україна також аналізується в рамках Індексу людського розвитку ООН, в якості іншого прикладу соціальних індексів.

The research work presented in this doctoral thesis is devoted to the study of land use. The question is examined from two angles: i) land use within the farm (the choice of crops, pastures), and ii) land use between economic sectors (forests, urban, agriculture, etc.). Two methods were employed: mathematical programming models for the agriculture and forestry sectors and econometric methods. The supply-side agricultural model, AROPAj, allows us to model farmers' decision in terms of crops and nitrogen input quantities. Since its economic agents are profit maximizers, the results from the model are directly forwarded to an econometric land use model integrating the returns for the other land demanding sectors. Three case studies are proposed. In the first one, we prove that the choice of crops should be taken in to account when evaluating the economic and environmental impacts of an input tax on fertilizers. The second case study is focused on agricultural land prices as the result from the competition among the different land uses, namely field farming and pastures, viticulture, urban and tourism. As land prices and agricultural revenues are often used as proxies for the agricultural rent in the econometric land use models, in the third case study we compare the results of econometric models when these values and the estimates from the agricultural model are employed as explanatory variables. The combined use of these two modeling methods can be valuable for the study of the climate induced land use change. Furthermore, the agricultural model allows us to simulate multiple public policy scenarios. ; Cette thèse de doctorat met au centre de la recherche le problème de l'allocationdes terres selon deux perspectives : i) au sein de l'usage agricole, entre différentes activités (cultures,prairies), et ii) entre secteurs économiques (agriculture,forêt,urbain,etc.). Deux méthodes sont mobilisées : des modèles de programmation mathématique sectoriels pour la forêt et l'agriculture et des méthodes économétriques. Le modèle d'offre agricole européenne, AROPAj, permet d'étudier d'une manière très fine les décisions des agriculteurs en matière de choix des cultures et d'intrants (intrants azotés principalement). Puis que les agents économiques pris en compte dans le modèle cherchent à maximiser leur profit, les résultats obtenus sont directement utilisables dans des modèles économétriques d'allocation des terres intégrant la rentabilité des autres secteurs demandeurs en terres. Trois cas d'étude sont proposés. Dans le premier cas, on démontre l'importance de la prise en compte du choix des cultures lorsqu'une taxe sur l'apport azoté est introduite. Le deuxième cas d'étude est centré sur les prix des terres agricoles résultant de la concurrence entre les différents usages, à savoir les grandes cultures et les prairies, la viticulture, l'urbain et le tourisme. Comme les prix de la terre et les revenus agricoles sont souvent utilisés pour approximer la rente agricole dans les modèles économétriques d'allocation des terres, le troisième cas d'étude porte sur la comparaison des modèles économétriques dans lesquels ces données et les sorties du modèle économique servent de variables explicatives. L'emploi combiné de ces deux méthodes peut être utilisé pour l'étude des effets du changement climatique sur l'allocation des terres. Par ailleurs, le modèle économique permet aussi de tester des différents scénarios de politiques publiques.

Статья посвящается анализу влияния органов государственной власти и местного самоуправления на организацию и стационарное поддержание функционирования одного из элементов социально-культурной инфраструктуры городских училищ. Отдельно рассматривается проблема финансирования означенных образовательных учреждений. Автор указывает на противоречия между политикой центральной администрации и деятельностью местного самоуправления, которые заключались в невозможности полностью выполнить все требования Центра в силу местной специфики и отсутствия денежных средств. В статье содержатся упоминания о разных периодах, нашедших отражение в развитии гражданского общества. Для более наглядного представления картины повседневной жизнедеятельности людей, связанных с некоторыми городскими училищами, приводится несколько конкретных примеров. Наиболее ярким из них является история создания более-менее приемлемых условий для женского приходского училища, включавшая в себя процедуру инициирования, проблему предоставления приемлемого помещения, приспособление части здания Присутственных мест и окончательную оценку указанного выше помещения. В статье отмечается и созданная к концу XIX столетия система технического обеспечения рассматриваемых учреждений. Означенная система представляла собой совокупность административных и финансовых мер, заключавшихся в проведении отдельных строительных и ремонтных работ, а также в особом порядке отчетности по мере использования денежных средств. Социальная составляющая в статье отображена в перечне фамилий гласных городской управы, наиболее часто встречающихся в источниках Государственного архива Тамбовской области. Представлено и влияние модернизационных процессов на улучшение качества поддержания городских училищ в надлежащем для образовательных учреждений состоянии.The article is about the analysis of influence of public authorities and local government on the organization and stationary maintenance of functioning of one of elements of social and cultural infrastructure city schools. The article separately considered the problem of financing of the marked educational institutions. The author pointed to contradictions between policy of the central administration and activity of local government which consisted in impossibility completely to fulfill all requirements of the Center owing to local specifics and lack of money. Article contains mentions of the different periods which found reflection in development of civil society. There are some concrete examples for more evident representation of a picture of daily activity of the people connected with some city schools. The brightest of them is the history of creation of more or less acceptable conditions for women's parish school including initiation procedure, a problem of granting the acceptable room, the adaptation of part of the building of Offices and a final assessment of the room stated above. In article the author also noted the system of technical ensuring the considered establishments created by the end of the XIX century. The marked system represented set of the administrative and financial measures consisting in carrying out separate construction and repair work and also in a special order of the reporting under a measure of use of money. The article displayed the social component in the list of surnames of the vowels of town council which are most often found in sources of the State archive of the Tambov region. The author also presented influence of modernization processes on improvement of quality of maintenance of city schools in a state, appropriate to educational institutions.

El proceso político y jurídico que dio origen al capítulo sobre restitución de tierras de la Ley 1448, o Ley de Víctimas, ha tenido una trayectoria amplia y compleja, en la que se produce una evolución de gran magnitud puesto que se pasa de la idea original de protección a la de restitución. En el presente artículo nos proponemos tres objetivos: reconstruir la trayectoria institucional del Proyecto de Protección de Tierras y Patrimonio para la población desplazada, como un caso particular dentro de la institucionalidad y como gestor de la política de restitución de tierras; en segundo término, buscamos mostrar los avances técnicos que posibilitaron esa evolución desde la idea de protección hasta la de restitución y, finalmente, analizar las lógicas gubernamentales que orientaron este proceso. Todo lo anterior desde un marco conceptual de la sociología y antropología política, mostrando la interacción entre diferentes actores e intereses, con lógicas de gobierno que superan al Estado (este primer estudio se sustenta en los archivos y documentos producidos y publicados por el proyecto). ; The political and legal process that concluded with the inclusion of a chapter on land restitution in law of 1448, known as the victims' law, has traveled a long and complex path, and has undergone a major shift, moving from the original idea of protection to restitution. In this paper we propose three objectives: to rebuild the institutional trajectory of the Bill for the Protection of Land and Property of the displaced population, as a particular case within the institutions that later gave rise to the restitution policy; second, to show the technical advances that made this evolution from the idea of protection to restitution possible; and lastly, we analyze the governmental logic that guided the process. All this is analyzed based on a conceptual framework of sociology and political anthropology, showing the interaction between different actors and interests, involving government dynamics that surpass the state (this first study is based on the files and documents produced and published by the project). ; O processo político e jurídico que deu origem ao capítulo sobre restituição de terras da lei 1448, ou lei de vítimas, tem tido uma trajetória ampla e complexa, na que se produz uma evolução de grande magnitude porquanto se passa da ideia original de proteção à de restituição. In the 1990's, policies for decentralization of natural resource management were developed in Madagascar and Niger. These policies were created in response to the failure of centralized policies to halt forest degradation, and favored by an increasing international recognition of rural people's capacity to manage their own forests. The new policies influenced how rural people interact with their forest ecosystems, a change process that had both positive and negative outcomes. This thesis proposes a framework for analyzing intended as well as inadvertent effects of the decentralization policies on forests and on local people. It further applies the framework to two case studies, one in Niger and one in Madagascar, representing the implementation of these policies in two different contexts. The framework conceptualizes human and forests as a social-ecological system (SES), in which interactions between users and ecosystems are regarded as functions of the system. The implemented policies are interpreted as strategies to reduce vulnerability of the SES. The results show that the decentralization process targeted a SES where only one function, the production of fuelwood, was perceived. In reality, however, dry tropical forest systems are composed by several different functions, and these functions interact. While the new forest policies led to an increased expression of some of the 16 functions identified in Niger (15 in Madagascar), they led to a decline in others, with the subsequent marginalization of the actors groups linked to those functions. To reduce vulnerability in tropical dry forest SES, we need to develop policy options that properly reflect and account for the complex interactions that characterize these systems. ; A Madagascar et au Niger, des politiques de décentralisation de la gestion des ressources naturelles ont émergé dans les années 90. Elles se sont construites en réponse à l'échec des politiques centralisées face à la dégradation des forêts et ont été favorisés par le développement de la reconnaissance à l'international des capacités des acteurs ruraux à gérer leurs forêts. L'application de ces politiques modifie les interactions entre acteurs ruraux et écosystèmes de façon positive et négative. Cette thèse propose un cadre pour analyser les effets attendus et inattendus des réformes forestières sur les forêts et les acteurs ruraux. Ce cadre est appliqué à un cas d'étude à Madagascar et un au Niger, illustrant la décentralisation dans des contextes différents. Le couple humains-écosystèmes forestiers est modélisé comme un système socio-écologique (SES), dont les interactions entre usagers et écosystèmes sont des fonctions du SES. Les politiques forestières sont interprétées comme des stratégies visant à réduire la vulnérabilité des SES. Les résultats montrent que le processus de décentralisation a visé un SES dans lequel une seule fonction, la production de bois énergie, est représentée. Cependant, les systèmes de forêts tropicales sèches sont composés de plusieurs fonctions différentes qui interagissent entre elles. Les nouvelles politiques forestières entrainent l'augmentation de l'expression de certaines des fonctions parmi les 16 identifiées au Niger et les 15 identifiées à Madagascar. Mais elles ont aussi conduit au déclin d'autres fonctions, avec des conséquences pour les acteurs impliqués dans ces fonctions. Pour réduire la vulnérabilité dans les SES des forêts tropicales sèches, des politiques qui intègrent les interactions complexes caractéristiques de ces systèmes doivent être développées.

The objective is to emphasize that the real threat to liberal democracies around the world is not only Islamic extremism, but also the continuation of policy-making decisions anchored on a misunderstanding of Islam and of Muslims in the West. As such, this work examines the political and cultural mood of several countries in Europe and North America, analyses the current social realities for Muslims in the West, explores the concept of human rights in Islamic sources, and considers various opinions – including Muslim voices – on the relationship between Islam and the West. The aim is to escape the divisive dialogue that pits one ‗civilization' against another, and contribute to a conversation that understands the urgent need for solutions to the escalating tensions being experienced today.--- Cette disssertation analyse les réactions politiques et juridiques vécues actuellement par les communautés musulmanes dans les pays occidentaux contemporains, face au retour en arrière et aux limitations qui marquent les définitions de pluralisme et de démocratie. L'objectif est de souligner que la menace réelle aux démocraties libérales dans le monde n'est pas seulement l'Islamisme radical, mais aussi la continuation d'un processus de décision enraciné dans une incompréhension de l'Islam et des musulmans en Occident. À ce titre, ce travail examine l'atmosphère politique et culturelle de différents pays européens et nord-américains, analyse les réalités sociales actuelles des musulmans en Occident, explore le concept de droits de l'Homme au sein des sources islamiques, et considère diverses opinions — y compris des voix musulmanes — à propos des relations entre l'Islam et l'Occident. Le but est ici d'échapper à un dialogue basé sur la division, opposant une "civilisation" à une autre, et de contribuer à une lancer une conversation qui comprenne la nécessité de solutions à l'escalade de tensions vécue aujourd'hui.--- Esta dissertação estuda as reacções políticas e jurídicas vividas pelas comunidades islâmicas nos países ocidentais contemporâneos, frente ao retrocesso e ao estreitamente das definições de pluralismo e democracia. O objectivo é de sublinhar que a ameaça real às democracias liberais no mundo não é apenas o radicalismo islâmico, mas também a continuação de processos decisionais enraizados na incompreensão do Islâo e dos muçulmanos pelo Ocidente. Como tal, este trabalho examina o ambiente político e cultural de vários países na Europa e na América do Norte, aprofunda as realidades sociais actuais dos muçulmanos no Ocidente, explora o conceito de direitos humanos nas fontes islâmicas, e considera várias opiniões — incluíndo vozes muçulmanas — sobre as relações entre o Islão e o Ocidente. O objectivo é de escapar a um diálogo marcado pela divisão que aponta uma "civilização" contra uma outra, e contribuir para um entendimento que possa incluir a necessidade urgente de soluções à escalada de tensões presenciada nos nossos dias.

The implementation and enforcement of the acquis communautaire is a precondition for joining the European Union (EU). However, there is only little information on the compliance costs in the acceding countries. In this paper, the investment needs and annual costs of compliance with the part of the acquis communautaire relevant for the dairy sector is assessed at different stages of the agri-food chain in Hungary. The assessment is mainly based on a classification of farms and processors according to their level of compliance with EU standards concerning milk hygiene in 2000/01 and calculations of necessary investments in buildings, milking and cooling facilities and delivery trucks. The raw milk quality in Hungary has steadily improved since the early 1990's. In 1999, 78 % of the milk delivered to processors was in compliance with EU standards. Based on the farm structure in the reference period, the further necessary modernisation requires investments of 82 million euro causing annual compliance costs of 9 million euro or 0.1 up to 4.3 cent per litre milk. This is equivalent to 0.6 % up to 17.9 % of the average farm gate price for milk in 2000. For modernising the milk collection centres, 25 million euro are needed, and for the delivery trucks between 12 million euro and 17 million euro. Depending on the size of the milk processor and the current level of compliance, the annual compliance costs are estimated to be low, ranging from negligible 0.02 cent per litre up to 0.7 cent per litre. Based on these findings there is only limited need for the government to support the further modernisation of milk processors. State support is more relevant at the farm level. Since 68 % of the total investment needs estimated at farm level are accounted for by farms with less than 5 cows, agricultural policy should support these farmers either to considerably increase their herd size or to cease production. ; Die Implementierung und Durchsetzung des acquis communautaire ist eine Voraussetzung für den Beitritt zur Europäischen Union (EU). Über die hiermit in den Beitrittsländern ver-bundenen Kosten liegen bisher kaum Informationen vor. In diesem Beitrag wird der Teil des acquis communautaire betrachtet, der für den Milchsektor in Ungarn von Bedeutung ist. Für verschiedene Stufen der Milcherzeugung und verarbeitung wird untersucht, welcher Investi-tionsbedarf zur Einhaltung der relevanten Vorschriften besteht und wie hoch die hieraus resultierenden kalkulatorischen und pagatorischen jährlichen Kosten sind. Die Abschätzung basiert im Wesentlichen auf einer Einteilung der Milcherzeugungs- und verarbeitungs-unternehmen nach dem Stand der Einhaltung der EU-Milchhygienestandards im Jahr 2000/01 und Kalkulationen der notwendigen Investitionen in Gebäude, Melk- und Kühltechnik sowie in Milchtransportfahrzeuge. Die Rohmilchqualität hat sich in Ungarn seit Anfang der 90er Jahre stetig verbessert. 1999 erfüllten bereits 78 % der an Molkereien gelieferten Milch die EU-Standards. Basierend auf der landwirtschaftlichen Betriebsstruktur in der Referenzperiode 2000/01 liegt der weitere Bedarf an Modernisierungsinvestitionen in einer Größenordnung von 82 Millionen Euro. Hieraus folgen jährliche Kosten in Höhe von 9 Millionen Euro oder 0,1 bis 4,3 Cent pro Liter Milch. Dies entspricht 0,6 % bis 17,9 % des 2000 durchschnittlich erzielten Erzeuger-preises für Milch. Zur Modernisierung der Milchsammelstellen werden etwa 25 Millionen Euro benötigt und für Milchtransportfahrzeuge zwischen 12 Millionen Euro und 17 Millionen Euro. In Abhängigkeit von der Größe der Molkereien und dem Grad der Einhaltung der EU-Standards in der Ausgangssituation ergeben sich jährliche Modernisierungskosten in einer geringen Größenordnung: Sie reichen von vernachlässigbaren 0,02 Cent pro Liter bis zu 0,7 Cent pro Liter. Die Ergebnisse zeigen, dass nur eine begrenzte Notwendigkeit für staatliche Hilfen zur Modernisierung des Milchverarbeitungssektors besteht. Auf der Erzeugerebene sind Förder-maßnahmen dagegen wichtiger. Weil 68 % des geschätzten gesamten Investitionsbedarfs auf Betriebe mit weniger als 5 Kühen entfällt, sollte die Agrarpolitik die Leiter dieser Betriebe dabei unterstützen, entweder ihre Produktion spürbar auszudehnen oder ganz einzustellen.

Among policy-makers and academics there is a controversial discussion whether the tax mix influences labor market performance in advanced industrialized countries. Many economists argue that the total tax burden rather than the tax-mix matters for aggregate employment, whereas neither the burden nor the mix play major roles in determining unemployment in the long run. This paper aims at combining this literature with an analysis informed by comparative welfare state analysis. It starts with a discussion of standard economic accounts - the incentives literature - and looks for cases where tax-mixes affect labor markets. Then the analysis shifts to a comparative point of view. Contemporaneous welfare states not only differ in terms of social expenditures, but also in the ways they fund these expenditures by various forms of taxation. The paper shows some of the linkages between the tax regime on the one hand, and the regime for social expenditures, and namely social transfers, on the other hand. The tax regime is, however, an imperfect mirror image of social expenditures and has the capacity to shape labor market outcomes. In particular, countries with high payroll and indirect taxation pose more problems for (low-wage) private sector employment than countries relying predominantly on income taxation. Moreover, since all countries have opened up their goods and capital markets, taxation these days should matter more for labor market outcomes than in times when markets were still national in nature. The paper attempts to judge the empirical plausibility of these claims. The empirical estimations generate three tentative results: First, there is some evidence that payroll and indirect taxation is more harmful for labor markets than income taxation. Second, this is particularly true for non-tradables sectors with a low degree of productivity. Third, there is some evidence that the impact of taxation has increased in the last decades. Taken together, the three results add to an explanation why some welfare states in continental Europe have both low employment and high unemployment rates. ; Unter politischen Entscheidungsträgern und Wissenschaftlern wird immer wieder darüber diskutiert, ob die Mischung unterschiedlicher Steuerarten (Steuer-Mix) Arbeitsmarktergebnisse beeinflusst. Viele Ökonomen behaupten, dass lediglich die Gesamtsteuerhöhe für die Arbeitsaufnahme relevant ist. Für die Höhe der Arbeitslosigkeit sei weder der Steuer-Mix noch die Steuerhöhe entscheidend. Das vorliegende Diskussionspapier hat zum Ziel, diese Diskussion in den Rahmen der vergleichenden Wohlfahrtsstaatenforschung einzubetten. Zunächst werden ökonomische Anreizmodelle diskutiert, in denen Steuern einen Einfluss auf Arbeitsmarktergebnisse ausüben. Zudem zeigt der Vergleich von Wohlfahrtsstaaten, dass sich Länder nicht nur bezüglich der Sozialausgaben unterscheiden, sondern auch bezüglich des Steuer-Mixes. Des weiteren werden einige Verbindungslinien zwischen dem Steuerregime und dem Regime von Sozialausgaben, insbesondere von sozialpolitisch motivierten Transfers, gezogen. Allerdings sind Steuer- und Transferregime keine perfekten Spiegelbilder voneinander. Daher lohnt es sich für die Wohlfahrtsstaatenforschung zu untersuchen, welchen Einfluss das Steuerregime auf den Arbeitsmarkt ausübt. Besonders bedeutsam ist hierbei die These, dass Länder mit hohen Sozialversicherungsbeiträgen und indirekten Steuern den privaten (Niedriglohn-)Sektor stärker belasten als Länder mit hohen Einkommenssteuern. Zudem sollte dieser Effekt heute stärker sein als noch zu Zeiten, in denen die Länder Barrieren zwischen Güter- und Kapitalmärkten aufrecht erhielten. Diese Thesen werden durch empirische Schätzungen evaluiert, welche drei wesentliche Ergebnisse liefern: Erstens scheinen Sozialversicherungsbeiträge und indirekte Steuern schädlicher für den Arbeitsmarkt zu sein als Einkommenssteuern. Zweitens gilt dies vor allem für den Sektor nicht handelbarer Güter mit geringer Produktivität. Drittens zeichnet sich ab, dass der Zusammenhang zwischen Steuern und Arbeitsmarktergebnissen in den letzten Jahrzehnten zugenommen hat. Alle drei Punkte zusammen tragen zu einer Beantwortung der Frage bei, warum einige kontinentaleuropäische Länder derzeit von hohen Arbeitslosen- und geringen Beschäftigungsraten gekennzeichnet sind.

This analysis of agricultural unionism aims to better understand the relationship between institutions with specific interests - specialized associations - and professional organizations with a general vocation. The understanding of the genesis and development of "specialized associations" - particularly in the case of milk (FNPL) and cereals (AGPB) - provides a better understanding of the mechanisms of representation and defense of interests within the French agricultural sector. For more than seventy years, the specialized associations have developed forms of representation and defense of interests based on a primarily economic and technical legitimacy. Around the model of the agricultural enterprise, now recognized as dominant in the market referential, the specialized associations rely on the small group of producers who bring the majority of products to the market. Their links with the farming community are complex: the entrenchment of local and national levels, the cross responsibilities of many of their leaders make these organizations "pivotal institutions" in the space of French agricultural organizations. The specialized associations, which are closely linked to agricultural trade unionism with a general vocation (FNSEA), are gradually emerging from the constraints of "professional solidarity". Their links with general unionism become more utilitarian and they do not hesitate to circumvent it when their interests compel them to do so.
